Hugh Clinton “Jack” Metz

Age 72, of 1446 Loveberry Run Road Weston, WV passed away on Friday, May 17, 2013 in Stonewall Jackson Memorial Hospital Weston following a brief illness.

He was born in Copley, WV on January 29, 1941: son of the late Claud S. Metz and Leona (Radcliff) Metz.

On October 15, 1960, he married Elsie (Dean) Metz, who survives.

Jack is also survived by one sister: Pauline Niday of Walker, WV, one ½ sister: Debra Posey of Weston, 2 ½ brothers: Greg and Kevin Metz both of Weston and several nieces and nephews.

In addition to his parents, Jack was preceded in death by one brother: George Bernard Metz.

Jack was a retired construction foreman with Reliable Construction Company of Millersville, MD. He enjoyed fishing, hunting and loved running all types of machinery. He also loved to farm. Jack was quite a jokester and will be remembered as one who enjoyed life and lived it to the fullest!

Family and friends will be received at the Hardman-Paletti Funeral Home 730 N. Main Avenue Weston on Monday, May 20, 2013 from 4:00-8:00 PM.

Funeral services will be held on Tuesday at 10:00 AM from the Hardman-Paletti Funeral Home chapel with Reverend Carl Mouser officiating.

Interment will follow services in the Weston Masonic Cemetery.

Cecil Emerson Boram

Age 86, of 149 John Street Weston, WV passed away on Friday, May 17, 2013 in Stonewall Jackson Memorial Hospital of Weston following a brief illness.

He was born in Weston, WV on October 14, 1926: son of the late Ralph Cecil Boram and Garnet (Penninger) Boram.

On May 26, 1948, he married Naomi Lee (Steele) Boram, who preceded him in death on February 13, 2011.

Mr. Boram is survived by one daughter: Terry Given of Weston, one son: Daniel Boram and fiancé Amy White of Beebe, AR, two grandchildren: Chris Conrad and Byrnn Yvette Boram and great grandchild: Harper Grace Conrad. He is also survived by one sister: Betty Jean Steinbrook of Columbus, OH and several nieces and nephews.

In addition to his parents and wife Naomi, Cecil was preceded in death by two sons: John David Boram and Ralph Stephen Boram, two sisters: Helen Nayler and Jane Pratt and one brother: Robert Boram.

Mr. Boram was a machinist for Danser Hardware and Supply Company of Weston for 33 years. He later went to work for the West Virginia Glass Specialty Company of Weston.

Cecil was member of the First Baptist Church of Weston.

He was also a member of the Loyal Order of Moose Lodge #1976 and the Fraternal Order of Eagles both of Weston.

Cecil was a member of the Weston Masonic Lodge #10 A.F. & A.M. where he was extremely active over the years. He was past master of the lodge for several years, a coach for hundreds of new candidates of the lodge and was active several years with the funeral rites at the cemetery for fellow masons.

Cecil was also a veteran of the United States Army from April 20, 1945 until December 24, 1946 with Company C 47thEngineer Construction Battalion. He received several medals including the Asiatic-Pacific Service Ribbon and the WW II Victory Medal and was in Okinawa during his deployment.

Family and friends will be received at the Hardman-Paletti Funeral Home 730 N. Main Avenue Weston on Monday, May 20, 2013 from 11:00 AM until 1:00 PM.

Funeral services will be held on Monday at 1:00 PM from the Hardman-Paletti Funeral Home chapel with Reverend Kenneth Miller officiating.

Interment will follow services in the Peterson Cemetery of Weston, WV.

Weston Lodge #10 A.F. & A.M. will conduct Masonic graveside rites.

Superstorm Sandy Agriculture Assistance Package Announced for West Virginia

West Virginia will be among 12 states eligible for $209 million in federal funding to help farmers, landowners and communities recover from the effects of Superstorm Sandy, according to West Virginia Commissioner of Agriculture Walt Helmick.

“The general public doesn’t always see the damage that natural disasters do to rural agriculture and forestry operations in West Virginia,” said Commissioner Helmick. “But these industries are vital to our state, and I’m pleased that the U.S. Department of Agriculture (USDA) is providing funding to help our farmers recover from this historic disaster.”

USDA’s Farm Service Agency (FSA) office in West Virginia has been collecting data from locally elected County Office Committees (COC) since the event to determine the types and extent of damage, according to State FSA Director Alfred J. Lewis.

Approximately $700,000 has been approved through the Emergency Conservation Program (ECP) based on information already collected from the counties. The majority of the funding will go to remove tree debris from farmland and fence lines. FSA has received more than 100 applications so far for individual assistance, and expects several more applications before the May 31, 2013 deadline.

Eligible counties in West Virginia include Preston, Randolph, Tucker, Barbour, Braxton, Clay, Nicholas, Webster, Lewis, Upshur and Boone. FSA will begin providing assistance immediately to eligible landowners.

ECP participants receive cost-share assistance of up to 75% of the cost to implement approved emergency practices. Qualified limited-resource producers may receive cost-share assistance of up to 90%.

Dana Gail Crawford

Age 83, of 702 Roanoke Street, Crestline, Ohio, died Monday, May 06, 2013 at Crestline Nursing Home in Crestline, Ohio.

He had been seriously ill the past two-years.

Dana Gail was born in Weston, WV on April 15, 1930: son of the late L. Arthur and M. Alice (Smith) Crawford.

He married Clara L. Lewis on February 17, 1952, and she survives him.

Dana Gail attended the First United Methodist Church in Crestline.

He lived in Crestline, Ohio since 1962. He was employed by PPG Industries as a line operator for 30-years until his retirement in 1992. He worked tirelessly to provide for his family He served in the U.S. Marine Corps during the Korean War. Dana Gail was a true music lover. He played the guitar and loved to record music, long before it was “fashionable.“ He enjoyed retirement and spent time on his pontoon boat on Clearfork Lake. Dana Gail was very proud of his family.

In addition to his wife, he is survived by his three sons, Lonny G. Crawford of Houston, Texas, Gary W. and Vickie Crawford of Highland Heights, KY, and Danny Crawford of Crestline, Ohio; his two daughters, Kathy and Clifford Dick of Johnsville and Debbie A. Crawford of Crestline, Ohio; eight grandchildren, Jessie and Jason Tipton, Emily and Scott Taylor, Rachel Crawford, Ryan Crawford, Molly Renee Crawford, Gary and Kathy Hanna, Laurie Hanna and Sharon and Bruce Willmon;  eight great-grandchildren, Ty Hanna, Zachery Hanna, Brandy Hanna, Rusty Hanna, Gabriel Hanna, Marcus Willmon, Jordan Willmon and Skylar Willmon; his brother, Howard Bill and Irene Crawford of Crestline; and his brother-in-law, A. Fred Gross of Galion; sister-in-law, Joyce Crawford of Galion; sister-in-law, Winnie McKissic Radcliff of KY; brother and sister-in-law, Junior and Fay Lewis of Parkersburg, WV.

He was preceded in death by his brother, James Frank Crawford; and his sister, Millie Gross; sister and brother-in-law; Mabel and Smitty Smith; and brother-in-law, Mac McKissic.

Friends called Thursday from 2-4 PM, and 7-9 PM, on Thursday at the Mark A. Schneider Funeral Home of Crestline, Ohio.

Funeral services were held at 1:30 PM, on Friday, May 10, at Mark A. Schneider Funeral Home in Crestline, Ohio with Rev. Nathan Nordine officiating.

Burial followed in Crawford County Memory Gardens of Crestline, Ohio.

Memorial contributions may be made to Alzheimer’s Association in care of the funeral home.

Both men are scamming local businesses along I-79, according to West Virginia State Police.

Weston: Charity Motorcycle Show – 05.18.13

“Thunder on Main Street,“ a charity motorcycle show, will take place at 8 AM Saturday on Main Street in Weston.

There is no admission charge for the event. The north entrance of Main Street will be blocked during the day between Second and First streets. Route 19 traffic will be detoured on to Water Street and back to Main Street.

The National Guard will bring a climbing wall, and there will be a bouncy house, balloons and face painting. Those activities will begin at 10 AM

A breakfast buffet will begin at 6 AM at the Weston Moose. The breakfast is sponsored by the Riders. The motorcycle show begins at 8 AM, as does the bike registration. Voting on the people’s choice awards will be held from 11 AM to 2:30 PM All bikes must be registered by noon. Trophies will be awarded at 3 PM

The Lewis County Honor Guard will present the colors at noon, and the Christian Bike Association will do the “blessing of the bikes” at 12:30 PM. A drawing will be held at 12:45 PM for the Riders Group Mini Chopper. Bike Games will be held at 4 PM in the Moose parking lot.

Main Street will reopen at 8 PM The Road Dawgs will be performing at the Moose from 7 to 11 PM

This is the third annual charity bike show, and the goal is to top the fundraising efforts of the past two years. The group’s motto is “We Ride for the Children,“ and all funds raised by the Riders Group are donated to children’s charities.

Age 78, of Weston, WV, passed away Saturday, May 11, 2013 at Stonewall Jackson Memorial Hospital of Weston, following an extended illness.

She was born December 07, 1934 in Monongalia County: a daughter of the late Russell Detamore and Irene Grogg Detamore.

In addition to her parents, she was preceded in death by her life-long companion of 57-years, Bernard Droppleman on November 08, 2012; two brothers, Dick Detamore and infant, Billy Detamore; and two sisters, Roberta Ward and Margaret Detamore.

She is survived by two daughters, Debra Rush and husband, Buck and Christine Brown and husband, Jack; one sister, Dee Curtis; four granddaughters; eight great-grandchildren; two great-great-grandchildren; several nieces and nephews; and special friends, Dan and Sandra Mick and their daughter, Danielle.

Phyllis enjoyed animals, crafts and spending time with her family.

She was Protestant by faith.

Graveside services were held 1:00 PM Wednesday, May 15, at Peterson Cemetery in Weston.

U.S. Senator Joe Manchin (D-WV) is pleased to announce that his office will launch its fifth “Commonsense Connections” Week beginning Monday, May 20, 2013.

Representatives from Senator Manchin’s office will make more than 95 stops across West Virginia – traveling to all 55 counties – to meet with constituents, hear their commonsense priorities and concerns, and gather their feedback.

“Bringing the government directly to our citizens and knowing their concerns and ideas have always been top priorities for me as a former governor and now as U.S. Senator,” Senator Manchin said. “West Virginians should have access to assistance and that is what ‘Commonsense Connections’ is all about – my staff travels to every corner of the state, to every county, and meets with West Virginians to hear about their personal challenges and suggestions for Washington.”

Age 77, of 147 Alum Fork Road, Camden, WV went to be with the Lord at 4:00 PM Tuesday, May 14, 2013 in the Crestview Manor Nursing Home in Jane Lew, following an extended illness.

She was born October 07, 1935 in Lewis County, WV a daughter of the late French Harold and Anna Bell Alkire King.

Surviving are six children: Barry Scheuvront and wife Janet of Weston, Mark Scheuvront of Newark, Ohio, Debra Simmons and husband Jim of Camden, Lisa Qxier and husband Doug of Thornville OH, Gary Scheuvront of Camden and Ronald Richards of Camden; ten grandchildren and nine great-grandchildren; five sisters: Elma Riffle and husband John, Juanita Riddle, Virginia Marple and husband Charles and Irene Lundell and husband Don all of Weston and Susan Bonnell and husband Randy of Jane Lew; two brothers: Gene King and wife Betty of Jane Lew and Tom King and wife Cathy of Weston; several nieces and nephews and great nieces and nephews.

She was preceded in death by three sons: Jeffrey, Joe and Jerry Scheuvront; two sisters: Hazel Foster and Anna Bonnell and one brother, David King.

Madge was a homemaker and Baptist by faith.

She enjoyed cooking and was especially known for her beans and cornbread as well as her homemade biscuits and gravy. She enjoyed growing a vegetable garden and canned much of her harvest.

Mark your calendars for this once in a lifetime event!

The West Fork Conservation District is once again holding its annual field day for West Virginia Farmers.

These field day events are offered to help educate and inform local farmers and ranchers on new ideas and methods of farming, which could help to make their operations more productive and profitable.

These events are always well attended by our area producers and due to this year’s topic and notoriety of the speaker selected; we are expecting the largest crowd ever seen at one of these district field days.

This year’s field day will be a 2-day event starting with a dinner meeting held Friday, July 19, 2013, at the Hickory House in Weston, WV at 6:30 PM, followed by a day in the field Saturday, July 20, 2013, at the John L. Spiker farm in Jane Lew, WV at 9:00 AM.

The topic will be “Grazing for profit in the 21st Century”, presented by world renowned speaker Kit Pharo of Pharo Cattle Company located in Cheyenne Wells, CO.

Kit will be speaking from personal experience, on the practice of herd selection and utilization of extended winter grazing to reduce production costs on a beef cattle operation.

Age 48, of 708 North Lewis Street, Glenville, WV, passed away at 1:33 AM Wednesday, May 08, 2013 in the Genesis Healthcare Center in Glenville following an illness of two years.

She was born June 26, 1964 in Washington, D.C. a daughter of the late Benjamin and Gladys Estell Fleming.

On July 03, 1982 she married Brian Sapsford, who survives.

Also surviving are one daughter, Kimberly and husband Michael Yeager, of Jane Lew, WV; two sons: Robert and wife, Karrisa Sapsford of Ft. Ord , CA; and Russell Sapsford of Glenville; two grandchildren: Dakota and Dalton Yeager; and two sisters: Barbara Alawing of Virginia and Janice Fleming of California.

She was preceded in death by two brothers.

JoAnn was a security guard in Ohio for several years.

She was member of the First Baptist Church in Glenville.

She was a loving wife, mother and grandmother and enjoyed making crafts.

JoAnn’s request for cremation was honored and her family thanks everyone for their expressions of sympathy.

Age 83 of 401 John Street, Weston, WV passed away at 7:20 PM Friday, May 10, 2013 in the Crestview Manor in Jane Lew following a brief illness.

She was born January 13, 1930 in Gilmer County, WV, a daughter of the late George G and Locia Belle Duley Yeager.

She was preceded in death by her husband, Gail Workman, who died October 19, 1991.

Surviving are three sisters: Virginia Hinkle of Weston Leona Everetts of Mt. Clare and Dorothy Carpenter of Buckhannon. Also surviving are several nieces and nephews and great nieces and nephews.

She was preceded in death by three sisters: Flora Richards, Cleo Yeager and Biddie Sprouse and four half-brothers: Woodrow, Richard and Orval Pringle and one brother, James Thomas Yeager.

Genevieve was a member of the United Brethren Church.

She enjoyed quilting and puzzles. She will be dearly missed by her Cockatiel, Sammie.

Friends called at the Pat Boyle Funeral Home and Cremation Service 144 Hackers Creek Road, Jane Lew Sunday, May 12, 2013 from 5 to 8 PM.

Funeral services were held at 2:00 PM Monday from the Pat Boyle Funeral Home Chapel with the Reverend Wease Day officiating.

New Unit to Be Built at Weston Psychiatric Hospital

The state has awarded a $12 million contract to build a 50-bed forensics unit at the William R. Sharpe Jr. Hospital.

Work is expected to begin soon on the addition to the state-run psychiatric hospital in Weston, WV.

Chief operations officer Greg Nichol with the state Department of Health and Human Resources says Marks Landau Construction of Wexford, PA, has a year to complete the project.

Acting DHHR Secretary Rocco Fucillo says the forensics unit will help address overcrowding.

West Virginia Senator Doug Facemire, D-Braxton, says the expansion also will create construction jobs.

But Facemire says he is still concerned about the hospital’s employees, who are overworked and underpaid.

Fucillo says staffing is an issue at all medical facilities.

But he says staffing has improved at the hospital.

Come Celebrate National Trails Day at Stonewall Resort June 01, 2013

Join your friends and neighbors, get a little exercise and help celebrate the American Hiking Society’s National Trails Day at Stonewall Resort on Saturday June 01, 2013.

According to Mike Hager, General Manager of Stonewall Resort, “we are proud to host this great event for the first time and invite guests to walk, run or bike at leisure in this non-competitive event which will begin at 9:00 AM and conclude around 1:00 PM.”

Hager said there will be a $20 registration fee which will include a dry-fit event t-shirt and a donation to the Stonewall State Park Foundation for future trail maintenance.

The hike will take place on Rush Run, the 6-mile stretch beginning at the Stonewall Jackson Dam and leading onto the scenic property near the lakeside cottages. Lead by park superintendent, Sam England, nature guides will be present the day of the event to highlight interesting features along the way. Participants are welcome to bring their dogs on a leash.

“Our trail route requires appropriate hiking footwear and participants should bring any beverages or snacks they need along the way,” Hager said. He added, “We will have a vehicle which will follow the course of the trail and can hold extra water or personal belongings.”

While participants can register as late as 8:30 AM on the day of the event, those wishing to insure a correct T-shirt size should sign up by May 15, 2013. All registered participants should meet at the parking lot at the end of the cottages no later than 9:00 AM. The shuttle will then take registered participants to the starting point. G-otcha™: Lewis County Resident Entered Guilty Plea to Providing a False Statement

LAWAN GADDY, age 24, of Lewis County, West Virginia, was sentenced to 21 months imprisonment to be followed by three years of supervised release.

GADDY entered a plea of guilty on December 14, 2012, to “Providing a False Statement to a Federal Firearms Licensee in the Acquisition of a Firearm” on September 20, 2011.

GADDY, was remanded to the custody of the United States Marshal pending designation to a Federal institution.

This case was prosecuted by Assistant United States Attorney Zelda E. Wesley and investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Weston Police Department.

Action Plan Comes Alive to Meet Governor’s Education Challenges

West Virginia Board of Education (WVBE) members reviewed during their monthly meeting steps taken during the past four months to address six challenges presented by Governor Earl Ray Tomblin as part of his education agenda.

In response to the challenge to certify teacher education programs and direct professional development to support reading on grade level by the end of third grade, the board approved new goals for professional development aligned to the governor’s plan. Included in the new professional development goals is a specific objective to increase the knowledge and skills of all pre-kindergarten through third grade educators to deliver a comprehensive early childhood education that includes a balanced approach to early literacy.

Related to the establishment of a commission to review the current governance structure of the 55 county boards of education and the costs that necessitates, the Commission on School District Governance and Administration held its inaugural meeting in early May. Members of the group received a perspective of established education entities in West Virginia. This knowledge lays the foundation for future work.

As part of the challenge to aggressively pursue the use of Regional Education Service Agencies (RESA) to create efficiencies and to decentralize the delivery of professional development services, two train-the-trainer sessions have been conducted in RESA 3 and RESA 7.  RESA 3 includes Boone, Clay, Kanawha and Putnam counties; RESA 7 serves Barbour, Doddridge, Gilmer, Harrison, Lewis, Marion, Monongalia, Preston, Randolph, Taylor, Tucker and Upshur counties.

Approximately 300 attendees received professional development during these sessions. Participants included central office administrators, principals, teachers, higher education representatives and institutional education representatives.

Members of the state board held a follow-up meeting with Pierpont Community and Technical College and the Claude Worthington Benedum Foundation to guarantee the coordination of staff in cross-counseling efforts between public education and community colleges to ensure high school graduates are prepared for a career. The group discussed a north central cross-counseling pilot and an additional pilot at Southern West Virginia Community and Technical College.  This pilot program will provide career awareness and career counseling services to middle school students through a collaborative, public and post-secondary education team.

To meet the challenge of requiring every career center in West Virginia to adopt or develop at least one career pathway that meets Southern Regional Education Board (SREB) standards for Preparation for Tomorrow, the state board and the West Virginia Department of Education (WVDE) have signed an Memorandum of Understanding with the SREB to implement High Schools that Work, Technology Schools that Work, advanced career pathways and math design modules.

Members of the board joined former Governor Bob Wise to announce West Virginia would be the first state to implement Project 24. This announcement supports a challenge by Governor Earl Ray Tomblin to investigate Project 24 and advise the Governor’s Office on using technology to personalize and enhance the education of all students. The state board and Governor Tomblin also co-authored a letter to all county superintendents regarding Project 24. The letter encouraged all districts to complete a review of classroom technology and digital learning infrastructure in the state. Districts also were encouraged to complete the Project 24 self assessment, providing valuable feedback from the districts that will help the state frame its vision for student learning, recognize aspects of the education system that need to be addressed, and specify how technology can help align these efforts to college- and career-ready standards.

Finally, the board and the WVDE are working to reduce paperwork for educators in both counties and schools.  Plans are now under way to simplify Title I and Title II plans, and make significant revisions in the existing strategic planning process for counties and schools.

PROJECT 24

“If you’re a school or district leader who is considering using education technology and digital learning in your schools, STOP—and go no further—until you have a comprehensive plan that addresses your district’s specific challenges and learning goals for all students,” said Bob Wise, president of the Alliance for Excellent Education and former governor of West Virginia. “Project 24 will help districts plan for the future and fully integrate digital learning into classrooms and school systems to achieve the goal of college and career readiness for all students.”
The “24” in Project 24 represents the next twenty-four months, a time during which the nation’s education landscape will change greatly as states and districts face numerous challenges, including the need to implement college- and career-ready standards for all students; utilize online assessments to gauge comprehension and learning; push for greater system and classroom innovation; deal with shrinking budgets; and contend with demands of states’ waivers from key provisions of the No Child Left Behind Act.

Donation Benefits Lewis County Students at WVU

Some graduates of Lewis County High School will be receiving scholarships at West Virginia University thanks to a donation from a judge’s estate.

WVU said Judge William Fury and his wife, Elizabeth, had no children of their own and both mentored youth in the county.

William Fury was a founder and coach in the county’s Little League baseball program, while Elizabeth Fury was a teacher for more than 25 years in the Lewis County school system.

More than $541,000 will be used for undergraduate and graduate scholarships at WVU for Lewis County High graduates.

The scholarships were made available through a bequest in William Fury’s will.

WVU said the first recipients are freshman journalism student Mari Phillips and freshman animal and nutritional sciences major Jacqueline Jones.

The scholarships are based on financial need, academic achievement and involvement in extra-curricular activities, community service and civic activities.

Special consideration will be given to students who have overcome significant obstacles or handicaps in order to attend WVU.

Scholarship recipients are recommended to WVU by a selection committee comprised of the rector of the St. Paul’s Episcopal Church in Weston, Lewis County high’s principal and WVU’s admissions officer.

G-otcha™: Federal Court: Bank Employee Indicted for Embezzlement of Nearly $250,000

•  DEBORAH D. RADCLIFF, age 41, of Weston, West Virginia, was named in an eight-count Indictment charging her with one count of “Embezzlement by a Bank Employee” and seven counts of “Structuring.”

According to the Indictment, while serving as the branch manager of the Weston branch bank of Huntington National Bank from July 01,  2011,  to November 05,  2012, RADCLIFF embezzled and misapplied $247,249.88 from depositors’  accounts and engaged in acts of structuring to cause the bank to fail to file a Currency Transaction Report for currency transactions of $10,000 or more.

To execute the scheme, RADCLIFF utilized her position as branch manager to issue or direct to be issued cashier’s checks from funds withdrawn from depositors’ accounts issued in the name of the depositor.

RADCLIFF would take possession of the cashier’s check, forge the name of the depositor and cash the checks for her own personal benefit.

The ages of the alleged victims ranged from 56 to 90 years, with all but one alleged victim 64 years or older.

The Indictment also seeks the forfeiture of a money judgment of the $247,249.88.

If convicted, RADCLIFF faces up to 30 years imprisonment and a $1,000,000 fine on the embezzlement count and up to 10 years imprisonment and a $500,000 fine on each of the structuring counts.

This case will be prosecuted by Assistant United States Attorney John C. Parr and was investigated by the Federal Bureau of Investigation.


•  SHANE O. BRANTLEY, age 36, of Sutton, West Virginia, was named in a one-count Indictment charging him with “Felon in Possession of a Firearm” on April 25, 2012, in Braxton County.

If convicted, BRANTLEY faces a maximum exposure of 10 years imprisonment and a fine of $250,000.

A 9-pound baby girl was born to Autumn Lynn Lester and Andrew Timothy Blake of Weston, WV.

The little girl was born on Tuesday, April 23, 2013 at the United Hospital Center of Clarksburg and named Raelynn Nicole Blake.

Maternal grandparents are Wavalene Conrad of Weston, WV and Timothy Lester of Roanoke, WV.

Paternal grandparents are Thomas Blake of Weston, WV. Great-grandparents are Louise and Shirley Lester and Dottie Haymond, all of Weston, WV.

Jayse Stephen Lowther is the name chosen for a son born to Kenny and Tiffany Lowther of Weston, WV.

He was born on Monday, April 22, 2013 at the Stonewall Jackson Memorial Hospital of Weston and is the couple’s first child.

The little boy weighed 6-pounds, 4-ounces.

The mother is the former Tiffany Moore of Weston, WV and is a nurse at Stonewall Jackson Memorial Hospital of Weston.

The father is a district manager at Weatherford.

Maternal grandparents are Mary Hosey of Weston and the late Bruce Moore.

Paternal grandparent are Bobby and Alicia Lowther of Weston, WV.

Joseph Anthony Gissy

Joseph Anthony Gissy

Age 84, of Starke and Dunnellon, Florida, passed away late in the evening of Monday, March 25, 2013.
 
He died somewhat peacefully from a heart attack while in the care of Seven Rivers Hospital, Crystal River, FL, where he was being treated for pneumonia and an earlier mild heart attack.

Joe was born on September 28, 1928 in Lewis County, WV.

He was the youngest of five children, born from the union of Jacob Lawrence Gissy and Genevieve Droppleman Gissy, both life-long residents of that part of WV.

Joe graduated from St. Patrick’s High School in Weston in 1946 and entered the U.S. Marine Corps shortly thereafter. After his military service, he received a degree in Forestry from the WVU in Morgantown in 1954.

In 1951 he married Mary Catherine Kreyenbuhl, whom he met at a square dance three-years earlier.

They had their first daughter, Karen, while still working on his degree. His first job as a forester brought him to White Springs, FL, where Michael was born. He then transferred to Waycross, GA, where Jimmy, Cindy and Denise were born. Joe and Mary then moved their family to Starke, FL, in 1960 where he worked for Container Corporation of America for the rest of his career. Timmy and Donald were both born in Starke.
 
Joe retired in 1986 and spent his remaining years actively involved in community service. He worked for a time at the Telegraph and was a active member of St. Edward’s Catholic Church, the Knights of Columbus, the American Legion Post 56, the Bradford County Food Pantry and many other civic organizations and causes.

Joe and Mary were instrumental in bringing the singer/songwriter/performer James Rogers to Starke for a benefit concert, which has since become an annual fundraising event for the Food Pantry for the last 25-years.

Even though they still have their house and many friends in Starke, in 2008 Joe and Mary moved to Dunnellon, FL, to be closer to their children. They continued to be very active citizens with St. John the Baptist Catholic Church and other organizations in Dunnellon.

He is survived by his wife, Mary Catherine (Kreyenbuhl) Gissy and all of their seven children; Karen Johnson (Jodie) Gainesville, FL, Michael (Sonja Biggs) Orlando, FL, Jimmy (Brenda) Orlando, FL, Cindy Merrilees (Jay) Fleming Island, FL, Denise Cahoon (Lonnie) Orlando, FL, Timmy (Kay) Orlando, FL, and Donald (Susan) Crystal River, Fla.  The seven children are all married and raising his 17 grandchildren and three great-grandchildren.

A viewing was held on Sunday evening, March 31, from 4 – 6 PM, at Roberts Funeral Home in Dunnellon, FL.

A Funeral Mass was held on Monday, April 01, at 11 AM, at St. John the Baptist Catholic Church in Dunnellon, FL.

Lewis County Student Gets Creative with the Constitution

West Virginia students have used their creativity and knowledge to win a video contest about the U.S. Constitution.

The contest, sponsored by the West Virginia Department of Education and the West Virginia State Bar, rewards students for the best creation of a 3-minute video with the theme, “We the People: The Constitution in Our Lives.“

“Understanding the origins of the U.S. Constitution and the role it plays in our daily lives is something that benefits all students,“ said state Superintendent of Schools Jim Phares. “Students who participated in the contest developed a deep understanding of what the Constitution means today.“

Sarah Law of Lewis County High School captured first place.

Austin Susman of George Washington High School in Kanawha County was second in the high school division.

In middle school, Lsaha Peak, a home-schooled student from Berkeley County, finished first, while Shamil Patel of Barboursville Middle School in Cabell County was second.

“As attorneys, we recognize how the Constitution impacts our lives in so many ways,“ said Mike Frazier, attorney and member of the West Virginia State Bar Public Information Committee. “This contest is a fun way to get students to focus on something that seems to many young people an ancient relic. With budget cutbacks, civics education sometimes gets forgotten and we want to help the next generation recognize the Constitution is still relevant today.“

First place winners receive $500 each.

Second place finishers receive $250 each.

Creators of the winning videos also are invited to attend the State Bar annual meeting on May 10, 2013 at Stonewall Jackson Resort.

Videos were judged on originality, creativity, adherence to the theme and quality.

The contest was open to West Virginia residents in sixth through 12th grades.

Age 92, of 137 Minnich Street Weston, WV, passed away on Tuesday, May 07, 2013 in Crestview Nursing Home of Jane Lew following a brief illness.

He was born in Volga, WV on October 30, 1920: son of the late Laco Paugh and Blanche (Foster) Paugh.

He was first married to Irene (Myers) Paugh, who preceded him in death in 1964. Otto then married Helen D. “Dolores” (Alderman) Paugh on May 21, 1966, who survives.

He was also survived by five children: Chuck Paugh of Laurel, MD, Dennis Paugh of Marrietta, GA, Susan (Jordan) Cooper and husband Ed of Smyrna, GA, Chip Jordan and wife Lesa and Eric Paugh and wife Barb both of Weston, 9 grandchildren: Nikki, Jay, Sandy, Brannon, Kylee, Adam, Maddie, Emily, and Jack and 7 great grandchildren: Olivia, Lexie, Amelia, Jace, Maggie, Lucy and Hadlee. Otto is also survived by several nieces and nephews.

In addition to his first wife Irene and parents, Otto was preceded in death by four brothers: Dorsey, Denver, Curtis and Willard Paugh and two sisters: Genevieve Hershman and Louise Hunt.

Mr. Paugh retired as body shop foreman for A. & B. Chevrolet with 18 years of service and 36 years in auto body repair.

He was a member of the Haleville Union Mission Church of Weston where he sang in the choir, was former Church Treasurer, former Sunday school teacher and former Church trustee.


Growing up, Otto worked with his family on farms in north central West Virginia until the family settled in Lewis County. Mr. Paugh was drafted in 1942 into the United States Army where he served with 3rd Army, 4th Armored Division, 704th Tank Destroyer Battalion, Recon Company during WW II from July 15, 1942 until October 20, 1945. He served under General Patton in Europe and was in the “Battle of the Bulge(Ardennes), Bastogne, and campaigns in France, Belgium, Luxembourg, Germany, Austria and Czechoslovakia. He received the European African Middle Eastern Service Medal with 5 Bronze Service Stars.

Following WW II, Otto reentered the work force in the auto body repair trade. Throughout his life, Otto has been a shining example of the traits reflective of a good husband, father and neighbor. This was proved by the Governor Joe Manchin, III honoring him with the Medallion of the 35th Star of West Virginia.

Family and friends will be received at the Hardman-Paletti Funeral Home 730 N. Main Avenue Weston on Friday, May 10, 2013 from 4-8 PM.

Funeral services will be held on Saturday at 1:00 PM from the Hardman-Paletti Funeral Home chapel with Pastor Glenn Lough officiating.

Interment will follow services in Forest Lawn Memorial Gardens of Jane Lew, WV.

Full military honors will be conducted by the Lewis County Honor Guard.

Judge Sets Hearing Date in Lena Lunsford Case

A federal judge will hear arguments later this month on a plan to move the mother of a missing West Virginia girl from Wheeling to the Clarksburg area, where she says publicity about the disappearance has made her a “social pariah.“

U.S. District Judge John Preston Bailey has scheduled a status hearing for May 23, 2013 in Wheeling.

Lena Lunsford was freed from a federal prison earlier this year after serving eight months for welfare fraud and was placed on one year of supervised release. But federal probation officials now want to move her, and Lunsford is opposing the relocation.

She has been living at a YWCA, attending West Virginia Business College and working at a pizza shop, public defender Brian Kornbrath said. She’s also now pregnant with her eighth child.

Three-year-old Aliayah Lunsford went missing in September 2011 from a rented home near Bendale in Lewis County. Authorities have never found the toddler or charged anyone in connection with the disappearance.

Lena Lunsford has denied involvement in the disappearance and any knowledge of what happened to her daughter.

Lunsford’s other six children are in state care, and the state Supreme Court has upheld a Lewis County judge’s order terminating her parental rights.

Kornbrath says the U.S. Probation Office ordered Lunsford to relocate to serve her remaining nine months because she can’t afford to pay the rent owed to the YWCA.

He contends moving Lunsford will undercut her chances of succeeding. It would be difficult for her to find a job and she has nowhere to live, he said.

Lewis County: Motorcycle Accident Kills a Man on I-79

John Lewis Hutton Jr., age 61, of Bridgeport, WV, was Killed about 5:00 PM on Sunday, May 05, 2013.

The accident happened near the mile marker 93 on Interstate 79 in Lewis County, WV.

According to WV State Police he was traveling north with another motorcyclist when he traveled left off of the roadway edge, into the median, struck the cable barrier and flipped off of the motorcycle.

Hutton was pronounced dead at the scene.

Two Radio Stations on the Hook for Public File Violations

Public file violations tripped up two broadcasters recently.

In both cases, licensees were fined $10,000 each for missing quarterly radio issues/programs lists from their station public file. The fines have now progressed to forfeiture orders.

Stephen Peters, former licensee of WHAW(FM), Lost Creek, WV, was originally fined in 2011 after a station inspection.

The FCC said he told the agent during the WHAW inspection the missing lists couldn’t be found because they were drying out from water damage during a storm — one that that also blew the roof off the studio and destroyed a lot of equipment.

The commission didn’t believe that. It also didn’t agree with Peters, who thought the fine was “excessive.” He has 30 days to pay.

Peters is also the general manager of WVRW(FM). The two stations share the same main studio in Weston, WV.

The commission also upheld a $10,000 fine for WVRW licensee Della Jane Woofter.

Woofter, too, claimed water damage ruined the lists. However, during the inspection, FCC agents noticed other parts of the public file were intact and dry.

The commission didn’t believe her account, either and said Woofter is liable for a $10,000 fine and must pay within 30 days.

I was the Captain of the ship of some radio stations with some “Big Name,“ call letters, and as program director had full responsibility for the program logs and broadcast logs since I doubled as chief operator, for the reason that ... it was my license on the wall and every station had to have one.

A lot of times being a 1st license holder was great leverage for getting big jobs back then, because stations were required to have at least one 1st phone on duty at the station, and in the real ancient days, a first phone had to be present to change to a directional antenna, and/or raise or lower power either from a remote location and/or at the site and point of transmission of your broadcast signal.

These logs were especially important back then and required to maintained in a professional manner.

So, my main point is. It is the responsibility of every station to maintain both program and operation logs. You can go ahead an fudge your financial books because nobody cares and there are no regulations for that, but especially in WV.

The bottom line is. Maintain the logs in a timely and responsible manner. They must be stored and immediately available for inspection for periods of up to three years, and then only should they be moved off the premises for storage.

Maintain the logs, and guard them with your life in case the FCC would care to review them.

Anything less and the FCC can yank your license quicker than…. quicker than… well, you know what I mean.

And that is exactly what happened here, and the fact someone, an elite wants BOTH stations and called a friend “IL” who had a friend, who had a friend ...at the FCC!

Mildred Garnett (Crawford) Bonnett

Age 90, of Weston, WV,  passed away on Monday, May 06, 2013 in Crestview Nursing Home following an extended illness.

She was born in Crawford, WV on June 16, 1922: daughter of the late Ucil Dale Crawford and Flora Alice (Smith) Crawford.

Mrs. Bonnett is survived by two daughters: Barbara Jean Marsh (Mike) of Horner and Mary Alice Mealey (Eugene) of Weston and three sons: John Edward Bonnett of Rapid City, SD and Thomas Dale Bonnett and Timothy Lee Bonnett(Virginia) both of Weston,. Also surviving are five grandchildren: Kelley Leigh Smith, Kenneth Eugene Mealey, and Jamie Lynn Bonnett all of Weston, Michael Shawn Mealey of Fort Mills, SC and John Edward Bonnett of Seattle, WA nine great grandchildren: Jaycob, Ethan and Carmyn Smith, Brandon and Grant Mealey, Zachary and Mikala Mealey and Ashley and Nick Bonnett and one great great grandchild: Braden Mealey. She is also survived by several nieces and nephews. In addition to her parents, Mildred was preceded in death by two grandchildren: Charles Adrian Bonnett and Scott Christopher Bonnett and four brothers: Marvin Crawford, Charles Crawford, Argel Crawford and Basil Crawford and one sister: Macel Wilson.

She was the last surviving member of her immediate family.

Mrs. Bonnett retired as a dietary aide at the Weston State Hospital and had worked at the Colonial Glass Factory both of Weston.

She was a member of the Grace Baptist Temple of Jane Lew, WV. Mildred enjoyed cooking and going to church.

Family and friends will be received at the Hardman-Paletti Funeral Home 730 N. Main Avenue Weston on Thursday, May 09, 2013 from 5-8 PM.

Funeral services will be held on Friday at 1 PM from the Hardman-Paletti Funeral Home chapel with Reverend Beryl McKisic officiating.

Interment will follow services in Forest Lawn Memorial Gardens of Jane Lew, WV.

Hardman-Paletti Funeral Home of Weston is in charge of arrangements for Mildred Garnett (Crawford) Bonnett.

West Virginia History Whiz Kids Become Knights of the Golden Horseshoe - 2013

More than 200 eighth grade students from across West Virginia on Friday received the prestigious Golden Horseshoe award for outstanding knowledge of West Virginia history and culture.

State Superintendent Jim Phares inducted the students from all 55 counties as Knights of the Golden Horseshoe Society during a pinning ceremony at the Cultural Center. The award is considered one of the greatest honors bestowed upon students in West Virginia.

“As a former history teacher it was a great honor to have a role in this ceremony,“ Phares said. “The Golden Horseshoe is coveted by many in the state, but received by very few. It is an honor that these students can be proud of for years to come.“

The Golden Horseshoe test has been administered in West Virginia each year since 1931 and is the longest running program of its kind in the United States. The top-scoring students in each county receive the prestigious award. Each county has at least two winners. The exam tests student knowledge on West Virginia citizenship, civics and government, economics, geography, history and current events.

The Golden Horseshoe originated in the early 1700s in Virginia when then-Gov. Alexander Spotswood saw the need for exploration of the land west of the Allegheny Mountains, most of which is now West Virginia. Spotswood organized a party of about 50 men to explore the frontier. At the end of the exploration, he presented each member of the party with a golden horseshoe. Translated from Latin, the inscription on each horseshoe read, “Thus it was decided to cross the mountains.“ On the other side was written, “Order of the Golden Horseshoe.“ Because of this, the recipients became known as ‘The Knights of the Golden Horseshoe.‘“

Lewis County: Nutrition Classes Held at Adult Learning Center

The students at the Lewis County Adult Learning Center may have come to class to learn math, science, social studies, and language skills, but in recent weeks they have also been learning about roast chicken, cheese omelets, and pasta salad.

These are just a few of the dishes Michelle Carpenter of the Lewis County Extension Service has introduced to the students as part of an ongoing nutrition class.

A service offered by the WVU Extension Service, the Nutrition Program consists of ten lessons and teaches students about stretching their food dollars, safe food handling, reading labels, and eating for good health. Students are provided with a wealth of information, learn to prepare healthful foods are home, and are given the opportunity to sample new recipes.

The nutrition classes are taught on Tuesdays and Thursdays beginning at 10:15 AM, and each class lasts about an hour.

The classes are free and open to the public.

Age 63, of Ellis Road, Linn, West Virginia, departed this life at 3:30 AM, Saturday May 04, 2013 at her residence following a brief illness.

Born November 05, 1949 in Gilmer County, West Virginia, daughter of the late William Earl and Minnie Fern McHenry Frashure.

Sue was a homemaker who loved to take care of her family, cooking, gardening, sewing, and quilting.

She was a member of the Otterbein Methodist Church.

She enjoyed West Virginia University sports with a special interest in their Basketball program.

On October 04, 1974 she was united in marriage to Kenneth Osborn Jr., who survives at their Ellis Road home.

Surviving are 2 daughters, Susan Hornbeck and husband Doug of Parkersburg, West Virginia, and Kelly Osborn of Parkersburg, WV; 2 grandchildren Caleb and Leah Hornbeck of Parkersburg, WV; 9 siblings, Billie Radcliff and husband Arnold Sam of Weston, West Virginia; Beulah Robinson of Tanner, West Virginia; Lou Runyon and husband Denzil of Normantown, West Virginia; Ann King of Alum Bridge, West Virginia; James Frashure and wife Nadine of Parkersburg, WV; Ronald Frashure and wife Nancy of Glenville WV; Larry Frashure and wife Joy of Glenville WV; Faynell Gainer and husband Terry of Weston, WV; Jerry Frashure and wife Cheryl of Parkers burg, WV; and 1 cousin whom she was raised with, Avin Lowther and wife Elizabeth of Linn, West Virginia.

Along with her parents, Sue was preceded in death by her Aunt and Uncle Alva and Buryel Lowther who raised her from the age of 5.

Funeral Services will be conducted at the Ellyson Mortuary Inc., 2 Vanhorn Drive, Glenville WV 26351 at 12:00 Noon, Tuesday, May 07, 2013 with Pastor Bryon Bukovesky officiating.

Burial will follow in the Alice Cemetery, on Alice Road.

Friends may call from 10:00 AM - Noon, the funeral hour on Tuesday at the Mortuary.

In lieu of flowers the family requests memorial contributions be made to the Glenville First Baptist Church Cancer Fund or Hospice Care Corp. of Burnsville.

Age 80, of Hackers Creek Road, Buckhannon, WV, went home to be with the Lord Tuesday, April 30, 2013.

He was born February 14, 1933, in Gilmer County, WV.

Preceding him in death were his parents, Harold Robert and Virgie McElwee Sands; and his sister, Doris Shepherd.

Buck is survived by five children, Debra Ann Sands of California, James Michael Sands and wife, Becky, of Buckhannon, Susan Pamela Favreau and husband, Charles, of Illinois, Gerald Robert Sands and wife, Lori, of North Carolina, and Jodi Lynn Sands of New York; nine grandchildren and four great-grandchildren; brother, Robert Sands and wife, Becky, of Parkersburg; and sister, Marlene Linger and husband, Donald, of Jane Lew, WV.

He was a member of the Mountain Model “A” Club and loved to restore antique cars, was an equipment operator and mechanic for many businesses in the local area and was a veteran of the Korean War, serving with the U.S. Navy.

Mr. Sands enjoyed going to church. He was a member, trustee and choir member at Buckhannon Union Mission Church.

The family received friends from 5 to 8 PM, May 02, 2013 at Tomblyn Whitescarver Funeral Chapel in Buckhannon.

Services was conducted at 11 AM at Buckhannon Union Mission Church on the Vicksburg Road, Buckhannon Friday, May 03, with the Rev. Dennis Estes officiating.

Burial followed in Sands Family Cemetery, Hackers Creek Road, Buckhannon.

Viewing was from 10 to 11 AM at the church.

Tomblyn Whitescarver Funeral Chapel of Buckhannon is in charge of the arrangements.

Age 70, of 34 Meade Street, Buckhannon, WV, passed away April 25, 2013 at 1:30 PM, at her home.

She was born July 05, 1942 in Weston, WV: a daughter of the late Richard and Elsie Belle Conard Blake.

She was married September 28, 1963 in Weston, WV to Jackie David Garrett who survives.

Surviving are two sisters, Delores Friend of Weston and Mary Alice Johnson of Orlando; two brothers, Herbert Blake of Buckhannon and Aubrey Blake of Georgetown; and several nieces and nephews.

Also a special caregiver, Sharon Powell and two special friends, Charles and Kay Pumphrey.

One brother, Larry Blake is deceased.

Mrs. Garrett was employed by Turner Cutting Shop as a glass cutter by trade for 10-years.

Friends were received at the Morris Funeral Home Monday, April 29, from 6:00 - 8:00 PM.

Funeral Services were held Tuesday, April 30 with Rev. Sue Lowther officiating.

Burial followed in the Weston Masonic Cemetery.

Lawyer Opposes Relocation of Missing Lewis County Girl’s Mother from Wheeling to Clarksburg Area

The attorney for the mother of a missing 3-year-old West Virginia girl is opposing a federal probation plan to move her from Wheeling to the Clarksburg area.

Lena Lunsford was released from a federal prison earlier this year after serving eight months for welfare fraud.

Federal public defender Brian J. Kornbrath says in a Thursday court filing that Lunsford has been living at a YWCA in Wheeling.

Kornbrath says federal probation officials plan to relocate Lunsford after the YWCA told her she is no longer eligible for a substance treatment program that allowed her to stay free of charge.

Kornbrath says Lunsford is a “social pariah” in the Clarksburg area because of publicity surrounding her daughter Aliayah’s disappearance in 2011.

Age 27, of 422 Main Street in Weston, WV, passed away at his residence suddenly.

He was born on December 28, 1985 in Pittsburgh, PA: son of Donna (Baran) Painter and the late Robert James Painter.

In addition to his mother, he is survived by four siblings, Robert Michael Painter of Valley Chapel, A. J. Painter of Jackson Mill, WV; Laura Marie Painter and Erika Catherine Painter, both of Centerville, IN.

Also surviving are several nieces and nephews who loved to spend time with him.

Ryan was a 2004 graduate of Lewis County High School. Ryan was a workaholic and was employed by Viking Pool where he was recently named employee of the month. Ryan loved lottery tickets, Bud Light and driving different cars. He also enjoyed spending time with his family and his many friends. Ryan never met a stranger and will be deeply missed by all.

Friends were received at the Hardman-Paletti Funeral Home, 730 North Main Avenue, Weston on Friday, April 26, from 2:00-8:00 PM.

Following visitation, Ryan T. Painter’s body was cremated and a private graveside service was held.

Utility Discounting Water for Low-Income Residents

West Virginia’s largest water utility is offering a 20% discount to qualifying low-income households.

West Virginia American Water says the program is open to residential customers who receive at least one of the following: Supplemental Security Income, WV WORKS, and — for residents 60 or older — Supplemental Nutrition Assistance Program.

Eligible residents will receive an application in the mail from the West Virginia Department of Health and Human Resources within the next two weeks.

Under the program, the average household using 3,315 gallons of water would see its monthly bill drop from $39.11 to $31.29.

`West Virginia American Water serves about 550,000 people.
