James Charles Taylor
Age 75, of Pennsboro, WV, departed this life on May 13, 2013, at Belmont, WV.
He was born on April 04, 1938, in Pennsboro, WV, a son of the late Ray Rex Taylor and Garnet Meredith Taylor.
Jim was a United States Navy veteran and retired from the West Virginia ABC store of Pennsboro after 22 years of service.
He was a member of Pennsboro Church of Christ.
He was also a member of Parkersburg Coin Club and Blennerhassett Stamp Club. Jim enjoyed farming, building furniture and remodeling homes. He was a collector of many things, and was a person who did not know a stranger, finding someone to talk to everywhere he went.
Jim is survived by his wife, Sheila Licot Taylor; sons, Dale W. Taylor, Pennsboro, Lane B. Taylor, Hamilton, Ohio, and Kenneth E. Taylor, Pennsboro; daughters, Patience R. Hilvers, Pennsboro, Lena T. Bolen, Pennsboro, and Kristie D. Adams, Ellenboro, WV; 15 grandchildren; and 10 great-grandchildren.
In addition to his parents, he was preceded in death by a daughter, Melanie R. Taylor; and a brother, Roger Taylor.
A celebration of Jim’s life will be 3:00-8:00 PM Thursday at McCullough-Rogers Funeral Home, with burial in Taylor Cemetery at the convenience of the family.
Funding from Health Reform Law to Help Uninsured West Virginians Get Affordable Health Coverage
$2.4 Million Available for 27 Community Health Centers Across West Virginia
Senator Jay Rockefeller today announced $2,483,778 in federal funding from the health reform law to give community health centers the ability to help uninsured West Virginians enroll in affordable health plans. This announcement comes as advocates and health care professionals gather in Flatwoods, West Virginia for the Enroll West Virginia Conference to discuss expanding Medicaid and enrolling West Virginians in the new health insurance marketplace.
“Community health centers play a critical role in keeping West Virginians healthy, which is why I pushed to increase funding in the health reform law to boost their services,” said Rockefeller. “West Virginia’s community health centers serve thousands each year, and can help even more by making sure consumers have the guidance and education they need to choose a health plan that works for them. This funding will provide more resources for our local health workers so they can meet with more families in need of affordable care.”
Rockefeller has worked in the Senate to make health care more affordable and accessible. He played a strong role in making sure the health reform law secures robust investments in community health centers so they can continue to provide primary and preventive care and help the uninsured get coverage. The health care law provides $150 million for enrollment assistance nationwide. The 27 eligible community health centers in West Virginia provide care for over 380,000 West Virginians.
This funding was made available through the health reform law, and is disbursed by the U.S. Department of Health and Human Services’ Health Resources and Services Administration (HRSA). It will give health centers the opportunity to hire new staff, train existing staff, perform community outreach, and hold educational events to help consumers better understand coverage options and eligibility, and to enroll uninsured West Virginians in new affordable health insurance plans. The in-person assistance and education is part of the Obama Administration’s efforts to make applying for health insurance easier and more understandable. The funding is given to the state to distribute to community health centers that apply for state-administered grants.

Age 54, of Smithville, WV, died Sunday, May 12, 2013, at his residence.
He was born November 11, 1958 in Philadelphia, PA, the son of the late Carol Leon Haught Sr. and Susan Malkowski Haught.
Carlos served as an equipment operator for the Operator Engineer Local #132. He was a veteran of the U.S. Navy where he achieved the rank of SW3. He was part of the naval steelworkers class and achieved the marksman M16 expert and sea service ribbons.
He is survived by brothers, Calvin Haught of Houma, LA, Raymond Haught of Ellenboro, WV; and Carol Haught of Harrisville, WV; sisters, Kathy McDonald (Frank) of Smithville (Leatherbark Community) and Annalisa Dobbins (Edward) of Ellenboro; nieces and nephews, Trina, Travis, Josh, Jenny, Melanie, Missy, Frankie, Brittany, Andrew, Jodi and Alissa.
In addition to his parents he was preceded in death by a brother, Richard Haught.
Funeral services will be 1:00 PM Tuesday, May 14, 2013, at the Raiguel Funeral Home, Harrisville.
Visitation will be from 11:00 AM -1 :00 PM on Tuesday.
Following the services, Carlos will be cremated and his remains will be scattered on the family farm.

Age 85, of West Union, WV, departed this life on Sunday, May 12, 2013 in his residence.
He was born on April 19, 1928 at Pullman, WV a son of the late Sherman and Haley Jones Jones. He was preceded in death by his wife Mary D. Samples Jones.
Surviving is four daughters, Karen Mersansio and husband David, Clarksburg, WV; Ellen Matheny and husband Richard, Harrisville, WV; Mary Jo Leggett and husband Russell, West Union, Janet Sutherland and husband Jerry, Elkins, WV; three sons, Kenneth R. Jones and wife Kathy, Clarksburg, Alfred E. “Gene” Jones Jr. and wife Martha, West Union, Michael L. Jones and wife Linda, West Union, a granddaughter he had raised, Julie A. McMullen, several grandchildren, great grandchildren and great great grandchildren. One daughter, Tina Jones preceded him in death.
Mr. Jones was a former employee of WV Department of Highways. He also was a General Contractor. Mr. Jones enjoyed playing music, watching old western movies and spending time with his family.
Funeral services will be conducted in the Spurgeon Funeral Home 212 Front St. West Union on Wednesday, May 15, 2013 at 1:00 PM with Pastor David Watson presiding.
The family will receive friends in the funeral home chapel after 11:00 AM until time of service on Wednesday.
There will be a time of gathering at the West Union Christian Church Annex after the funeral service.

Action Plan Comes Alive to Meet Governor’s Education Challenges
West Virginia Board of Education (WVBE) members reviewed during their monthly meeting steps taken during the past four months to address six challenges presented by Governor Earl Ray Tomblin as part of his education agenda.
In response to the challenge to certify teacher education programs and direct professional development to support reading on grade level by the end of third grade, the board approved new goals for professional development aligned to the governor’s plan. Included in the new professional development goals is a specific objective to increase the knowledge and skills of all pre-kindergarten through third grade educators to deliver a comprehensive early childhood education that includes a balanced approach to early literacy.
Related to the establishment of a commission to review the current governance structure of the 55 county boards of education and the costs that necessitates, the Commission on School District Governance and Administration held its inaugural meeting in early May. Members of the group received a perspective of established education entities in West Virginia. This knowledge lays the foundation for future work.
As part of the challenge to aggressively pursue the use of Regional Education Service Agencies (RESA) to create efficiencies and to decentralize the delivery of professional development services, two train-the-trainer sessions have been conducted in RESA 3 and RESA 7. RESA 3 includes Boone, Clay, Kanawha and Putnam counties; RESA 7 serves Barbour, Doddridge, Gilmer, Harrison, Lewis, Marion, Monongalia, Preston, Randolph, Taylor, Tucker and Upshur counties.
Approximately 300 attendees received professional development during these sessions. Participants included central office administrators, principals, teachers, higher education representatives and institutional education representatives.
Members of the state board held a follow-up meeting with Pierpont Community and Technical College and the Claude Worthington Benedum Foundation to guarantee the coordination of staff in cross-counseling efforts between public education and community colleges to ensure high school graduates are prepared for a career. The group discussed a north central cross-counseling pilot and an additional pilot at Southern West Virginia Community and Technical College. This pilot program will provide career awareness and career counseling services to middle school students through a collaborative, public and post-secondary education team.
To meet the challenge of requiring every career center in West Virginia to adopt or develop at least one career pathway that meets Southern Regional Education Board (SREB) standards for Preparation for Tomorrow, the state board and the West Virginia Department of Education (WVDE) have signed an Memorandum of Understanding with the SREB to implement High Schools that Work, Technology Schools that Work, advanced career pathways and math design modules.
Members of the board joined former Governor Bob Wise to announce West Virginia would be the first state to implement Project 24. This announcement supports a challenge by Governor Earl Ray Tomblin to investigate Project 24 and advise the Governor’s Office on using technology to personalize and enhance the education of all students. The state board and Governor Tomblin also co-authored a letter to all county superintendents regarding Project 24. The letter encouraged all districts to complete a review of classroom technology and digital learning infrastructure in the state. Districts also were encouraged to complete the Project 24 self assessment, providing valuable feedback from the districts that will help the state frame its vision for student learning, recognize aspects of the education system that need to be addressed, and specify how technology can help align these efforts to college- and career-ready standards.
Finally, the board and the WVDE are working to reduce paperwork for educators in both counties and schools. Plans are now under way to simplify Title I and Title II plans, and make significant revisions in the existing strategic planning process for counties and schools.
G-otcha™: Federal Guilty Plea for Illegal Firearm Possession by Starcher
A Roane County man who broke into a camper van and stole several firearms pleaded guilty to being a felon in possession of firearms.
Robert Allen Starcher, age 29, of Spencer, WV, entered into a guilty plea in federal court in Charleston.
On January 01, 2012, Starcher broke into a camper van that was located in Walton, Roane County, WV, and took four rifles and two shotguns that were inside.
Following the burglary, Starcher took the firearms that he had stolen from the camper, along with other stolen goods, and traded the items for an SUV.
Starcher was prohibited from possessing firearms because of multiple prior felony convictions.
Starcher was convicted in September 2007 in the Circuit Court of Ritchie County of transferring stolen goods.
Starcher was also convicted in January 2007 in the Circuit Court of Calhoun County of grand larceny.
Starcher also had prior felony convictions in Gilmer and Braxton counties from 2006.
Starcher faces up to 10 years in prison and a $250,000 fine when he is sentenced on August 15, 2013 by United States District Judge John T. Copenhaver, Jr.
This case was brought as part of Project Safe Neighborhoods.
Project Safe Neighborhoods is a nationwide commitment to reduce gun crime in the United States by networking existing local programs targeting gun crime.
Gloria Arlene (Hartzell) Shive
Gloria Arlene (Hartzell) Shive
of Pennsboro, WV, died 11 May, 2013 in Harrisville, WV.
She was born 17 April, 1931, in Upper Mount Bethel, PA, and grew up in Warren County, NJ. She was the daughter of Harold L. and Mildred (Hopkins) Hartzell. She married Harold L. Shive in Great Meadows, NJ, on 22 Apr 1955.
Mrs. Shive was a homemaker and was an avid reader. She enjoyed cardgames and crosswords.
She was a member of the Pennsboro Woman’s Club and the Pennsboro United Methodist Church.
Survivors include her husband, Harold Shive, of Pennsboro, WV, one son, Glenn Shive and wife Susan, of Pullman, WV, one daughter, Sharon (Shive) Goodman and husband Roger, of Springfield, VA, two grandchildren, Sarah Shive, of Washington D.C. and Casey Shive, of Pullman. Also surviving are a sister, Lois (Hartzell) Dunn, of Delaware, NJ, and a brother, Richard Hartzell, of Pen Argyl, PA.
In addition to her parents, she was preceded in death by her brother Earl Hartzell and sister Janice Shumway.
Graveside funeral services will be Friday 11 AM at the Free Union Cemetery in Great Meadows, NJ.
Visitation will be Friday 10 to 11 AM at the Free Union Church and Wednesday 5-8 PM at the McCullough Funeral Home, Pennsboro.
Memorial contributions may be made in Gloria’s name to the Ritchie County Library.
Strong Storms Leave Behind Power Outages, Damage
The National Weather Service says quick-moving heavy thunderstorms ushered in a weather change in West Virginia Friday afternoon. Temperatures will now be unseasonably cool for a few days.
The thunderstorms had heavy winds and left behind downed trees and power lines.
Monongahela Power reported more than 3,000 customers without service in western and northern counties at midnight Friday.
The highest numbers of outages were reported in Monongalia, Marion and Ritchie counties.
Appalachian Power reported approximately 1,400 customers without service late Friday night.
Most of those were in Wayne, Cabell and Jackson counties.
A large tree knocked down by the wind destroyed three vehicles in the height of the storm as it moved through the Guyandotte section of Huntington. There were no injuries.
Meteorologists forecasted more showers Friday night into Saturday morning followed by clearing skies and cooler temperatures Saturday afternoon into Sunday.

Pickin’ and Singin’ at the 19th Annual North Bend Bluegrass Festival May 10-11, 2013
The 19th annual Bluegrass Festival at North Bend State Park features seven bands over a two-day period, May 10-11, 2013.
Bluegrass weekends are popular across the United States, from Kentucky, Tennessee and Pennsylvania, to “Pickin’ in Parsons” in West Virginia. “We’re not the biggest festival, but the talent and music is great. It is a family atmosphere and the price is reasonable,” said Ken Zebo, activities coordinator at this state park located in Ritchie County.
The festival also includes craft vendors and concessions.

Hart Brothers Bluegrass Band
The festival will take place at North Bend’s amphitheater. Seating is available, or attendees may bring a chair or blanket. In case of inclement weather, the bands play in Shelter #3 nearby. A refreshment concession on site helps support the park expenses for this event; however, coolers are permitted, but alcohol is not.
A Friday-only ticket is $10 and a Saturday-only ticket is $25 per person and available at North Bend Lodge or the event gate. Overnight packages are available at the park lodge and cabins as well as a camping rate that includes festival and campsite.

Area Counties’ Lifeline Customers Eligible for Broadband Discount
Lifeline-eligible customers in eight West Virginia counties served by Frontier Communications can subscribe to broadband service for discounted rates through a limited-time Federal Communications Commission (FCC) pilot program.
The FCC’s Lifeline program, which historically provided a discount for phone service for qualifying low-income consumers, will support broadband adoption through discounts for broadband services and the promotion of digital literacy as part of a yearlong pilot program, Dana Waldo, senior vice president and general manager for Frontier in West Virginia, said in a news release.
The program will serve eligible customers in Mason, Calhoun, Jackson, Pleasants, Ritchie, Roane, Wirt and Wood counties.
Frontier is working with Future Generations, a West Virginia nonprofit organization, to provide computer training to participants and demonstrate the value of broadband.
“Providing opportunities for low-income West Virginians to obtain broadband is critical in building our state’s capacity for continued economic growth,“ LeeAnn Shreve, director of Future Generations Rural America, said in the release. Future Generations Rural America also offers low-cost refurbished laptops to this same demographic through a partnership with Mission West Virginia.

Age 84, formerly of Vienna, WV, passed away May 08, 2013, at the Willows Center in Parkersburg.
She was born February 04, 1929 in Auburn, WV, a daughter of the late Glen C. and Mayme Kemper Spurgeon.
Nina was a graduate of the St. Joseph’s School of Nursing where she received her RN Degree. She formerly worked at St. Joseph’s and Camden Clark Memorial Hospitals, and was a floor supervisor at Worthington Manor.
She was a member of Vienna Baptist Church and enjoyed gardening, knitting, crocheting and canning.
Nina is survived by two daughters, Janet Carlson (John) of Cross Lanes, WV, and Becky Murphy (Willie) of Vienna; four sons, Donald Arthur (Stephanie) of St. Augustine, FL, Michael Arthur (Faith) of Vienna, William Arthur (Debbie) of Bridgeport, WV and Richard Arthur (Jan) of Fletcher, NC; one sister, Ruth Logue of Arizona; 13 grandchildren, and several great-grandchildren.
In addition to her parents she was preceded in death by her husband, Warren B. Arthur, and one brother, Carl Spurgeon.
Funeral services for Nina will be 1:00 PM Friday at Lambert-Tatman Funeral Home of Vienna, with John Carlson officiating.
Burial will follow in Sunset Memory Gardens.
The family will receive friends Friday at the funeral home from 11:00 AM until time of services.

Age 91, of Parkersburg, WV, passed away May 05, 2013, at the WV Masonic Home.
She was born April 08, 1922, in Buffalo Run, Ritchie County, WV, a daughter of the late Russell Boreman and Bernice Tennant Cox.
She was a graduate of Cairo High School, Class of 1941. She went on to work as a bookkeeper and office manager at Parkersburg Chemical.
She was a member of Lubeck United Methodist Church.
She was a past regent of the Blennerhassett Chapter of the Daughters of the American Revolution, Pharaoh Award recipient, a member of the Cairo Alumni Association, she has been a volunteer for over 20 years compiling more than 10,000 hours at St. Joseph’s Hospital, where she received the Volunteer of the Year Award on 1989, and she was a member and former officer of the West Augusta Historical Society. She was an amateur genealogist for family and friends, loved to sew and quilt, reading and spending time with her family and grandchildren.
In addition to her parents, she was preceded in death by her husband of 34 years, David Howell Metz; and sisters, Maxine Law and Bernadine Sutton.
She is survived by her children, sons, Paul Alan Metz (Janette) of Parkersburg, and Lee David Metz (Julie) of Adah, PA, and daughter, Patricia Ann Hardin (Jim) of Athens, WV; grandchildren, Melissa Marie Greene (James IV) of Parkersburg, and Clark David Metz of Morgantown; great-grandchildren, Bryar and Loralye Greene; special niece, Carol Badgett Anderson of Vienna; sisters, Opal Spiker (Frank) of Marion, VA, Betty Lowther (Tom) of Parkersburg, and Vivian Kaufman (Don) of Martinsburg, PA; along with numerous other nieces, nephews and extended family.
Service will be 1:00 PM Thursday at Sunset Memorial Funeral Home, Parkersburg, with Pastor Michael Metz officiating.
Burial will follow in the Evergreen North Cemetery.
Visitation will be 2:00-4:00 PM and 6:00-8:00 PM Wednesday at the funeral home.

West Virginia History Whiz Kids Become Knights of the Golden Horseshoe - 2013
More than 200 eighth grade students from across West Virginia on Friday received the prestigious Golden Horseshoe award for outstanding knowledge of West Virginia history and culture.
State Superintendent Jim Phares inducted the students from all 55 counties as Knights of the Golden Horseshoe Society during a pinning ceremony at the Cultural Center. The award is considered one of the greatest honors bestowed upon students in West Virginia.
“As a former history teacher it was a great honor to have a role in this ceremony,“ Phares said. “The Golden Horseshoe is coveted by many in the state, but received by very few. It is an honor that these students can be proud of for years to come.“
The Golden Horseshoe test has been administered in West Virginia each year since 1931 and is the longest running program of its kind in the United States. The top-scoring students in each county receive the prestigious award. Each county has at least two winners. The exam tests student knowledge on West Virginia citizenship, civics and government, economics, geography, history and current events.
The Golden Horseshoe originated in the early 1700s in Virginia when then-Gov. Alexander Spotswood saw the need for exploration of the land west of the Allegheny Mountains, most of which is now West Virginia. Spotswood organized a party of about 50 men to explore the frontier. At the end of the exploration, he presented each member of the party with a golden horseshoe. Translated from Latin, the inscription on each horseshoe read, “Thus it was decided to cross the mountains.“ On the other side was written, “Order of the Golden Horseshoe.“ Because of this, the recipients became known as ‘The Knights of the Golden Horseshoe.‘“

Civil War Encampment Featured at North Bend State Park, May 03-04, 2013
North Bend State Park will host a Civil War encampment at the Old Playground Area May 03 and 04, 2013.
The Kanawha Artillery Battery D from Saint Marys, WV, portrays the Union regiment in the 14th West Virginia Volunteer Infantry Co. F, as well as Confederate soldiers under the Kanawha Artillery / Jackson Battery D, circa 1862-1863. Several cannon firings will take place throughout the weekend.
Kanawha Artillery Battery D will return to North Bend on Thursday, June 20, to celebrate West Virginia’s statehood sesquicentennial. This day will include a ladies tea, cannon firings and exhibits of cultural items, period toys, and clothing on display. The activities are open to the public without charge.

Age 64, of MacFarlan, WV, passed away Thursday, May 02, 2013, at Camden Clark Medical Center.
He was born September 11, 1948, in Parkersburg, WV, a son of the late Bernard Clay and Freda (Scott) Lieving.
He received a Bachelor’s Degree from Glenville State College and a Master’s Degree from West Virginia University. He coached football, basketball and baseball for Clay Battelle High School in Monongalia County from 1970-1979. He retired from the Wood County Board of Education after teaching for 35 years.
He was a member of Vienna Baptist Church.
He enjoyed hunting, gardening and was a fan of WVU.
He is survived by his wife, Monica K. Lieving; sons, Jerry Lieving (Justine) of Pensacola, FL, and Greg Lieving of Montgomery, WV; daughters, Jennifer Niebart (Michael) of Stanton, NJ, and Kelli Foster (Aaron) of Milton, FL; step-children, Jesse Hodge (Isa) of Palm Bay, FL, Tiffany Lynch (Robert) of Melbourne, FL, and Whitney Rollyson (Kristopher) of Palm Bay, FL; a sister, Donna George of Vienna, WV; 14 grandchildren; a great-granddaughter; a nephew, Jason Hatcher.
Services will be 4:00 PM Sunday at the Leavitt Funeral Home Parkersburg, with Pastor Bill Brown officiating.

Catfish Stockings Begin in Mid-May 2013
Angler Rewards Possible at West Virginia State Parks
Catfish stocking begins in mid-May in West Virginia, and that provides another opportunity to encourage youth and families to get outdoors.
Others include Kids to Parks Day on May 18, National Get Outdoors Day on June 08, and National Fishing and Boating week, June 01 -09, 2013.
The latter includes Free Fishing days on June 08 and June 09 in West Virginia.
Fishing is especially attractive to youngsters and is a West Virginia tradition. Catfishing opportunities are available at many lakes in West Virginia’s State Parks in additional to stream and river fishing for other fish species.
“I got hooked on fishing at an early age,” said Kristi Steed, group sales coordinator at North Bend State Park. “My dad took me hunting and fishing as a child. I watched my son catch his first fish and for our family, a tradition continues.”
“Catfishing is increasing in popularity with young people,” according Frank Jezioro, director of the West Virginia Division of Natural Resources. “Catchable-size catfish are stocked at user friendly lakes across the state as one of our warmwater fisheries programs.”
The DNR Wildlife Resources Section and West Virginia’s state parks have teamed to make catfishing even more rewarding. Tagged channel catfish will be stocked into lakes at these state parks in mid-May: Cacapon (Morgan County), Cedar Creek (Gilmer County), Chief Logan (Logan County), Pipestem (Summers County), and Tomlinson Run (Hancock County).
Anglers who catch a tagged fish are asked to return the tag or the tag number along with information on the date of capture, if the fish was kept or released, and the name and address of the angler to WVDNR, 2311 Ohio Ave, Parkersburg, WV 26101. Anglers also can call in the information 304.420.4550) or provide the information via e-mail

Anglers who report a tagged fish will receive the “tagged reward,” park information, a certificate and a letter of congratulations via US mail after the information is received and recorded by DNR fisheries biologists. Each certificate has a choice of three prizes: a train ride at Cass Scenic Railroad, a boat ride on the sternwheeler “Island Belle” to Blennerhassett Island or a Recreational Activity Pass at Pipestem resort.
Other state park area lakes stocked with catfish but not tagged include: Berwind Lake (McDowell County), Laurel Lake (Mingo County), Little Beaver State Park Lake (Raleigh County), North Bend State Park Pond (Ritchie County), and Watoga State Park Lake (Pocahontas County).
Fishing at state parks and forests requires a West Virginia fishing license for anyone age 15 and older except for the free fishing days scheduled June 08 and 09, 2013. Also, residents who turn age 65 after January 01, 2012, are required to purchase a Senior Lifetime License.
There is no admission charge to state-operated parks and forests to go fishing. More than 30 areas in the West Virginia state parks system offer fishing opportunities onsite. Catfish stocking is in addition to spring trout stocking at many state park and forest locations.
North Bend State Park Offers Introduction to Mountain Biking
Mountain biking is an outdoor pursuit that anyone can master who rides a bicycle.“ And like when you first learned to ride a bike, for some it takes a little push to get started,” said Ken Zebo, activities coordinator at North Bend State Park in Ritchie County, WV. The park is offering a series of workshops this spring and summer to help cyclists get comfortable with mountain biking.
The workshops will take place over the weekends of May 04-05, June 08-09, July 06-07, and August 03-04, 2013.
Instructor is Kim Coram and associates will cover evaluating your current bicycle, selecting appropriate gear and trails, when to use your brakes, and when to change gears. There is a minimal fee of $30 with some proceeds used for trail work at North Bend. Each workshop offers the four courses. “It isn’t mandatory to attend all courses but for an overall immersion into mountain biking it is recommended,” Zebo said.
Each weekend includes an introduction to mountain biking skills, mountain biking on a single-track trail, and trail building. Brief descriptions of each component are:
Introduction to Biking
Not sure how to use your bicycle gears? Know if your bike is safe to ride? Does your bike fit? This four-hour session will teach the basics, fit your bike to you, take you through a basic tune-up and then off to North Bend Rail Trail to ride and learn to use your gears, set your cadence, apply brakes properly and enjoy a great trail.
Introduction to Mountain Biking Skills
Using the curriculum of the National Interscholastic Cycling Association, students will learn the basics of mountain biking to include drills for “heavy feet, light hands,” learning the “attack position” maneuvering over obstacles, weight distribution and so much more. This four-hour class will be conducted in a field with “learning stations” for skills development.
Beginning Mountain Bike Skills on the Trail
This three-hour class will be conducted on the single-track mountain bike trails at the park. Students will ride the trails and stop to practice skills at designated locations.
Introduction to Trail Building
As a gift to the park, a section of mountain bike trail will begin or continue in development. The basic engineering of trail development will be taught and concludes in one hour.

Evelyn Jane Simmons
Age 73, of Harrisville, WV, died April 30, 2013 at her residence, after a courageous battle with cancer.
She was born December 07, 1939 in Cairo, WV, the daughter of the late John L. Six, Lura Missouri Rollins Windom and John Clifford Windom.
Jane graduated from Cairo High School in 1957. She worked as a bookkeeper for Larry Pierson Heating and also worked at Public Debt, Murray Sheet Metal and Department of Natural Resources. She was a former president of the American Cancer Society, Ritchie County Division.
She is survived by daughters, Kimberly Simmons and Deana Simmons, both of Harrisville; brothers, Rodney Windom of Harrisville and Ronald Six of Harrisville; grandchildren, Richie Compton, Joshua Compton, Dereck Simmons, Sarah Simmons, and Hunter Simmons; and great grandchildren, Logan, Jacob and Aiden Compton.
She was preceded in death by son, James F. “Joe” Simmons; sister, Linda Jackson, and brother, John L. Six.
Funeral services will be held at 1:00 PM, Friday at Raiguel Funeral Home, Harrisville with Rev. Dan Martin officiating.
Burial will follow in the Six Cemetery, near Cairo.
Friends may call at the funeral home from 4:00-8:00 PM on Thursday.

Age 77, of Brohard, WV passed away April 24, 2013 at her home following an extended illness.
Born in Ritchie County, WV, she was a daughter of the late Howard and Ivy Pearl Valentine Haynes.
She was a former employee of Wirt Inflatables and was a Methodist by faith.
Surviving are her husband, Johnnie Franklin Goodnight and her children, Barbara McCray of Brohard, Vonda Sue Jones and Lewis J. Metz, both of Elizabeth, Dennis Paul Metz of Parkersburg, Vernon Glen Metz of Florida and Terry Lee Metz of Dutchman; 12 grandchildren and 10 great grandchildren as well as several nieces and nephews.
She was preceded in death by a son, Ronnie Gale Metz.
Funeral services will be held Saturday, 1:00 PM at the Stump Funeral Home in Grantsville, WV.
Rev. Keith Belt will officiate.
Interment will follow in the Mt. Zion Cemetery at Brohard.
Friends may call at the funeral home from 11:00 AM Saturday until the time of the services.

Pauline Payne Zinn
Age 94, passed away with family around her on April 24, 2013 at Pine View Continuous Care, Harrisville, WV.
She was born July 11, 1918 at Cairo, WV, the daughter of the late Harry and Mabel Payne.
Pauline graduated from Cairo High School in 1936. She was employed by the Ritchie County Department of Public Assistance until 1943 when she married and began to rear her family. After many years as a homemaker, she returned to the now West Virginia Department of Health and Human Resources in 1967 and from which she retired after 22 years of service. Over the years, she was also active with the Farm Bureau, Homemakers Club and the Harmony 4-H Club.
She was reared Presbyterian and then became a member of the Lawford Methodist Episcopal Church and later the Newberne United Methodist Church.
She is survived by two sons, Dr. Roy Zinn (Barbara) of Tiffin, OH and W. Harris Zinn (Linda) of Mt. Clare, WV; one daughter, Paula Byrd (Richard) of Smithville, WV; grandchildren, Doug Zinn (Tracy) of Columbus, OH, Ryan Zinn of Columbus, OH, Tracy Snodgrass (Bub) of Hazelgreen, WV, Jeremy Zinn (Felicia) of Gray, LA, Amanda Layfield (Bryan) of Whiteman AFB, MO, Chris Byrd (Kelley) Harrisville, WV, Nathaniel Zinn of Morgantown, WV, and Cory Zinn of The Cayman Islands; six great-grandsons; and one brother, J. Robert Payne of Charleston, WV.
In addition to her parents, she was preceded in death by her husband Roy S. Zinn, Jr. and brother, William B. Payne.
Funeral services will be held at 11:00 AM, Monday, April 29, 2013 at Raiguel Funeral Home, Harrisville with Rev. John Frum officiating.
Burial will follow in the Lawford Cemetery.

Richard Leo Smith
of Newport, OH, departed this life on Monday, April 22, 2013 at the Emeritus of Marietta.
He was born on July 05, 1922, a son of the late Everett Leo Smith and Gladys Faye Coleman Smith Crislip.
He was a truck driver for Safe Way Truck Lines, a veteran of World War II and a member of the 1st Armored Division Association, Elizabethtown KY, member of the VFW Darlington-Dublin Post 10146, American Legion, Rising Son, MD, DAV-Cecil County 28, Farm Bureau Harford Co. MD.
Richard is survived by one son, Robert A. Smith, Jane Lew, WV; one daughter, Linda A. Denton, Middlesex, NC; stepchildren, Deborah A. Wells, Fairbanks, Alaska, John Gilbert Price, Jr., Spring Lake, Michigan, and James Nutter, NC; brother, James W. Smith, Newport, OH; nieces, Jean Gustafson and Pat McCullar both of California; nephew, Doug Smith(Joan), Newport, OH.
In addition to his parents, Richard was preceded in death by his wife, Judith Sue Smith, a brother, William Smith and a sister, Mary Boone.

“Wings of Wonder” Soar at West Virginia State Parks in 2013
Birds of prey can be seen this spring and summer at West Virginia state parks, and not just in the sky and trees. Park visitors and guests will be introduced to eagles and other raptors throughout the summer program series, “Wings of Wonder – Birds of Prey” from May through September.
The presentation of live birds by Three Rivers Avian Center (TRAC) is an up-close look at live hawks, owls and eagles. The program includes information about habitats, diet and behavior of each bird presented, the most common causes of injury to each species, and the laws protecting these special birds.
Three Rivers Avian Center will present “Wings of Wonder” at several West Virginia state parks in 2013. The educational program lasts about one hour. The presenters welcome questions and interaction. There is no charge to attend and the programs are open to the public.

Gilmer Consolidated Elementary School DID NOT Get SBA Funding
The state School Building Authority handed out more than $49 million in funding to a dozen school systems across the state at its meeting today in Charleston.
The authority went into the meeting with a little less than $50 million to allocate. It’s had more in previous years. Twenty-one school systems were hoping to receive funding. Eleven schools got money for construction projects, one a planning grant.
Boone County School Superintendent John Hudson thought the third time would be the charm for the project at Sherman Jr/Sr. High and he was correct. The SBA handed over $1.7 million. Part of that will go to build a bus loop so that students don’t have to get off the school bus on busy Route 3. The rest of the funding goes toward safety upgrades at the school.
Hudson says they’ve asked for the funding two prior years. But he believes they finally got the money because the county pitched in $700,000.
“Our board of education stepped up this time. They added an extra 237-thousand dollars to, I think, help make this project a reality,” according to Hudson.
Other counties who came out with funding include:
• Cabell County, $3.5 million for additions and renovations at Culloden Elementary School
• Pendleton County, $9.8 million for the construction of a new Franklin Elementary School
• Berkeley County, $5.9 million for renovations at Martinsburg North Middle School
• Harrison County, $8.1 million for a new Lumberport Middle School
• Wood County, $2.6 million for additions and renovations to Edison Middle School
• Webster County, $4.4 million for renovations at Webster County High School
• Ritchie County, $4.5 million for upgrades at Harrisville Elementary School
• Lewis County, $3.1 million for an addition and renovations to the existing Jane Lew Elementary School
• Preston County, $4 million for a new West Preston Middle School
• Wyoming County, $1.25 million to complete the project budget for the new Huff Consolidated PK-8 School
• Wetzel County, $239,000 for improvements to Long Drain School, New Martinsville School, Paden City Elementary School and Short Line School
One school system who applied for funding but walked away empty handed was Kanawha. Superintendent Ron Duerring had requested $1.9 million from the SBA to get students out of portable classrooms at Andrew Heights Elementary School by building five new classrooms. Duerring says this just wasn’t the county’s year.
“It would have been nice to get them out of the portables and get them into the building and expand the cafeteria. But we also have to remember, we’ve gotten our fair share of School Building Authority money in the past,” Duerring said. “So you can’t get back up on the board every time you go for a project.”
For now, the Andrew Heights project is off the table.
Meanwhile, Wayne County voters failed to pass a $33.1 million school bond back in back in December. That money would have included a new consolidated Ceredo-Kenova Elementary School and a Pre-K through 8th grade school in Crum.
Superintendent Lynn Hurt went before the SBA Monday morning asking not for construction funding but for some monetary help to find out how the county can pay for those projects.
The SBA agreed to a $250,000 planning grant. Hurt says it’s a step in the right direction.
“It will give us the opportunity to work with the [SBA] closely to see exactly how much our projects are going to cost and to make our financial plan from those numbers that will be there for us,” Hurt said.
She says they’ll begin work with the SBA as soon as possible, no later than next week.
As for the counties that didn’t receive funding, they can always try again next funding cycle.
WV School Building Authority to Decide Today for Area Funding Requests
Members of West Virginia School Building Authority will decide how to split up the $42 million the SBA has this year for school construction projects during a Monday meeting in Charleston.
In all, school officials from 21 counties have proposed projects to the SBA. Formal presentations on the individual requests were made in March.
The request list is as follows:
• Berkeley County, $5.9 million for renovations to Martinsburg North Middle School
• Boone County, $1.7 million for improvements to Sherman Junior-Senior High School
• Cabell County, $3.5 million for additions and renovations at Culloden Elementary School
• Gilmer County, $10.9 million for a planned new consolidated Gilmer County Elementary School
• Harrison County, $8.1 million for a new Lumberport Middle School
• Jackson County, $15.6 million for a new Ravenswood Middle School
• Kanawha County, $1.9 million for additions and renovations at Andrews Heights Elementary School
• Lewis County, $3.1 million for an addition and renovations to the existing Jane Lew Elementary School
• Mason County, $6.6 million for a new Leon Elementary School
• Mercer County, $9.7 million for a new Green Valley Elementary School
• Mingo County, $8.6 million for an addition and renovations at Burch Middle School to turn it into a PK-8 grade facility
• Pendleton County, $9.2 million for the construction of a new Franklin Elementary School
• Pocahontas County, $8.5 million for renovations to Marlinton Elementary School, Hillsboro Elementary School, Green Bank Middle/High School and Marlinton Middle School
• Preston County, $4 million for a new West Preston Middle School
• Randolph County, $3.8 million for renovations at Tygart Valley Middle-High School
• Ritchie County, $4.5 million for upgrades at Harrisville Elementary School
• Wayne County, help with Crum Elementary School and Ceredo-Kenova Elementary School even though Wayne County voters rejected a school bond in December
• Webster County, $4.4 million for renovations at Webster County High School

County-By-County Unemployment Rates Tell the Story – March 2013

West Virginia’s seasonally adjusted unemployment rate declined three-tenths of a percentage point to 7.0% in March 2013.
Unemployment rates declined in all 55 counties during the month of March.
Five counties reported unemployment rates of 12% or higher, including Clay (14.6%), Webster (13.3%), Wirt (12.6%), Calhoun (12.0%), and Roane (12.0%).
Counties with unemployment rates at six percent or less included Monroe (6.0%), Harrison (5.8%), Pendleton (5.5%), Jefferson (4.3%), and Monongalia (4.1%).

Marvin Boyd Lanham
Age 61, of Belpre, OH, passed away on April 19, 2013, at his residence, following a long battle with cancer that resulted in the loss of his leg.
He was born in McFarlan, Ritchie County, WV, on January 18, 1952, a son of the late Charles Leonard and Lenore May Tingler Lanham.
Marvin had proudly served his country in the U.S. Army and retired in 2002 from the Union Insulators Local 80, where he had worked for 30 years. He loved playing music and rewriting country music songs with his own comedic twist. He was an avid outdoorsman and enjoyed fishing, hunting and golf. He was a member of American Legion Post 15 and past member of the Fraternal Order of the Eagles.
Marvin was a loving husband of 41 years to Kay Spurlock Lanham; devoted father to Tata See and John, and Tonya Wells and Mike; and proud grandfather to Zac, Cody and Brookloyn, and will be greatly missed. He is also survived by his brothers, Lennie Lanham and June, and Roger Lanham and Kathy; sisters, Alma Parker, and Barb Dudding and Jimmy; and several nieces and nephews and many friends.
In addition to his parents, Marvin was preceded in death by his brother, Gene Lanham.
He will be remembered most by his family and friends for his fun loving nature and for his fantastic sense of humor.
Leavitt Funeral Home, Belpre, is assisting the family with private cremation services, just as Marvin had requested.
A memorial service will be held at a time to be announced.
