Delegate David Walker - 02.17.12

We have surpassed the halfway mark of the legislative session. I am proud of the progress that has been made thus far and I look toward the remainder of the session with optimism and enthusiasm. With renewed vigor, I work for me constituents, the residents of District 33
House Concurrent Resolution 60 was introduced Wednesday, February 15. The resolution honored Tpr. Hugh D. Swartz and provides a request by the Legislature for the West Virginia State Police to name the Clay County police barracks the “Tpr. Hugh D. Swartz Memorial Barracks.” Swartz served as a member of the West Virginia State Police for nearly 13 years before being killed in 1970 on the job in Clay county. For Swartz’s service and ultimate sacrifice, I find it fitting that the new barracks bear his name.
Passed this week and referred to the Senate for consideration, House Bill 4422 would update the crane operator certification process to meet federal Occupational Safety and Health Administration (OSHA) standards. The bill expands the type of equipment for which certification is required to operate.
House Bill 4433, would award high school diplomas to veterans of World War I, World War II, the Korean Conflict and the Vietnam Conflict. The diplomas would be provided regardless of whether they were attending high school before serving in the military. The bill has been approved by the Education Committee and is being read in the House this week.
I am the lead sponsor of House Bill 4470, relating to the state board of education. The bill would establish multi-county regional education service agencies to provide high quality, cost effective education programs and services to students, schools and school systems. The bill includes that the regional service agencies would not displace positions and duties already conducted within the county board of education by professional or service employees.
Additionally, I am the lead sponsor of House Bill 4430. The bill relates to employee work breaks and would require that ten-minute rest periods be offered to employees during each four-hour period of work. The bill was advanced by the House Energy, Industry and Labor, Economic Development and Small Business Committee and is now pending in the House Judiciary Committee.
