Howard Kenneth “Buddy” Sumpter
Howard Kenneth “Buddy” Sumpter
Age 63, of Sand Fork, WV, passed away Sunday, March 17, 2013, at Ruby Memorial Hospital of Morgantown after an extended illness.
Howard was born at home in Gilmer Station, WV on June 13, 1949, a son of the late Kenneth Sumpter and the late Winona (Love) Sumpter.
Survivors include his two sons, Kenneth Ray Sumpter and his wife Tina of Stanley, VA, and Jonathon David Sumpter of Sand Fork, WV; four grandchildren, Kenneth Michael Sumpter, Candas Nicole Sumpter, Kandus Harleigh Sumpter and Rebecca Karleigh Sumpter; and one brother, Harry Ray “Butch” Sumpter of Eden Prairie, MN.
In addition to his parents, he was preceded in death by one sister, Candas Carol “Candy” Sumpter.
Howard spent his entire life in Gilmer County, WV. He was a proud graduate of the former Sand Fork High School.
He was a Christian by faith who attended the Sand Fork Church of God of Prophecy.
He last worked as a well tender in the oil and gas industry.
He dearly loved his grandchildren and spending time with his friends. Howard was an avid outdoorsman who enjoyed fishing and hunting.
In honoring Howard’s wishes, he will be cremated.
Visitation and fellowship will be held at the Sand Fork Church of God of Prophecy on Saturday, March 23, 2013, at 11:00 AM with the memorial service at 1:00 PM.
Pastor Brian Groves will be officiating.
In lieu of flowers, contributions may be made to Sand Fork Church of God of Prophecy, P.O. Box 320, Sand Fork WV 26430.
Hastings Funeral Home of Morgantown is in charge of the arrangements.

Eugene Brown
Another soldier has gone home.
Eugene Brown of Orlando, WV, went home to be with the Lord on December 21, 2012, at the age of 88 after a long struggle with illness.
He was born on October 25, 1924 to the late Robert Thomas Brown and Eva McCauley Brown.
He was preceded in death by his kind and generous wife of 57 years, Elizabeth Rose Molnar Brown of Keszthely, Hungary; brothers/sisters-in-law Edward, Paul/Virginia Posey, Vance/Mary Pigott, Fay/Lena Wine, and sister Ruth/George Simpson.
He is survived by his current wife, Era Nell Black Brown, brother Robert/Helen Goff of Clarksburg and sister-in-law, Madge Strader Brown of Burnsville, WV.
He is survived by four daughers/sons-in-law; Eva/Wayne Hinkle of Wallback, Dora/Charles Scranage of Grafton, Pamela/Terry Roberts of Burnsville, and Carol/Mike Kelley of Gilmer, WV; three grandsons, Christopher/Shelly Bias Waldeck, Jeremy/Hannah Roberts, and Travis Kelley; five granddaughters, Kelli and Melani Hinkle, Lori Max, Andrea/Adam Showalter, and Jill/Chris Gherman; four great granddaughters, Korra and Elexa Showalter and Ava and Audrey Max, and two step grandchildren, Michael and Abby Gherman.
He retired as a welder from the B&O/C&O Railroad Systems. The friendships formed from correcting sun kinks on the hottest days, lengthening the rail on the coldest nights, to the dangers of many derailments welded a bond of brotherhood still strong after many years as reflected in his stories so often shared. During times of strikes and lay-offs, he worked as a butcher for Jim Marple at the W.E. Marple store in Burnsville, WV.
He was very proud to have served his country as a U.S. soldier during World War II, and even prouder to be a soldier of the Lord’s Army serving at the Little Kanawha Independent Church as Trustee, Deacon, Superintendent, and adult Sunday school teacher for many years.
Special thanks to Dr. Sally Stewart and all the Hospice Care staff and for the thoughts, prayers, calls, cards, and acts of kindness of friends and family.
Funeral services were held at 11:00 AM, Monday, December 24, at the Little Kanawha Independent Church, Burnsville, WV, with Reverend Ronzel Robert officiating.
Interment followed in the Quickle Cemetery near the Burnsville Lake, Burnsville, WV.
Friends called at Stockert-Sizemore Funeral Home in Flatwoods from 6:00 – 8:00 PM on Sunday, December 23, and one hour prior to services at the church on the 24th.

Descendants of Robert Martin and Nancy King will hold their reunion on Sunday, September 02, 2012 at Dave and Ruby Ratliff’s residence at Gilmer Station, Gilmer County, 1 mile up Copen Road.

Bruce W. Townsend
Age 67, of the Glenville Care and Rehabilitation Center, died Sunday, June 03, 2012 at Stonewall Jackson Memorial Hospital of Weston, following an extended illness.
He was born March 13, 1945 in Gilmer Station, WV, a son of the late Arthur B. Townsend and Lena Parsons Townsend.
In addition to his parents, he is preceded in death by two brothers, Arthur Jerry Townsend and Paul W. Townsend; and two sisters, Maxine James and Phyllis “Jackie” Love.
He is survived by one brother, Michael W. Townsend and wife Dolores of Weston; one sister, Peggy E. Bragg of Copen; one sister-in-law, Glenna Lavon Townsend of Jane Lew; and several nieces and nephews, two of which, Betty Townsend and Christina Hall, he had previously resided with.
Bruce had worked as a heavy equipment operator in the mining and construction industries.
He was a veteran, having served in the United States Army during the Vietnam War.
Memorial services will be held at a later date.
According to his wishes, cremation services were provided by Boyle Funeral Home, Weston.

Age 86 of Philippi Pike, Clarksburg West Virginia, formerly of Gilmer Station (Gilmer County), departed this life at 10:48 PM, Saturday, April 14, 2012 at the United Hospital Center, Bridgeport, following an extended illness.
She was born December 10, 1925 in Braxton County, WV daughter of the late Albert Ward and Elizabeth Stover Snyder.
Peggy was a homemaker and mother, a member of the former Copen Creek United Methodist Church, member of Copen Creek Ladies Aid, and former member of a Gospel Quartet.
She loved feeding the birds, but most of all she was a caretaker to her family members.
On February 15, 1946 she was married to Fred Carl Blake who preceded her in death January 05, 2006.
Surviving are 2 daughters and 2 sons; Donna McClain and husband Terry of Clarksburg, Sandy Parker and fiancée Fred Gum of Glenville West Virginia, Rick Blake and wife Robin of Sand Fork West Virginia, and Rodney Blake of Newark, Delaware.
2 brothers survive: Denny Snyder of Sand Fork, and Jack Snyder and wife Doris of Wheeling West Virginia.
There are 8 grandchildren surviving; Douglas B. McClain, Ronda Hess, Crystal Simmons, Stacey Parker, Jessica Ellen Blake and fiancée James Brown, Alicia L. Blake, Joshua B. Blake, and Drew A. Blake. 11 great grand-children also survive; Lisa Hess, Joshua and Desirae Miller, Erika Davis, Branson Hitt, Raegan and Caden Simmons, Delaney Johns, Isaiah and Gracie Hoskinson, and Lyric Blake. 1 great-great granddaughter; Mylea Hess.
Along with her husband, Mrs. Blake was preceded in death by a grandson; David L. McClain in 2003, 2 brothers; Junior and Clarence Snyder, 2 sisters; Thelma Kuhl and Margaret Napalo.
Funeral services will be conducted at the Ellyson Mortuary Inc., Glenville at 10:00 AM, Thursday April 19, 2012 with Pastor Bryan Groves officiating.
Burial will follow in the K of P Cemetery at Burnsville, West Virginia.
Friends may call 5:00 to 8:00 PM Wednesday at the mortuary.

Age 89, of Buckhannon, died Monday, October 03, 2011, in Colonial Place in Elkins.
She was born May 11, 1922, at Gilmer Station, a daughter of the late Justus G. and Goldie Gay Connor Luzader.
On June 07, 1940 ,she married Steve Paul Tokarcik, who preceded her in death on June 02, 1996.
In addition to her parents and husband, she was preceded in death by two sisters, Madeline Apperson and Dolly Rittenhouse.
She is survived by two sons, Gary S. Tokarcik and wife, Carolyn, of Beverly and Paul E. Tokarcik and wife, Bonnie, of Stonewood; one granddaughter, Pamela Cox of Stonewood; one grandson, Steven Tokarcik of Stonewood; one great-grandson, Lee Cox and wife, Carly, of Stonewood; two great-granddaughters, Haleigh Tokarcik of Clarksburg and Gianna Cox of Stonewood; one brother, Justus Luzader Jr. of Tridelphia; and several nieces and nephews.
Mrs. Tokarcik was a homemaker and a member of Tennerton United Methodist Church of Buckhannon. She graduated from Roosevelt-Wilson High School with the class of 1940.
Friends will be received Thursday, October 06, from 4:00 PM to 8:00 PM at Poling-St. Clair Funeral Home.
Funeral services will be conducted 11:00 AM Friday at the funeral home with the Rev. Jeff Zickefoose and Pastor Richard Settles officiating.
Burial will follow in Heavner Cemetery in Buckhannon.
Poling-St. Clair Funeral Home is in charge of the arrangements.
Gilmer County Commission Meeting Report – 09.06.11
The Gilmer County Commission started their regular monthly meeting at 9:00 AM with Dave Hess, the Commission President; Commissioners, Brian Kennedy and Darrell Ramsey; Jean Butcher, County Clerk; and Connie Osentoski, Commission Administrator present.
The Following business was conducted:
• (Item NOT on Agenda) – The Gilmer County Prosecutor at the start of the meeting presented to the Commission with information regarding the past due taxes by Oil and Gas Companies.
The commissioners had asked him to check into the back taxes by oil and gas companies and he reported that multiple letters have been sent and ignored by the companies and now he has to pursue the next step of filing with the magistrate court.
About 50 gas companies are delinquent on their taxes.
Prosecutor said since there are steps involved in collecting the taxes, he is going to need more help.
He said a law school graduate can do the work and he can monitor the process.
Commissioners did not make any decision about his suggestion since the item was not on the agenda.
• Commission approved the minutes of the August 2011 meeting.
• Commission reviewed the invoices presented and approved them for payment.
Discussion was made with Sheriff Mickey Metz about the invoice from Dog Catcher and a question was asked as why some animals are being kept for about 12 days.
Commissioner Kennedy indicated the animal should not be kept that long and they should be taken either to Ritchie or Roane County animal Shelters.
Sheriff Metz was asked to check into it and make the necessary correction.
Later in the meeting, after looking at the details and explanation by the County Bookkeeper, it was explained the reason was because the large number of animals that were seized and the fact they had to be kept longer before the matter was settled.
• There were no Board Appointments and/or Resignations at this meeting.
• Commission approved Exonerations and/or Consolidations.
• Commission approved Estate Qualifications and Estate Settlements.
• Leisa Dean with the Assessor’s office – flood plain insurance discounts/CRS program:
Leisa Dean talked about flood management.
She said, there are steps that can be taken to save the citizens money on their flood insurance.
The saving will be 20% to 30% to maximum of 50-60%.
The County earns points for each step it takes in the program which determines the amount of savings.
One step is to have a computer with internet access and all the flood plain maps to be accessible for use.
To do this a dedicated computer is needed which the County Clerk Jean Butcher said, can be used by getting a computer for the bookkeeper and use her computer for this project.
The funding for the computer will come through a grant funding in Gilmer County Clerk’s office. Commissioners approved the project.
• Frontier Communications:
Frontier Communications presented a brief program about the company and the steps being taken to improve the service.
Mike Sims, the General Manager for the Mountain Lake Region in West Virginia which includes Gilmer County along with Anthony Rome, Patrick Marozzi, and Trevor Clark – Gilmer County Manager presented the program.
Frontier is currently spending over $500,000 in Gilmer County.
Their engineers are identifying the bad copper lines and replacing them with new improved lines.
Sand Fork, Stouts Mills, Tanner Area, WV Hwy 5 W, Linn, WV Hwy 47 have been done which increased their total DSL ports by 626.
Grass Run, Little Bull Run, WV Hwy 5E/Gilmer Station, Hyers Road, Orlando, U.S.Hwy 33/119, additional Hwy 5, Blackburn, Cox’s Mills, Sinking Creek, and secondary Rt. 17 are in the works.
This will increase the DSL service to 828 households.
Normantown Area is under plan.
The representatives indicated Gilmer County was neglected for a long time by Verizon and Frontier is repairing the mess and plans to have everyone on DSL.
According to Mr. Sims, the DSL project is ahead of schedule.
Right now Frontier responds to service calls within 72 hours and the plan is to change it to 24 hours.
Frontier said they are fixing a lot of lines which were neglected by Verizon and they are finding a lot of places where the lines are covered with plastic bags.
On the business side, they offered a program for the Courthouse which saves the County a lot of money. The rates offered, which are lower, are negotiated with the State, and the County can benefit from it if it switches the service.
One feature of the service is that there is no contract and the County can opt out anytime it likes.
Rome reported the Centrex Service Frontier offer is cheaper than what is currently paid.
Lewis County has recently just converted to Frontier service.
Sims said the changeover is fast and trouble free.
If the County decides to go with Frontier it will eliminate multiple contacts/vendors the county is currently dealing with.
Frontier offered to sit down and go over all the details for the system.
Commissioner Hess said they have to contact all the elected officials to see exactly what they need.
One feature Frontier offered is personal contacts instead of calling an 800 number and deal just with anyone.
• Kevin Means and Kathrine Blankenship with Doddridge County Community Correction:
Mr. Means reported the grant has been obtained for the project and presented the Commission with a copy of it.
The grant is to be shared by several counties.
He said the goal is to regionalize the program.
Any salary for this program is paid by the grant except the matching portion by each County.
The program is an alternative to putting people with minor offenses in jail.
The program allows the offender to be busy doing something rather than sitting in jail or at home.
The program can include community service, GED program with supervision.
Kevin Means said the program has decreased the jail expense for Doddridge County when Commission President Dave Hess asked about it.
Means said there is going to be a forum/meeting in Doddridge County on September 12, 2011, where everyone can ask questions and all the Doddridge County elected officials can answer.
The matching portion of the program is $12,000 for each County.
Commissioner Kennedy said the program sounds good and the commission will look into it.
Commissioner Kennedy talked about a program which is practiced in other states.
The program hires a deputy and the judge assigns offenders to work with this deputy.
Doing so has proven to save a lot of jail expenses.
Commissioner Kennedy said in this program the community will present their project and after approval offenders in this program can be assigned to them.
He suggested they need to explore the possibility and talk to judges about it.
County Clerk Report
• The check has been received for the amount of $809.00 from REIP Program request.
• The contract for voting equipment has run out and needs renewed.
State is no longer covering the maintenance and County has to cover the cost.
The company who has the contract now is making a presentation at 2:30 PM on Thursday, September 08, 2011.
EMS Request for Financial Assistance
• The Commissioners approved the cost of 5-year Audits conducted by WV State Auditor’s Office for Ambulance Service.
The cost is about $23,310.00 and the County will cover the cost.
Jack Heater – OES Deputy Director – hourly wage when covering for OES Director
• Jack Heater asked to be paid for the time he has to cover for OES Director Susie Kirkpatrick.
The Commission approved to pay him $12.50 per hour.
Bookkeeper – Budget Control Report and Revisions
• Budget revision was made by the Bookkeeper for the Community Participation and Recreation Grant obtained by the Gilmer County Recreation Center.
• A budget revision was made for the Dog Warden for the extra help in previous months.
• A budget revision was made to separate out the overtimes.
• A budget revision was made to jail fund.
• A budget revision was made to Extension Service for fund received.
Region VII – Projects and Points for CEDS List
• Commissioner decided to remove the Airport project on WV Hwy 5 W, Industrial Park, and Industrial Shell Building from Region VII initiative.
They noted the priorities are Water System Improvements in Allis Road/Cox’s Mill and other places in addition to Sewer System in Sand Fork.
Doing so will help to get the funds for these projects.
Courthouse Improvement
• Daniel Loftis from L&L has quoted about $100,000 each for two sides of roof in the Courthouse.
• Commission decided to put the project for bid.
• Courthouse renovation is also on the list for Region VII.
OES – Purchase Used Vehicle
• OES is planning to buy a used vehicle to be used instead of using personal vehicles and turning in mileage.
The vehicle will be used only during emergencies.
The LEPC project will pay for half of it.
A 4-wheel drive vehicle is desired.
Commissioner Ramsey thought to get a vehicle from State Auction like a Durango for about $1,200.00.
Commissioner Kennedy thought taking into account the maintenance on the vehicle, it might be better if they use their own vehicle.
Commissioner Ramsey said, the idea came about since there is a grant available for it and this was the way to use it.
Commissioner Kennedy said there are a lot of things that County needs to do, but the Commission has to be careful in trying to take care of everything.
He said Commission should have funds on hand and be prepared to take care of emergency situations.
Commissioners agreed that they definitely did not want to get in bad shape like some other counties are in.
County Administrator’s Report
• Application and resolution for $3,000.00 Grant – Alzheimer’s Transmitters for Sheriff Department was presented and signed by the Commission.
• Courthouse Facilities Improvement Authority Grant was presented and signed by the Commission.
• The Commission meeting date in October was changed from the 4th to the 11th because of the special election.
• There will be a Special Commission meeting on September 14, 2011 at 5:00 PM to conduct a public test of the ivotronic machine.
• There will be a Homeland Security Department meeting at Stonewall Resort to go over the recent mock drill and for participating counties to get their grade.
Commissioner Ramsey along with the GCOES Director Susie Kirkpatrick will attend the meeting on September 21, 2011.

Age 86, of Elyria, passed away Friday, June 10, 2011.
She was born March 24, 1925 in Gilmer Station, WV to the late Letcher and Bessie (nee Mahaffey) Harris.
Lona retired from Moen, Inc. in Elyria, where she had worked nearly 10 years. She enjoyed embroidery, working on crossword puzzles, and tending to the flowers in her garden.
She is survived by her husband of 64 years, John “Jack” McLaughlin; children Steven (Kathy) McLaughlin, Forest (Nanette) McLaughlin, Sandy (Nick) Leppert, Martha (Jim) Keslar; her grandchildren, great-grandchildren, and great-great-grandchildren; and brother Bobby (Willa) Brown.
She was preceded in death by her sons James Hicks and Eddie McLaughlin; and brothers Harold, Harley, and Bernard Harris.
Funeral arrangements were handled by Busch Funeral Home, 114 Second Street, Elyria, Ohio.

• Impacts: Heat illness will be possible for people spending an extended amount of time outdoors or engaging in strenuous outdoor activities. This would be especially true for the elderly. Pets are also vulnerable to heat related stress and should be checked on to make sure plenty of water and shade are available to them.
Precautionary/Preparedness Actions :
• An excessive heat warning means that a prolonged period of dangerously hot temperatures will occur.
• The combination of hot temperatures and high humidity will combine to create a dangerous situation in which heat illnesses are likely.
• Drink plenty of fluids.
• Stay in an air-conditioned room.
• Stay out of the sun.
• Check in on relatives and neighbors.
• Take extra precautions if you work or spend time outside.
• When possible reschedule strenuous activities to early morning or evening.
• Know the signs and symptoms of heat exhaustion and heat stroke.
• Wear light weight and loose fitting clothing when possible and drink plenty of water.
To reduce risk during outdoor work, the occupational safety and health administration recommends scheduling frequent rest breaks in shaded or air conditioned environments.
Anyone overcome by heat should be moved to a cool and shaded location.
Heat Stroke is an emergency - call 9 1 1.

He was born on February 27, 1946 in Burnsville.
He was a son of the late Anna L. Conrad and Jesse Wine.
Construction Lineman having worked for company’s such as T A Chapman, Western Union and Brown and Root to mention a few.
He is preceded in death by his parents, brothers and sisters, Isic, Carl, Virgle, Bill and Bud. And one sister, Goldie M. Harbert. He is survived by son’s Anthony, of Weston and Paul of Knoxville TN; Daughters, Marcey Kyre of Weston; Sharon Conrad, of Knoxville, TN Brothers, James (“Peg”) (&Peggy) Conrad of Gilmer Station; Roy E. (&Vicky) Conrad of Burnsville. Sisters, Bertha Ratcliff of Dusk Camp and Evelyn Carson of Burnsville. #11 Grandchildren and #4 Great-Grandchildren.
Funeral services were held at 12-Noon on Friday December 24, 2010 at Stockert-Sizemore Funeral Home in Flatwoods, WV with Rev. Delmas Singleton officiating.
Burial was in Little Kanawha Memorial Gardens in Heaters, WV.

Levy with AN INCREASE in current taxes:
■ Gilmer County Schools’ construction of two new schools

Ginny went home to be with the Lord and her beloved husband Joseph Albert Lortz that she has sadly missed for the past 16 years.
She had made her residence, for the past 3 years, at Serenity Hope Assisted Living in Good Hope, WV.
Ginny was born on April 15, 1920 at Gilmer Station, Gilmer County to Ivan Thirsting Sumpter and Ollie Gay Miller Sumpter.
She is survived by one sister Jenilae Rains of Satsuma FL and one brother Franklin Ray Sumpter and his wife Ann of Camden DE. In addition to her parents and husband she was preceded in death by 2 brothers Rollie Sumpter of Morgantown and Roy Sumpter of Severna Park, MD and 2 sisters Madeline Perrine of Falls Mill and Louise Sumpter of Gassaway.
Ginny never had any children of her own, but will be sadly missed by her nieces and nephews, great nieces and great nephews.
Ginny would have been 90 years young on April 15.
By her request she was cremated.
There will be a Memorial Celebration of her life of 90 years at the Ireland United Methodist Church on April 17, 2010 at 2:00 PM with the Rev Lonnie Ramsey officiating. Interment will be private in the Falls Mill Cemetery.
In lieu of flowers please make a donation to the place she loved and lived. Serenity Hope Assisted Living, Rt 1 Box 153-D, Lost Creek WV 26385.
Alkire Funeral Home was in charge of her cremation. Her nieces and great niece were in charge of all other arrangements.
