Lloyd Richard “Dick” Stalnaker

Age 83 of Glenville, West Virginia, departed this life at 9:08 AM, Monday, October 22, 2012 in the Stonewall Jackson Memorial Hospital, Weston, West Virginia, following a brief illness.

He was born April 16, 1929 at Letter Gap, Gilmer County, West Virginia, son of Wynona Brannon Stalnaker of Letter Gap, WV and the late Okey Stalnaker, Jr.

Dick attended Normantown High School and enjoyed hunting and fishing. He was a former truck driver, construction worker and farmer.

He delivered the Exponent/Telegram for several years, was a Tax Assessor in Gilmer County, where he was elected for 8 terms, and served for 29 1/2 years.

He was a member of the Otterbein United Methodist Church, member of the Glenville Lion’s Club, and Kanawha Drive Community Inc.

On November 21, 1947 Dick was united in marriage to Marito Furr Stalnaker who survives at their Kanawha Drive Farm.

Surviving are: 2 Sons, Michael Richard “Mike” Stalnaker and wife Terri of Glenville, WV and Patrick Lloyd “Pat” Stalnaker of Glenville, WV; 1 Granddaughter, Stacey Stalnaker of Glenville, WV; 1 Great-grandson, Jack Norman of Glenville, WV; 2 Brothers, Okey Lee Stalnaker and wife Margaret of Letter Gap, WV and Bill Stalnaker and wife Betty of Glenville, WV; 1 Sister-in-law, Audra Stalnaker of Letter Gap, WV.

Along with his father, he was preceded in death by: (1 brother) Gene Stalnaker and 1 Daughter-in-law, Robin Stalnaker.

Funeral Services will be conducted at the Ellyson Mortuary, Inc., Glenville WV; at 11:00 AM Thursday, October 25, 2012.

Burial will follow in the Meadow Lane Cemetery.

Friends may call 4:00-8:00 PM Wednesday at the Mortuary.

Ellyson Mortuary, Inc. is assisting the family of Dick Stalnaker with arrangements.

Hardman Fork Baptist Church Revival - 10.14.12

The Hardman Fork Baptist Church will hold a revival meeting beginning Sunday, October 14, 2012 and continue throughout the week.

Services will begin at 7:00 PM nightly.

Everyone is invited to come and share an evening with the Hardman Fork Baptist Church, located on Grass Run Road off of U.S. Hwy 33W/119S in Letter Gap, WV.

He was born March 05, 2012 in Morgantown, WV the son of William Cody and Kristin Stalnaker of Glenville, WV.

Beverly Lou Sprouse

Age 67 of Grass Run Road, (Letter Gap Community) departed this life at 11:00 AM, Saturday, December 17, 2011 at her residence following an extended illness.

She was born February 17, 1944 at Letter Gap, Gilmer County a daughter of the late Lester and Lillian Cox Baker.

She was a graduate of Weirton High School Class of ’62; retired from Gilmer Primary Care and Rehabilitation Center, Glenville as a receptionist for 17 years; former secretary to Dr. V; dedicated her life to helping others.

She enjoyed flea markets and yard sales and spending time with grandchildren.

She was a member of the Mt. Pisgah Baptist Church at Stumptown.

On April 12, 1964 she was united in marriage to Larry Sprouse who survives at their Grass Run Road home.

Surviving :  one son, Michael A. Sprouse, wife Angie of Normantown; two daughters, Bonita “Bonnie” Buracker, husband Donald of Martinsburg and Kelly Pritt, husband Johnnie of Flatwoods; grandchildren, Alexis and Isiac Sprouse; Rodney and Brandy Parsons; Karli Buracker; Aden and Blake Ryan Pritt; 2 great-grandchildren:  Haley and Ryan Parsons.

Three brothers and 2 sisters survive:  Orval “Butch” Baker of Wintersville, OH; James Baker, wife Lenora of Myrtle Beach, SC; Howard Baker of Steubenville, OH; Patricia Spencer of Weirton, WV and Debra Hutchison, husband Gene of Centreville, VA.

Funeral services will be held at the Ellyson Mortuary, Inc., Glenville at 11:00 AM Wednesday, December 21, 2011 with Pastor Michael Sprouse officiating.

Age 95 of Letter Gap WV (Grass Run Community)  departed this life at 11:13 PM, Thursday December 08, 2011 at her residence following an extended illness.

Born August 14, 1916 in Gilmer County daughter of the late Rev. F.H. and Clara Grace Cox.

Lillian was a member of the Glenville Rebekah Lodge, Weston V.F.W., she loved quilting.

She was a Baptist by faith.

On December 11, 1938 she was married to Lester Baker, who preceded her in death on February 12, 2007.

Surviving are: (6 children) Patricia Spencer of Weirton WV, Orval “Butch” Baker of Wintersville OH, Beverly Lou Sprouse and husband Larry of Normantown WV, James Baker and wife Lenora of Myrtle Beach SC, Howard “Spike” Baker of Steubenville OH, Debra Hutchison and husband Gene of Centreville VA. There are 15 grandchildren, 33 great-grandchildren and 10 great-great grandchildren surviving. One sister also survives Marge Carpenter of Elyria OH.

Geraldine L. Taylor

Age 85 of Glenville WV, departed this life at 3:05 AM Thursday December 08, 2011 at her home following a long illness.

Born March 24, 1926 in Gilmer County daughter of the late Earl P. and Mamie Wright Murphy.

Mrs. Taylor was retired from Glenville State College in 1991 as a cashier, she loved to travel, member of Tops, and loved being with her family.

Geraldine was also a member of the Kingdom Hall Jehovah Witness of Glenville.

On November 05, 1945 she was united in marriage to Claudius V. Taylor, who preceded her in death on January 01, 1992.

Surviving are: (1 Son) David Taylor of Vienna, (3 daughters) Elizabeth Greenlief of Glenville, Erma Heater and husband Harry of Glenville, and Sue Byrd of Burnt House, (1 sister) Anna Jean Allen of Letter Gap. There are 7 grandchildren and several great grandchildren also surviving.

Along with her husband and parents Geraldine was preceded in death by (1 brother) James Murphy.

Funeral Services will be conducted at 1:00 M Saturday December 10, 2011 at the Ellyson Mortuary Inc. , Glenville WV with Elder Brian Connington officiating.

“Wounded Warriors"Bear Hunt Successful

A group of wounded veterans recently participated in a special bear hunt in Pendleton and Hardy counties over a three-day period, September 26-28, 2011.

The nine hunters, seven of whom are from West Virginia, were part of the Wounded Warrior program, organized for the second year by the Potomac Highlands Wounded Warrior Outreach Program.

Participants included Jack Cormac of Letter Gap in Gilmer County; Jerry Flynn of Eleanor in Putnam County; David Rheuark of Petroleum in Ritchie County; Paul Harman of Charles Town in Jefferson County; Tony Smith of Smithfield in Wetzel County; James McCormick of New Haven in Mason County; Gary Sawyers of Daniels in Raleigh County; Robert Behrendt, Erie, PA; and Steve Wesley of Lorton, VA.

“The Potomac Highlands Wounded Warrior Outreach Program, working with the West Virginia Division of Natural Resources and with the support of the local community, especially the land owners and local bear hunters, was able to take nine of our bravest wounded warriors into the mountains to experience the thrill of hunting black bears,” said Bill Armstrong, president and organizer of the Potomac Highlands Wounded Warrior Outreach Program. “Through those efforts, seven of our hunters were able to harvest a great trophy and go away with memories that we hope help to overshadow the pain their wartime injuries have caused them and their families.”

Two of the biggest bears weighed in at 420 and 350 pounds. To show their support for the Warriors, 150 local residents turned out to help celebrate the last evening of the hunt.

“For the second year in a row, West Virginia was able to express our state’s gratitude to our service men and women by hosting a group of Wounded Warriors on a bear hunt,” said WVDNR Director Frank Jezioro. “We at the West Virginia DNR are proud to take part in this wonderful program and look forward to continued participation in the future. “

Later this month the organization will take a group of wheelchair-bound wounded warriors from Walter Reed Hospital to bow hunt deer.

Delmas Franklin Sprouse

Age 68 of Parkersburg, departed this life at 2:26 AM Thursday, September 29, 2011 in St. Joseph Hospital (Parkersburg) following a one week illness.

He was born on February 21, 1943 at Letter Gap (Gilmer County), son of the late Lytle and Hazel Grimes Sprouse.

Delmas retired from Walker Steel (Parkersburg), and was a former employee of the Wood County Board of Education.

He was baptized into the Upper Steer Run Baptist Church (Normantown WV) on July 08 1956, where he was presently a member at his death.

Delmas loved the lord, his church, his family and his fellowman.

He was jovial and caring. He loved the outdoors, especially hunting and fishing, playing his guitar and studying God’s word.

He is survived by several sisters and brothers: Elaine (Roy) Morris, Janice Hendershot, Carol Harper, Verle Sprouse, Corlis (Randy) Stump all of Normantown WV. Betty Jenkins of Glenville WV, Eileen (Mike) Richardson of Spencer WV, Janette (Dave)Ramezan of Sand Fork WV, Sharon (Doyle) Zirkle of Mabie WV, Stephen (Carol) Sprouse, Kenneth Sprouse and Colin Sprouse all of Normantown WV, and Numerous nieces, nephews, grand and great nieces and nephews.

He was formerly married to Earnestine Moss Sprouse who also survives.

Preceding Delmas in death was his son Joseph Stanley Sprouse, brothers Roger Lytle Sprouse and infant brother Calvin Len Sprouse,  Brother-in-Law Willard Hendershot, Glen Jenkins and Sam Harper, 2 Nephews preceding Scott Morris and Kennard Jenkins, and great grandniece Alece Tatman.

Funeral services will be conducted at 10:00 AM Sunday, October 02, 2011 at the Upper Steer Run Baptist Church, Normantown WV, with Rev. Roger Stewart and Rev. Mike Richardson officiating.

Burial will follow in the Turner Cemetery in Lockney WV (Middle Run).

Age 93 of Glenville WV, departed this life at 11:50 AM, Wednesday September 21, 2011 in the Glenville Care and Rehabilitation Center, following an extended illness.

She was born July 07, 1918 in Gilmer County, daughter of the late Cleve and Esta Harris Parsons.

Mrs. Parsons was a homemaker and mother. She enjoyed church services at the nursing home and was a Baptist by faith.

On February0 2, 1931 she was united in marriage to Delbert “Deb” Parsons, who preceded her in death in January of 1979.

Surviving are 13 children: Lenora “Sis” Miller of Glenville WV, Harry Parsons and wife Jerry of Lockney WV, Hallie Minney and husband Kesley of Sand Fork WV, Cora Kimes of New Haven WV, Wanda Accord of Beckley WV, Patricia Knisley of Spencer WV, Chester Parsons and Madeline Duskey both of Tanner WV, Gretta Peters and husband Paul of Letter Gap WV, Jessie Parsons of Monday WV, Gena “Kay” Peters and husband John of Letter Gap, Steve Parsons and wife Regina of Glenville, and Bobby Parsons of Lockney.

There are numerous grandchildren, a host of great-grandchildren, and several great-great-grandchildren also surviving.

Two brothers and one sister survive: James Harris of OH, Junior Harris of CA, and Arlie Weber of Morgantown WV.

Geneva was preceded in death by 1 son Edward Parsons and 1 daughter Pearl Lorraine Parsons.

Funeral services will be conducted at 11:00 AM, Saturday September 24, 2011 at the Ellyson Mortuary Inc. Glenville WV., with Rev. Ronzel Roberts officiating.

Burial will follow in the Collins Community Cemetery in Stumptown WV.

Age 72, of Columbia Station, Ohio, went home to meet the Lord on Thursday September 15, 2011 after a long illness.

He was born March 25, 1939 in Normantown, West Virginia.

Dallas was a member of the Midway Baptist Church and the Silver Saints and was retired from the Laborers Union.

He enjoyed trips to West Virginia with his friends and beagles, hunting, 4-wheeling and bluegrass gospel music.

Dallas was the beloved husband of Lois (Akers) married 47 years; loving Dad to Eddie James and Pauletta; and Gramps to Jesse James, all of LaGrange; he is also survived by sisters, LeNore Baker (Jim) of Myrtle Beach, South Carolina, Katie Spade of Normantown, Brenda Snider (Jim) of Letter Gap, West Virginia; and by his brother, Roy Moss (Kay) of Parsons, West Virginia.

He was preceded in death by his father, Maple James; mother, Ora Smith; and step-father, Willard Smith; and by his brother, Rodney Moss.

Friends called in the Midway Baptist Church, 41812 Griswold Rd., Elyria, Sunday, September 18, 2011 from 5:00 to 8:00 PM, where funeral services will be held Monday, September 19, 2011 at 11:00 AM with Pastor Chuck Keesee and Elder Larry Fisher officiating.

Burial will be in River Road Cemetery, LaGrange Twp.

The family suggests that in lieu of flowers, donations can be made to the Midway Baptist Church.

Arrangements are handled by the Blackburn-Duke Funeral Home, 1021 Main Street, Grafton, Ohio.

Gilmer County Commission Meeting Report – 09.06.11

The Gilmer County Commission started their regular monthly meeting at 9:00 AM with Dave Hess, the Commission President; Commissioners, Brian Kennedy and Darrell Ramsey; Jean Butcher, County Clerk; and Connie Osentoski, Commission Administrator present.


The Following business was conducted:


•  (Item NOT on Agenda) – The Gilmer County Prosecutor at the start of the meeting presented to the Commission with information regarding the past due taxes by Oil and Gas Companies.

The commissioners had asked him to check into the back taxes by oil and gas companies and he reported that multiple letters have been sent and ignored by the companies and now he has to pursue the next step of filing with the magistrate court.

About 50 gas companies are delinquent on their taxes.

Prosecutor said since there are steps involved in collecting the taxes, he is going to need more help.

He said a law school graduate can do the work and he can monitor the process.

Commissioners did not make any decision about his suggestion since the item was not on the agenda.


•  Commission approved the minutes of the August 2011 meeting.


•  Commission reviewed the invoices presented and approved them for payment.

Discussion was made with Sheriff Mickey Metz about the invoice from Dog Catcher and a question was asked as why some animals are being kept for about 12 days.

Commissioner Kennedy indicated the animal should not be kept that long and they should be taken either to Ritchie or Roane County animal Shelters.

Sheriff Metz was asked to check into it and make the necessary correction.

Later in the meeting, after looking at the details and explanation by the County Bookkeeper, it was explained the reason was because the large number of animals that were seized and the fact they had to be kept longer before the matter was settled.


•  There were no Board Appointments and/or Resignations at this meeting.


•  Commission approved Exonerations and/or Consolidations.


•  Commission approved Estate Qualifications and Estate Settlements.


•  Leisa Dean with the Assessor’s office – flood plain insurance discounts/CRS program:

Leisa Dean talked about flood management.

She said, there are steps that can be taken to save the citizens money on their flood insurance.

The saving will be 20% to 30% to maximum of 50-60%.

The County earns points for each step it takes in the program which determines the amount of savings.

One step is to have a computer with internet access and all the flood plain maps to be accessible for use.

To do this a dedicated computer is needed which the County Clerk Jean Butcher said, can be used by getting a computer for the bookkeeper and use her computer for this project.

The funding for the computer will come through a grant funding in Gilmer County Clerk’s office. Commissioners approved the project.


•  Frontier Communications:

Frontier Communications presented a brief program about the company and the steps being taken to improve the service.

Mike Sims, the General Manager for the Mountain Lake Region in West Virginia which includes Gilmer County along with Anthony Rome, Patrick Marozzi, and Trevor Clark – Gilmer County Manager presented the program.

Frontier is currently spending over $500,000 in Gilmer County.

Their engineers are identifying the bad copper lines and replacing them with new improved lines.

Sand Fork, Stouts Mills, Tanner Area, WV Hwy 5 W, Linn, WV Hwy 47 have been done which increased their total DSL ports by 626.

Grass Run, Little Bull Run, WV Hwy 5E/Gilmer Station, Hyers Road, Orlando, U.S.Hwy 33/119, additional Hwy 5, Blackburn, Cox’s Mills, Sinking Creek, and secondary Rt. 17 are in the works.

This will increase the DSL service to 828 households.

Normantown Area is under plan.

The representatives indicated Gilmer County was neglected for a long time by Verizon and Frontier is repairing the mess and plans to have everyone on DSL.

According to Mr. Sims, the DSL project is ahead of schedule.

Right now Frontier responds to service calls within 72 hours and the plan is to change it to 24 hours.

Frontier said they are fixing a lot of lines which were neglected by Verizon and they are finding a lot of places where the lines are covered with plastic bags.

On the business side, they offered a program for the Courthouse which saves the County a lot of money. The rates offered, which are lower, are negotiated with the State, and the County can benefit from it if it switches the service.

One feature of the service is that there is no contract and the County can opt out anytime it likes.

Rome reported the Centrex Service Frontier offer is cheaper than what is currently paid.

Lewis County has recently just converted to Frontier service.

Sims said the changeover is fast and trouble free.

If the County decides to go with Frontier it will eliminate multiple contacts/vendors the county is currently dealing with.

Frontier offered to sit down and go over all the details for the system.

Commissioner Hess said they have to contact all the elected officials to see exactly what they need.

One feature Frontier offered is personal contacts instead of calling an 800 number and deal just with anyone.


•  Kevin Means and Kathrine Blankenship with Doddridge County Community Correction:

Mr. Means reported the grant has been obtained for the project and presented the Commission with a copy of it.

The grant is to be shared by several counties.

He said the goal is to regionalize the program.

Any salary for this program is paid by the grant except the matching portion by each County.

The program is an alternative to putting people with minor offenses in jail.

The program allows the offender to be busy doing something rather than sitting in jail or at home.

The program can include community service, GED program with supervision.

Kevin Means said the program has decreased the jail expense for Doddridge County when Commission President Dave Hess asked about it.

Means said there is going to be a forum/meeting in Doddridge County on September 12, 2011, where everyone can ask questions and all the Doddridge County elected officials can answer.

The matching portion of the program is $12,000 for each County.

Commissioner Kennedy said the program sounds good and the commission will look into it.

Commissioner Kennedy talked about a program which is practiced in other states.

The program hires a deputy and the judge assigns offenders to work with this deputy.

Doing so has proven to save a lot of jail expenses.

Commissioner Kennedy said in this program the community will present their project and after approval offenders in this program can be assigned to them.

He suggested they need to explore the possibility and talk to judges about it.


County Clerk Report

•  The check has been received for the amount of $809.00 from REIP Program request.

•  The contract for voting equipment has run out and needs renewed.

State is no longer covering the maintenance and County has to cover the cost.

The company who has the contract now is making a presentation at 2:30 PM on Thursday, September 08, 2011.


EMS Request for Financial Assistance

•  The Commissioners approved the cost of 5-year Audits conducted by WV State Auditor’s Office for Ambulance Service.

The cost is about $23,310.00 and the County will cover the cost.


Jack Heater – OES Deputy Director – hourly wage when covering for OES Director

•  Jack Heater asked to be paid for the time he has to cover for OES Director Susie Kirkpatrick.

The Commission approved to pay him $12.50 per hour.


Bookkeeper – Budget Control Report and Revisions

•  Budget revision was made by the Bookkeeper for the Community Participation and Recreation Grant obtained by the Gilmer County Recreation Center.

•  A budget revision was made for the Dog Warden for the extra help in previous months.

•  A budget revision was made to separate out the overtimes.

•  A budget revision was made to jail fund.

•  A budget revision was made to Extension Service for fund received.


Region VII – Projects and Points for CEDS List

•  Commissioner decided to remove the Airport project on WV Hwy 5 W, Industrial Park, and Industrial Shell Building from Region VII initiative.

They noted the priorities are Water System Improvements in Allis Road/Cox’s Mill and other places in addition to Sewer System in Sand Fork.

Doing so will help to get the funds for these projects.


Courthouse Improvement

•  Daniel Loftis from L&L has quoted about $100,000 each for two sides of roof in the Courthouse.

•  Commission decided to put the project for bid.

•  Courthouse renovation is also on the list for Region VII.


OES – Purchase Used Vehicle

•  OES is planning to buy a used vehicle to be used instead of using personal vehicles and turning in mileage.

The vehicle will be used only during emergencies.

The LEPC project will pay for half of it.

A 4-wheel drive vehicle is desired.

Commissioner Ramsey thought to get a vehicle from State Auction like a Durango for about $1,200.00.

Commissioner Kennedy thought taking into account the maintenance on the vehicle, it might be better if they use their own vehicle.

Commissioner Ramsey said, the idea came about since there is a grant available for it and this was the way to use it.

Commissioner Kennedy said there are a lot of things that County needs to do, but the Commission has to be careful in trying to take care of everything.

He said Commission should have funds on hand and be prepared to take care of emergency situations.

Commissioners agreed that they definitely did not want to get in bad shape like some other counties are in.


County Administrator’s Report

•  Application and resolution for $3,000.00 Grant – Alzheimer’s Transmitters for Sheriff Department was presented and signed by the Commission.

•  Courthouse Facilities Improvement Authority Grant was presented and signed by the Commission.


•  The Commission meeting date in October was changed from the 4th to the 11th because of the special election.

•  There will be a Special Commission meeting on September 14, 2011 at 5:00 PM to conduct a public test of the ivotronic machine.


•  There will be a Homeland Security Department meeting at Stonewall Resort to go over the recent mock drill and for participating counties to get their grade.

Commissioner Ramsey along with the GCOES Director Susie Kirkpatrick will attend the meeting on September 21, 2011.

NWS: Excessive Heat Warning Remains in Effect from Noon to 8:00 PM Today – 07.21.11

•  Heat Index Values:  105-107.

•  Timing: Noon Thursday to 8:00 PM Thursday evening.

•  Impacts: Heat illness will be possible for people spending an extended amount of time outdoors or engaging in strenuous outdoor activities. This would be especially true for the elderly. Pets are also vulnerable to heat related stress and should be checked on to make sure plenty of water and shade are available to them.


Precautionary/Preparedness Actions :

•  An excessive heat warning means that a prolonged period of dangerously hot temperatures will occur.

•  The combination of hot temperatures and high humidity will combine to create a dangerous situation in which heat illnesses are likely.

•  Drink plenty of fluids.

•  Stay in an air-conditioned room.

•  Stay out of the sun.

•  Check in on relatives and neighbors.

•  Take extra precautions if you work or spend time outside.

•  When possible reschedule strenuous activities to early morning or evening.

•  Know the signs and symptoms of heat exhaustion and heat stroke.

•  Wear light weight and loose fitting clothing when possible and drink plenty of water.


To reduce risk during outdoor work, the occupational safety and health administration recommends scheduling frequent rest breaks in shaded or air conditioned environments.

Anyone overcome by heat should be moved to a cool and shaded location.

Heat Stroke is an emergency - call   9 1 1.

GCFVD Spring Festival Contest Winners

The Gilmer County Volunteer Fire Department held a coloring picture and drawing contest in conjunction with their Spring Festival.

The winners from each of the elementary schools will receive a certificate that entitles them to a free all-day arm band ($10.00 value) to enjoy the PORKY Party Palace inflatable Carnival Attractions.

The festival will be at the Gilmer County Recreation Center on May 06, 07 and 08, 2011.

Attractions open at 10:00 AM each day.
