WV’s Smallest Hospitals Like Those in Our Area Cannot Afford to Have Medicaid Reimbursement Pulled
Every member of West Virginia’s Congressional delegation is calling on those with the Centers for Medicare and Medicaid Services to take another look at revised regulations dealing with reimbursable costs for, what are considered, critical access hospitals.
With the changes, officials with the CMS are attempting to clarify the treatment of reimbursements for provider taxes.
Right now, CMS reimburses the state’s critical access hospitals for the provider taxes they pay under West Virginia law.
The changes would stop those reimbursements in the future, but also be applied retroactively, meaning the hospitals would have to pay back reimbursements from the past couple of years.
The change affects the state’s “critical access hospitals.“ Those are rural hospitals with 25 or fewer beds, like Roane General in Spencer, and Braxton County Memorial in Gassaway.
Second District Congresswoman Shelley Moore Capito says such changes could cost about 18 of the smallest, most rural medical sites in West Virginia millions of dollars.
“In certain areas, like in a critical access hospital or a community health center, you get a higher reimbursement rate because it’s important to have access in rural areas to be able to attract health professionals and all those kinds of things,“ Congresswoman Capito said.
She says that’s why, on this issue, West Virginia cannot be treated the same way as other states.
“If these facilities close, then if you’re sitting over in Calhoun County or something, you have an emergency, you have to come all the way to Charleston,“ she said. “That’s an hour and a half. That’s life threatening.“
She signed a letter, this week, asking the CMS to look closer at the issue.
U.S. Senator Jay Rockefeller, U.S. Senator Joe Manchin, First District Congressman David McKinley and Third District Congressman Nick Rahall all signed the letter as well.

This link (http://bit.ly/JXQiqG) provides a lot of education on WV Critical Access Hospitals such as Minnie Hamilton- their origin and funding sources. Unfortunately, even our health care is predicated on the income gap and those much hated “entitlement” programs. I am unsure as to why pay back of past reimbursements would be required and intend to research but suggest we all need to take the time, look at the maps and documentation provided and understand how the critical needs for all of us have been met over the years.

Age 91 of Grantsville, WV, formerly of Gilmer County, passed from this life at 5:20 AM, Wednesday, May 16, 2012 in the Louis A. Johnson VA Medical Center, Clarksburg, following a brief illness.
He was born May 31, 1920 in Gilmer County, a son of the late Ottice Newton and Elva Rutherford Cutright.
He loved the outdoors, enjoyed hunting, fishing and planting his garden. He was an Army veteran of WW II.
Surviving are 2 daughters, Nancy Orr and husband Jeff of Newcomerstown,OH and Susie Hart and husband Chris of Port Washington, OH; 2 grandsons, Adam Hart and wife Lisa of Arizona and Jonathan Orr of Columbus, OH; 4 sisters and 1 brother survive, Regina Hughes, husband Dallas of Portage, IN, Ava Stimson of VA, Eloise Cosner of Weston, WV, Nina Marie Marks of TN, Donzel Cutright and wife Jackie of IN; one sister-in-law survives, Pauline Cutright of Sutton, WV. He is also survived by several nieces, nephews and cousins.
Otis was preceded in death by 3 brothers, Guy “Robert” Cutright, Arden Cutright, Eugene Cutright and 1 sister, Wanda Lee Markle.
Funeral services will be conducted at 3:00 PM, Saturday, May 19, 2012 at the Ellyson Mortuary, Inc., with Pastor Bryan Groves officiating.
Burial will follow in the Rutherford Cemetery at Cedarville, WV.
Friends may call 1:00 to 3:00 PM, Saturday at the Mortuary.

Mountaineer Food Bank Holds Open House - 05.10.12
On Thursday, May 10, 2011, Mountaineer Food Bank held its annual Open House & Volunteer Recognition.
Over 100 volunteers and supporters attended as volunteers were recognized for the tremendous service they provide towards hunger relief in West Virginia. In 2011, 336 volunteers provided 4,542 hours of volunteer service at Mountaineer Food Bank.

Age 94, of Sutton, WV passed away May 03, 2012 at her residence.
She was born June 08, 1917 in Clay County, WV the daughter of the late Charley A. & Vera S. Johnson Nottingham.
Mae attended Wayside Church and liked to attend many other churches in the area. She was a member of Braxton County Senior Citizens Center and was a homemaker. She also loved to travel.
She is preceded in death by her parents, husbands; John J. Mix and S. G. Dennison, two brothers and 1 sister.
She is survived by her brothers; Farrell Nottingham, Dana Nottingham, Brantie Nottingham all of Strange Creek, WV, sisters; Marie Duffield and Lona Sanders both of Garrettsville, OH, Bertha Sirk of Strange Creek, WV, Laura Herold of Haddock, GA.
Memorial service in her honor will be held 1:00 PM Saturday June 02, 2012 at Strange Creek Church, Strange Creek, WV with Rev. Bobby Dale Harper officiating.

Braxton County: Duck Resident Enters Plea to Using a Communication Facility to Commit a Drug Felony
A 28 year old Duck, West Virginia, resident entered a plea of guilty on May 08, 2012,in United States District Court in Clarksburg before Magistrate Judge John S. Kaull.
United States Attorney William J. Ihlenfeld, II, announced that: JOCELYN M. GRAHAM entered a plea of guilty to one count of the illegal use of the United States mail on August 03, 2010, to facilitate the distribution of methamphetamine and oxycodone.
GRAHAM, who is on bond pending sentencing, faces a maximum exposure of 4 years imprisonment and a fine of $250,000.
This case was prosecuted by Assistant United States Attorney Robert H. McWilliams, Jr. and was investigated by the United States Postal Inspection Service.
Manchin Launches 4th ‘Commonsense Connections’ Week

Building off a strong record of outreach to his constituents, U.S. Senator Joe Manchin (D-WV) is pleased to announce that his office will launch its fourth “Commonsense Connections” Week beginning Monday, May 21, 2012.
Representatives from Senator Manchin’s office will make more than 75 stops across West Virginia – traveling to all 55 counties – to meet with constituents, hear their commonsense priorities and concerns, and gather their feedback.
“There is absolutely nothing more important to me than the feedback, thoughts and ideas of West Virginians,” Senator Manchin said. “That’s what makes these ‘Commonsense Connections’ so important. Members of my staff will be in every single corner of the state to hear from you and assist you with whatever you may need, and I hope West Virginians will use this opportunity to share what’s on your minds.”
Senator Manchin launched his first-ever “Commonsense Connections” Week in February 2011, when representatives from his office traveled to all 55 counties in the state. This is the fourth time the Senator’s staff has criss-crossed the state for “Commonsense Connections.”

Legislative Update – by – Delegate Brent Boggs - House Majority Leader - 05.14.12

Anna Jarvis had it right many years ago when she initiated the recognition that we now know as Mothe’s Day. Nothing compares to the love of a mother and I am thankful beyond words for my Mom and to be able to spend some time with her last Sunday on Mother’s Day. I’m further blessed that I live close by to see her often, not to mention the positive influence she has on three generations of our family. Whether your mom lives nearby, far away or if she’s no longer living, I hope each of you honored you mom on this special day.
Interim meetings were held this week, May 14, 15 and 16 at the Capitol. These are the first interim meetings for 2012 and members are eager to get started with interim study assignments, initial preparations for new legislation during the 2013 regular session and refining bills for carryover.
Children are our future and our most important treasure. They will be the workers, leaders, decision makers and taxpayers of tomorrow. Among the bills passed and signed into law during the 2012 session are the following:
Senate Bill 161 (Reporting Sexual Abuse of a Child) expands the list of those required to report abuse and neglect of children, requires all persons to report sexual abuse of children, and increases the fine for those who fail to report. It requires any person over the age of 18 who has actual knowledge of or observes any sexual abuse or sexual assault of a child, must immediately report the abuse within 48 hours to the State Police or other law enforcement agency having jurisdiction. The law-enforcement agency that receives a report under this subsection shall report the allegations to the Department of Health and Human Resources and coordinate with any other law enforcement agency as necessary to investigate the report.
Penalties for not reporting were raised from $100 to $1,000 as well as an increase in jailed confinement from 10 days to 6 months.
Senate Bill 507 (Involuntary Hospitalization/Firearm Possession/Mental Hygiene) authorizes a parent or guardian to commit a child without his or her consent if the child is under 18 years of age. It also clarifies the procedures for previously involuntarily committed persons petitioning to regain the right to possess firearms to enable West Virginia to become eligible for federal funding.
Senate Bill 596 (Banning Child Erotica) prohibits the possession, distribution, display, or production of child erotica depicting minors under the age of 18. Any person found guilty of committing this offense will be subject to a misdemeanor and either be confined to jailed, fined or both.
Senate Bill 611 (At-Risk Youth Pilot Project) aims to improve outcomes for at-risk youth in West Virginia by creating a DHHR community based pilot project, if funds are available. At-risk youth are defined as those between birth and age 21 who are low-income; receive benefits from DHHR, and under the jurisdiction of DHHR, or who are in custody of juvenile services, juvenile court, or the alternative school system. A centrally located, community-based non-profit organization that has adequate facilities and community leadership to facilitate the four year pilot project will be chosen by the DHHR and be put in a county with the most at-risk youth. The pilot project will be operated under the direction of DHHR and in collaboration with educational and juvenile justice entities.
House Bill 4130 (Felony Charge for Sale or Purchase of a Child) covers a multitude of situations regarding the sale or purchase of a child. The bill spells out that any person or agency who knowingly offers, gives or agrees to give to another person money, property, service or other thing of value to buy a minor child for any purpose which entails a transfer of the legal or physical custody of the child is guilty of a felony. The bill also declares that any person who knowingly receives a child in a sale is also guilty of a felony and, subject to fine and imprisonment. Upon conviction of this felony, a person will face up to one-to-10 years in a state correctional facility and fined $2,000 to $10,000. The child may be placed in the custody of the Department of Health and Human Resource or with a responsible person as the best interests of the child dictate.
It is sad indeed that there are those in society that exploit and commit horrendous crimes against children. The system is far from perfect, but it is the responsibility of all citizens to protect the most vulnerable among us. I’m committed to always work to protect our children.

Age 88, of Strange Creek, WV, died April 13, 2012 at home.
She was born December 27, 1923 at Widen, WV a daughter of the late Ernest and Martha Lawson Butcher.
Thelma was a homemaker and a Christian. She was a former member of the Fairview Woman’s Club.
She was preceded in death by son, Royce Lee Teets; brothers, Charles Butcher, James Butcher, and Ernest Butcher; sister, Mary McQuain; great granddaughters, Madeline Lane and Savanah Gilliam.
Surviving; husband, Medford W. Teets; sons, David Lois.Teets of Strange Creek and Ray Carol.Teets of Strange Creek; daughter, Sandra Sonderman of Gassaway; sisters, Charlotte Dady and Edna Simmones of Ohio; 9 grandchildren, 13 great grandchildren and one great great grandchild.
Service was 2:00 PM Sunday, April 15, 2012 at the Eureka United Methodist Church, Strange Creek with Pastor Freddie Schoolcraft officiating.
Interment was in the church cemetery.
Friends called from 6:00 to 9:00 PM Saturday at the Richard M. Roach Funeral Home, Gassaway.
In lieu of flowers the family suggests that memorial donations be made to Relay For Life.

John Robert Whitesel
of Gassaway, WV passed from this life on April 14 ,2012 at the age of 80.
“JR” was a devout Baptist and an avid hunter with a passion for the outdoors. He was a dedicated gardener who took great pride in his annual garden. Another one of his favorite hobbies was playing music with his friends. He was known locally as the “one-arm fiddle player” for years, but later in life he played the harmonica.
John Robert was preceded in death by his loving wife of 62 years Willa Dawn; one son, John R. Whitesel Jr.; one great grandson Patrick W. Frame; and one brother, Sherman Tiny Whitesel.
He is survived by four daughters: Sandy Stan-Arthur of Tillamook, OR; Becky Frank.Ward of Manassas, VA; Janetta DeOnna Anthony of State College, PA; Debbie Frame companion Tommy Lassitter of Maysville, NC; and seven grandchildren, three great grandchildren, and four sisters.
Service was 1:00 PM Wednesday, April 18, 2012 at The German Church on Chapel Route, Gassaway with Pastor Rick Hart officiating.
Burial was in the Mt. Carmel Baptist Church Cemetery on Steer Creek.
Friends called from 6:00 to 9:00 PM Tuesday April 17 at Richard M. Roach Funeral Home, Gassaway.

Mountaineer Food Bank receives $75,000 donation from 2011 One Shot Deer Hunt event for Hunters Helping the Hungry
West Virginia Division of Natural Resources Director Frank Jezioro has presented a check to the Mountaineer Food Bank representing $75,000 raised during the fifth annual Governor’s One Shot Deer Hunt, held in December 2011.

The money will go to the Hunters Helping the Hungry Program (HHH), administered by WVDNR, to distribute venison to needy families across the state through the Mountaineer Food Bank and other agencies.
The donation was made at the Food Bank’s headquarters in Gassaway, Braxton County, on May 10, 2012.
The Governor’s One Shot event is sponsored by WVDNR and the One Shot Committee.
Private individuals and businesses donate money for the opportunity to participate in guided antlerless deer hunts on private property near Stonewall Resort State Park in Lewis County and end the event with an auction and an award banquet.
All venison from the hunt, along with profits from the sponsorships, goes to HHH.
The first event in 2007 raised $17,000, the second in 2008 raised $35,000, the third in 2009 raised $50,000, and the fourth in 2010 raised $75,000.
The HHH program allows hunters to donate legally-harvested deer to certified processors so the meat can be distributed to soup kitchens, food pantries, shelters, senior centers, missions, churches and community centers around the state.
The HHH program has been highly successful since it began in 1992, providing meals to the neediest of West Virginians.
However, the program also requires cash donations to pay for processing and distribution costs to benefit these needy individuals.

Sutton: U.S. Army Corps of Engineers hosts ‘Rake the Lake’ event – 05.12.12
The Third Annual “Rake the Lake” Spring Cleanup at Sutton Lake in Sutton will be held from 10:00 AM to 2:00 PM on Saturday, May 12, 2012.
“Rake the Lake” is open to everyone, and past events have included families, groups of Boy Scouts and Girl Scouts and friends who help make Sutton Lake a little bit brighter.
Sutton Lake staff can suggest an area in particular need of attention and will provide trash bags, gloves, buckets for sharp objects and collection service around the lake.
The event is hosted by the U.S. Army Corps of Engineers at Sutton Lake, the West Virginia Department of Environmental Protection, Sutton Lake Marina and the Braxton Citizen’s News.
At the conclusion of the day, numerous local businesses sponsor a cookout at Sutton Lake Marina to thank those who participate.
The first 200 registered participants also receive a t-shirt.

The Hillbilly Stompers will be holding a barn dance on Saturday, May 12, 2012 at Holly Gray Park in Sutton, WV.
Doors will open at 5:00 PM.
A line dance class will be held at 6:00 PM with County Line Country taking the stage at 7:00 PM.
While the band takes a break, there will be a performance by the Hillbilly Stompers and Lou Maiuri will be calling square dancing for everyone wanting to participate.
There will also be concessions and drawings throughout the evening.
Cost is $3.00 per person or $5.00 per couple.

Age 79 years, a resident of Elkins and formerly of Gassaway, WV passed away Thursday, May 03, 2012 at the Ruby Memorial Hospital in Morgantown.
She was born February 26, 1933 at Sutton, WV, a daughter of the late Perry H. and Gertrude J. Gillespie Spaur.
She was married to Earl Patrick “Dob” Wood who preceded her in death January 03, 1996.
She is survived by one daughter, Jayne Wood Harris and husband Allen of Beverly and one son, Stephen P. Wood and wife Victoria of Morgantown. One brother, Thurman Spaur, of Clarksburg, WV and one sister, Elouise Cutlip, of Charleston, WV. Also surviving are seven grandchildren, Jonathan Harris of Elkins, Shelley Harris, of Arlington, VA and Holly Harris, of Beverly, Matthew Wood and wife Tracy, of Petersburg, WV, Brian Wood and wife Jackie, of Pittsburgh, PA, Emilie Wolfe and husband Tristan, of Philadelphia, PA, and Joshua Lee and wife Renee’ Wood of Emmaus, PA and and one great grandson, Alexander Wood.
Also preceding her in death was one son, Jeffrey Lee Wood, three brothers, Jerry, Burton and Ernest Spaur and five sisters, Ruth, Erma, Alice, Paula and Louella.
Wilma graduated with honors from Sutton High School and Parkersburg Mountain State College and retired from the West Virginia Department of Health and Human Services Department in Sutton.
She had served as a Deaconess, choir member and treasurer of the Gassaway Baptist Church and had cut the church bulletin for years every Saturday.
Her poetry writings were published in several books and she was the author of the book, “The Blue Sapphire Ring” which was the love story of her parents. After moving to Elkins, she was a member of the First Baptist Church in Elkins where she was active in the Church Choir and was a Sunday School Teacher.
Friends called from 4:00 PM until 6:00 PM Sunday, May 06, 2012 at the First Baptist Church in Elkins.
A funeral service was held at 10:00 AM Monday, May 07, 2012 at the First Baptist Church with Rev. Dr. Marvin L. Parli officiating.
A graveside service was held at 1:30 PM Monday at the Sugar Creek Cemetery near Gassaway, WV.
Rev. Mark Stump officiated and interment followed.

Age 80, of Servia, WV passed away May 05, 2012 at Salem Care and Rehabilitation Center after a long illness.
Wanda was born November 24, 1931 a daughter of the late Chilton and Ruie Duffield Hall.
She was a charter member of the Faith Missionary Baptist Church. She was the church clerk for many years. She was a homemaker and a friend to everyone.
She was precede in death by her loving husband, Harvey C. Campbell.
Wanda is survived by her brother, William Neil (Lorene) Hall of Titusville, FL and nieces, Debra Tabor and Tammy (Kent) Towne of Florida; many cousins.
Service was 11:00 AM Tuesday, May 08, 2012 at Richard M. Roach Funeral Home, Gassaway with with Rev. Johnny Conrad officiating.
Burial will be in the Hall Cemetery, Servia.

Native of Braxton County went to be with Jesus on Wednesday, March 07, 2012.
He attended Sutton High School and was a stepson of the late Chief of Police of Sutton, Clyde P. Six.
He served in the U. S. Army during the Korean War era.
He was preceded in death by his Mother, Pearl Ayers Six and Father Curt Ellison. Also preceding him in death is his brothers and sisters, Janet Crosby, Lucille Wilburn, Wallace J. Ellison, Walter Ellison, and Woodrow Ellison.
One brother Junior Ellison survives him. He is also survived by three daughters, Susan Beth Kvak and Cynthia Carman both of Brook Park, Ohio and Rebecca Stewart resident of Sutton, WV.
His girls had blessed him with 8 grandchildren and 9 great grandchildren with number 10 on the way.
Mr. Ellison was laid to rest in Avon Lake, Ohio at Resthaven Memory Gardens.

GSC Student Art Show Winners Announced
Winners have been announced for the fifth annual Glenville State College Juried Student Art Show.
All works in the exhibit were created by full-time GSC students who completed their work during their college careers.
The juror of the show was Zachary Orcutt, a Professor of Art at West Virginia University Parkersburg. He selected 47 pieces to be in the show from 67 entries.
“This year’s student show was a great success. I hope everyone gets the chance to see the wonderful work being done by GSC students,“ said GSC Professor of Art Liza Brenner, who also planned the event.
Harmonia Rosales received the Provost Award (Best in Show) for her oil painting, ‘Empty Every Night.‘ The $100 cash prize awarded to her was donated by GSC Provost Dr. John Peek. Rosales is a senior English major from Champaign, Illinois.
Brittany McGuire received the Linda K. Abraham Memorial Award for her photo, ‘Spiral.‘ She received $100 that was donated by the Linda Abraham Foundation. McGuire is a junior Music Education major from Beckley, West Virginia in Raleigh County.
Elora Shock won first place with her watercolor, ‘Invictus.‘ She received $80 that was donated by the GSC Bluegrass Band. Shock is a senior General Studies major from Rosedale, West Virginia in Braxton County.
Holly Wright won second place for her sculpture ‘Good Enough For You.‘ She received a $60 prize that was donated by the GSC Fine Arts Department. Wright is a senior Education major from Parkersburg, West Virginia in Wood County.
Jillian Malone won third place for her sculpture ‘Moon in the Tree..‘ She earned $40 which was donated by the GSC Fine Arts Department. Malone is a sophomore undeclared major from Anchorage, Alaska.
Joseph Overbaugh won Honorable Mention for his mixed media piece ‘The Great Escape.‘ A $20 prize was awarded to him thanks to a donation by the GSC Bluegrass Band. Overbaugh is a junior Education major from Mount Zion, West Virginia in Calhoun County.
The show took place from March 12, 2012 until April 25, 2012.
It was open to the public daily Monday through Friday from 10:00 AM to 2:00 PM.

Age 87, of Heaters, WV passed away Monday, May 07, 2012 after a brief illness.
He was born on March 22, 1925. He was the son of the late Claude C. and Hazel Arnold Nuckols.
Ed worked highway construction as Supervisor for forty years. He also served in the Navy during W.W.II.
He was preceded in death by his parents, wife, Winifred Ratliff Nuckols, sister, Mary Arnold, two grandchildren, Michael Jason Nuckols, Jennifer Michele Collins, and son-in-law, Daniel L. Seavey.
Ed is survived by his sons and daughter-in-laws Edward E. Nucklos, Jr., Roger and Diane Nuckols, daughters and son-in-laws Sylvia Seavey, Patty and Billy Dove, Carolyn and Roger Ratcliffe, granddaughters Bethany and Erika, brother Claude ‘Shorty’, Gene, and Jim Nuckols, sisters Pearl, Margaret, Francis, and Marie, all of Virginia.
Funeral services will be held at 2:00 PM Thursday, May 10, 2012 at Greene- Robertson Funeral Home, Sutton with Rev. Wilma Jackson officiating.

of Adrian, WV died Monday, April 30, 2012, in Serenity Care Home in Buckhannon where she was a resident.
She was born December 22, 1914, at Gem, Braxton County, a daughter of the late John Levie and Truda Keller Dean.
She was preceded in death by her husband, Denver M. Tenney, who died in 1982.
She is survived by two sons, H. Loren “Hank” Tenney and wife, Evelyn Kay, of Nashville, TN, and Stanley Tenney and wife, Lorietta, of Tallmansville: eight grandchildren, Steve Tenney, Stacey Tenney, Christopher and wife, Diane Tenney, Kevin and wife, Ronay Tenney, Sonia Bailey-Gibson and husband, Bill, Sophia and husband, Mike Lowther, Shellia Bailey and Sherrlia Bailey; and eight great-grandchildren, Andrew and Laura Tenney, Allyson, Kristin and Megan Tenney, John Samuel Lowther, Bailey and Brock Gibson.
Also surviving are one brother, Samuel “Dick” Dean; and three sisters: Mae McQuain and husband, Bill, Mary Tretinik and Rosalie Steele.
She was preceded in death by one daughter, Janet Kay Bailey; five brothers, Leonard Hopkins, Howard Dean and wife, Mayme, Hayward Dean, Arden “Buck” Dean and wife, Dora, Junior Dean; one sister, Dora Dean Taylor and husband, Bud Taylor; and brother-in-law, Fred Steele.
She was a member of Adrian United Methodist Church, former member of the Adrian Fire Dept. Auxiliary, co-operator of Adrian Thrift Shop and a homemaker. She loved quilting, reading, gardening and spending time with her family and friends.
Friends were received at Heavner & Cutright Funeral Chapel from 4:00 to 8:00 PM.
Funeral services were conducted Thursday, May 03, at 10:00 AM at the funeral chapel with the Rev. Robert F. Heavner officiating.
Interment will follow in Upshur County Memorial Park.

He was born on August 27, 1929 in Napier, WV the son of the late Peter Moore and Lula Elizabeth Wynes Johnson.
He is preceded in death by his parents, brothers; Jasper, Reed, Walter, Tipp, Rex, sisters; Grace Johnson and Betty.
He was a retired mechanic for WV Dept. of Highways.
Lawrence was survived by his wife; Wilma Allman Johnson, son; Jeff Johnson and wife Kandee of Exchange, WV, daughter; Terri Hoover and husband Robert of Sutton, brother; Clarence Johnson of Heaters, sisters; Lena Martin of Sutton, Cleota Balis of Weston, WV, grandson; Andrew Summers, niece; Joanie Cogar and husband Eddie, many other nieces and nephews.

Age 87, a long-time resident of Sutton, WV, died Monday, May 07, 2012, at Braxton County Memorial Hospital.
Born October 26, 1924, in Moscow, MD, Mrs. Glyn was the daughter of the late Albion Mobray and Rose Ella (Crawford) Hyde. A graduate of Barton High School, she was a clerk and stenographer for the Social Security Administration in Maryland, where she worked her entire career.
Her sister, Phyllis Richardson of Lonaconing, MD, and 10 nieces and nephews survive her.
In addition to her parents, Mrs. Glyn was preceded in death by her husband, Donald D. Glyn; sisters Daris Arnold and Helen O’Malley; and brother, James Hyde.
A private memorial service will be held in Western Maryland, where Mrs. Glyn was raised.
Burial will be in Laurel Run Cemetery in Barton, MD.

Looking at the results I find a real disturbing problem. How ignorant or maybe in some cases racist are people in this state. Keith Judd, Democrat running against Obama, received quite a bit of votes in these counties and the state. For those of you who don’t know he is a FEDERAL INMATE locked up in TEXAS. WV was the only state where his name was on the ballet. We wonder why are state gets this reputation. If you don’t agree with Obama on policies that’s fine vote Romney (Mormon) in November. If you don’t like Obama because of color, then DON’T VOTE, that is ignorance. In this case though, looks like a sure sign of racism, because anybody who would of reviewed the other candidate would of not voted for him or just not voted at all given his INMATE status.

Even if you do not like Obama you shouldn’t vote for a convicted felon! You just don’t vote.
Only 3 counties in WV voted more for a convicted felon than the president. Unfortunately one of them is Gilmer County. I guess we have to show the rest of the world how ignorant we are.

The problem with the WV primary ballot is there are NO PLACES for write ins! If Democrats could have voted for someone other than Keith Judd, then maybe they would have. 41% of the Democrats voted AGAINST Obama. This is a primary election. They know who they will vote for in November.

Obviously some of the voters didn’t take the time to look at the sample ballots and check out the candidates before they voted. Many think they vote for the best candidate. But do they really? Do they spend the time to figure out which candidate will do a good job if elected?
Based on some of the history of elections in Gilmer County and who was elected, I’d say many of the voters do not. They rely on word of mouth or how their family has always voted to make their choices. Then they complain when nothing happens or gets done.
The votes for Judd proves the point.

You know, a simple fact is that some people just don’t really know HOW to vote or how to figure out who they’re voting for. Just a thought and from what people have told me after voting day, but maybe a training course could be held at the Senior Center free of charge before the next election?

If they don’t like somebody they should not vote for that person rather than voting for someone else whom they even don’t know. This is another proof why our political system, our state, and county are so screwed up. People blindly vote for anyone and never think about the consequence of their action.

Just to make it clear when I start this comment, I am not racist. The color of one’s skin or their religion is not my concern. As far as calling WV ignorant for voting for a convicted felon I don’t remember anything such as that coming out in to the public eye to make any one aware of it. The people in this state just figured that individual COULD NOT do any worse than the one who is sitting in the Presidents seat now. If you recall, WV did not put Obama in the seat he sits in now because based on qualifications, Hillary Clinton was better suited for that than Obama. But the rest of the U.S. seemed to think that Obama would do a better job. Well, needless to say, the rest were wrong and WV got it right and were smarter than the other states for we all know Obama has put this nation in worse shape than it has ever been. Shame on our states for not having any stipulations concerning if a person was serving time in jail or federal prisons whether he could file for a position serving citizens of the U.S. Maybe this is where they need to change the rules and qualifications so that this cannot happen again. It is poor judgment on the State of WV to place this man on the ballot without releasing the jail information on him to the people of WV. Even had I known, the box beside Obama would have been left blank. So I think the blame lays on them also. But, maybe this convict would have or could have done a better job than the one who sits there now and he would not take the frequent expensive vacations and go golfing as much. The taxpayers would only be paying to feed one instead of 5 and he wouldn’t throw expensive dinners and entertainment. Could save some money there. Just a thought. It probably doesn’t make Obama feel to hot knowing that a convicted felon serving time in a Federal Correction Institution got 41% of the votes. Obama only got 26% of the vote in WV in the last election. WV is trying to tell the rest of the US that we need to change and we are smart enough to try to do that. Now who do you think WV will support in the General election. Romney when are you coming to WV? I am a registered Democrat who will be voting Republican in Nov. It’s not the party name I vote for; it is the man who will stand up for what he is put in office for, who will cut spending and taxes, and not think that all who do not want to work they should qualify for free handouts or everything bailouts and us the taxpayers foot the bill. You talk of his support for gay marriage. Well GW the guy who was “said Christian” had 8yrs and control of the House for the first 4 and he didn’t change that. Maybe Romney will though and put polygamy (multiple wives) in its place since he is Mormon and did contribute 4 million in tithes to the mormon church.
Obama is the most criticzed, scrutinized, and publicized pres in history. Don’t forget he is trying to get people to work and he did forge for taxes on the wealthy but the republicans didn’t like that idea.

I am a die heart democrat and very disappointed with the position our democratic executive committee keeps taking. They are never for the best candidates. Instead for those they can control.
Their agenda is the same old crap over and over. If they have not learned by now from the loss of Metz with all his lies and accusation, we need to teach them a lesson. Switch party or in general election vote for republicans or independents. We need to change the system and have a good chance of it in November.

The President of Democratic Executive Committee (S. P.) needs to be stripped of all command decisions and influence and should take full responsibility for allowing Metz to run for election after falsifying the documents needed to by the Secretary of State. Tennant is a complete idiot that should not even be holding office. Her experience as a baby sitter for I** M***IS, I am sure would have gotten her plenty of jobs.
What the democratic executive committee pulled off KNOWINGLY by allowing Metz to run is a criminal matter, and should be handled as a criminal matter. No more excuses, and the fact that Metz was taking the GED test just in the last couple weeks speaks volumes about the guilt factor that includes top Glenville names.
ALL SHOULD BE HELD ACCOUNTABLE - METZ HAS COVERED UP LAND FRAUD AND OTHER CRIMES as the SHERIFF of GILMER COUNTY and it’s why people call us CROOKED COUNTY.

Elma Willadene Moyers
Age 74 of Frametown, WV, joined her Lord and Savior in Heaven May 07, 2012. She passed away while at home with her family.
She was born October 17, 1937 on Cub Fork, Gilmer County and was a daughter of the late Ray and Floda White.
Willadene was a Christian by faith who dedicated her life to the care and uplifting of her family, her friends and her church, the Crooked Fork Baptist Church at Perkins.
Surviving are her husband of 56 ½ years, Nolan Moyers; her children, Sheila (Kelby) Moore of Worthington, OH; Nolan E. (Christel) Moyers, Jr. of Birch River, WV; Donald R. Moyers, Bernard (Mary) Moyers both of Frametown, and Brenda (Mark) Davis of Buckhannon, WV; siblings, Treva (John) Berry of Sutton. WV; Kenneth White of Cedarville. WV; Fay (Wilbur) Marks of Little Hocking, OH,; June (Charles) Shaffer of Stowe, OH; Kay (Doug) Henline of Normantown, WV; Nina (Gene) Stump of Flushing, MI; Dana (Caren) White of Stumptown, WV; Marjorie Born of Elyria, OH; Austin (Gerry) White of Gassaway, WV; Connie (Gary) Gainer of Weston, WV and Joyce (Larry) Fisher of Perkins, WV; ten grandchildren and six great grandchildren.
She was preceded in death by her parents, a sister-in-law, Louise White and a brother-in-law Al Born.
Funeral services will be held 11:00 AM Thursday May 10, 2012 at the Crooked Fork Baptist Church at Perkins.
Elder George Rose, Elder Roger Stewart and Elder Austin White will officiate.
Interment will be in the Moyers Family Cemetery at Frametown.
Friends may call at the Stump Funeral Home in Arnoldsburg from 6:00 to 8:00 PM Wednesday.

GSC Students Compete at State Leadership Conference
Twelve Glenville State College business students represented GSC at the FBLA-PBL State Leadership Conference held at the Waterfront Place Hotel in Morgantown, West Virginia (Monongalia County) on March 26 – 27, 2012.
At the conference, members of the GSC chapter of PBL (Phi Beta Lambda) competed in business related competitions, attended workshops, voted for state officers, and networked with business professionals.
PBL is the collegiate partner to FBLA (Future Business Leaders of America), which is a nonprofit education association that prepares students for careers in business and business related fields.
The organization’s mission is to bring business and education together in a positive working relationship through innovative leadership and career development programs.
The GSC chapter of PBL was originally founded in 1979 and was reorganized in February of 2012 after a more than five-year hiatus.
“I am extremely thrilled that within a five week period students organized the chapter as well as prepared for and participated in competitions and workshops. The group represented GSC very well thanks to support from the entire GSC Business Department. I am truly blessed to work with such great faculty and amazing students,“ said GSC Instructor of Accounting Rebecca Swisher, who is the GSC PBL advisor.

• Justin Brown (a senior Accounting, Marketing, and Management major with a minor in Nonprofit Leadership and Management from Glenville, West Virginia in Gilmer County) won second place in Marketing Concepts.
• Lisa Riffle (a senior Business Education major from Exchange, West Virginia in Braxton County) won third place in Word Processing.
• Devon Maher (a junior Marketing Major with a minor in Information and Media Studies from Augusta, West Virginia in Hampshire County) won third place in Public Speaking.
• Stephany Harper (a senior Accounting and Management major from Little Birch, West Virginia in Braxton County) won third place in Retail Concepts.
Other students who attended the conference were:
• Matthew Thompson (a senior Marketing major with minors in Nonprofit Leadership and Management from St. Albans, West Virginia in Kanawha County).
• Tammy Dobbins-Wolfe (a senior Business Education major from Procious, West Virginia in Clay County).
• Andrew Metheney (a senior Accounting and Management major from Grantsville, West Virginia in Calhoun County).
• Troy Stevens (a sophomore Computer and Information Systems major from Spencer, West Virginia in Roane County).
The first and second place winners are eligible to compete in the 2012 FBLA-PBL National Leadership Conference being held June 24 – 27, 2012 in San Antonio, Texas.
“Having recently reorganized, GSC-PBL members are starting from scratch on fundraising efforts to attend the national event. Any donations we receive would help tremendously,“ added Swisher.

Legislative Update – by – Delegate Brent Boggs - House Majority Leader - 05.07.12

Service to and appreciation for Veterans is a vital part of our State record of patriotism and veteran support. While veteran issues is primarily a function handled on the federal level, the Legislative and Executive branches of state government have consistently worked to enhance and improve the circumstances of active duty and retired military personnel. Here is a synopsis of military affairs and veterans legislation passed and signed into law in 2012:
Senate Bill 603 authorizes the Adjutant General to establish morale, welfare and recreation facilities throughout the state, which is currently only authorized at Camp Dawson in Preston County. The bill will also authorize the establishment of a board, corporation or other entity to operate the facilities. Funds created from the facilities operations will be used exclusively to benefit the facilities.
Senate Bill 605 limits the liability of landowners who make land available for law enforcement or homeland defense training. The bill expands liability limitations of landowners who grant a lease, easement, or license of land to individuals; and federal, state, county or municipal government, or any agency, when the land is used for military training. The bill additionally adds the activity of spelunking to exempted recreational purposes.
House Bill 4007 notes that an individual who has voluntarily quit employment to accompany a spouse serving in active military service - who has been reassigned – is qualified for unemployment. The account of the employer may not be charged for those benefits.
House Bill 4037 references professional and occupational licensure for former and current members of the Armed Forces of the United States. It requires consideration of military education, training and experience as qualifications for professional licensure. During periods when the licensee, certificate holder or registrant is on active duty as a member of the Armed Forces of the United States, the National Guard, or any other military reserve component and deployed outside of this state – for six months after discharge from active duty – the license, certification or registration of a person shall continue in good standing. The certification or registration shall be renewed without payment of any dues or fees for the maintenance or renewal of the license, certification or registration without meeting continuing education requirements for the license when circumstances associated with military duty prevent the individual from obtaining the required continuing education. The member of the Armed Forces is to submit a waiver request to the appropriate board, informing the board of circumstances regarding deployment outside of the United States or in any combat area. Verification that the individual performs the licensed profession as part of his or her military duties as annotated in Defense Department Form 214 (DD214) is to be made. During periods when the licensee is accompanying his or her spouse who is on active duty as a member of the Armed Forces or National Guard and is deployed outside of the state is provided the same opportunity to receive licensure for six months after active duty. The license, certification or registration of that person regulated by a board is to continue in good standing and renewed without payment of any dues or fees for the maintenance or renewal of the license, without meeting continuing education requirements when circumstances associated with accompanying a spouse on military duty prevent the individual from obtaining the required continuing education. The accompanying spouse submits a waiver.
House Bill 4330 provides that driver’s licenses may contain information designating the licensee as a person who is an honorably discharged veteran of any branch of the Armed Forces of the United States. It also provides veterans may renew licenses without cost if not expired; and redefines ‘previously licensed’ as an applicant who has held at least a level two or similar driver’s licensing level or class.
House Bill 4433 provides high school diplomas to veterans of World War II, the Korean War, or the Vietnam Conflict, regardless of whether they were attending high school before entering the military. Prior law required veterans to be attending high school before entering the military.
House Bill 4493 directs the State Department of Education to implement a program involving students that recognizes the contributions made by West Virginians in the United States military.
The bill does the following:
• Establishes the observation of a week in which December 07 falls as a special memorial week as Pearl Harbor and Military Appreciation Week.
• Declares March 30 as a special memorial day to be known as Vietnam Veteran Recognition Day.
• Declares August 07 as a special memorial day to be known as Purple Heart Recognition Day.
• Declares July 27 as a special memorial day to be known as Korean War Veteran Recognition Day

Gassaway: Boil-Water Advisory – 05.04.12
West Virginia American Water has issued a boil-water advisory for approximately 40 residential customers in Gassaway.
The affected area includes Kanawha Street, Birch Street, Linden Street and Eighth Street.
The advisory follows a water main break.
Customers are urged to boil their water for at least one full minute prior to use until further notice.
Eighth Grade Students Receive the Golden Horseshoe Award 2012
More than 200 eighth grade students from across West Virginia on Thursday received the prestigious Golden Horseshoe award for outstanding knowledge of West Virginia history and culture.
State Superintendent Jorea Marple inducted the students from all 55 counties as Knights of the Golden Horseshoe Society during a pinning ceremony at the Cultural Center.
The award is considered one of the greatest honors bestowed upon students in West Virginia.
The Golden Horseshoe honors and rewards students for their appreciation and understanding of West Virginia and her people,” Marple said. “The Golden Horseshoe is coveted by many in the state, but received by very few. Those who receive it are among a select group,” Marple said. “It is an honor that these students can be proud of for years to come.”
The Golden Horseshoe test has been administered in West Virginia each year since 1931 and is the longest running program of its kind in the United States.
The top-scoring students in each county receive the prestigious award.
Each county has at least two winners.
The exam tests student knowledge on West Virginia citizenship, civics and government, economics, geography, history and current events.
Past recipients have included authors and state Supreme Court justices, a state attorney general and a state Board of Education president.
The Golden Horseshoe originated in the early 1700s in Virginia when then-Governor Alexander Spotswood saw the need for exploration of the land west of the Allegheny Mountains, most of which is now West Virginia.
Spotswood organized a party of about 50 men to explore the frontier.
At the end of the exploration, he presented each member of the party with a golden horseshoe.
Translated from Latin, the inscription on each horseshoe read, “Thus it was decided to cross the mountains.” On the other side was written, “Order of the Golden Horseshoe.” Because of this, the recipients became known as ‘The Knights of the Golden Horseshoe.’”

Flatwoods: Training Workshop for Law Enforcement Officers Focusing on Warning Signals
Fifty law enforcement officers from across West Virginia will gather in Flatwoods in Braxton County on Friday, May 04, 2012 to learn more about recognizing the signs of animal abuse.
Members of the West Virginia Chapter of the Humane Society of the United States are staging the workshop to help law enforcement officers when it comes to animal abuse or neglect cases.
“West Virginia does not require our animal control officers be trained in this specific manner,“ said Summer Wyatt with the organization. “It helps them to be more confident in approaching a situation and knowing what is cruelty, what is torture, and what is a bogus call.“
Wyatt says there is a specific curriculum her national organization has developed to cover a wide range of possible situations an officer might face.
The subject matter deals with everything from large animal abuse to animal fighting and how to recognize signs of those activities.
“Just recognizing what an animal is truly supposed to look like, what bare essentials an animal should have, things like that,“ she said.
Wyatt says she often hears from law enforcement officers who say they have spotted specific things, but do not understand exactly what they are seeing at the time.
“They go to a property on a warrant or to talk to somebody about some other case that’s not even involved and they see these little things and they’re curious,“ she said.
Wyatt says dog fighting and cock fighting are particular issues with her organization.
Currently, dog fighting is a felony in all 50 states, but West Virginia and seven other states still only list cock fighting as a misdemeanor.
She says it is often difficult to track down those activities because they are so clandestine.
She is hoping, by offering the training course and letting officers know what to look for, they will be able to recognize and expose more cases of animal fighting and animal cruelty.
She feels strongly there is a lot more of the activity happening in West Virginia than we know.
The workshop was limited to 50 participants from any law enforcement agency and is already full because of space limitations.
However, Wyatt says they are willing to go to any part of the state and teach other seminars if there is interest among law enforcement agencies.
College Features Hands-On Training
Pierpont Community & Technical College serves 13 counties in North Central West Virginia, including Barbour, Braxton, Calhoun, Doddridge, Gilmer, Harrison, Lewis, Marion, Monongalia, Preston, Randolph, Taylor and Upshur counties.
“Pierpont specializes in preparing students in two years or less for practical hands-on careers,“ said Pierpont President Doreen Larson. “Students can benefit from a wide variety of training at Pierpont. One size does not fit all, and not everybody needs the same amount of training to reach their individual goal.“
Skill sets are groupings of classes that help students develop specific professional competencies, such as computer aided design or phlebotomy.
One-year certificate programs lead to professional certification in specific areas, such as American Sign Language communication or emergency medical services.
Associate degrees are two-year programs that generally prepare students for direct entry into the work force and in most cases can be a ladder into four-year programs or graduate studies.
Pierpont also offers non-credit training designed to meet specific work force needs, ranging from “Red Hat” miner training to federal acquisition management.

Poplar Forest Co-Op Gallery, Town Square Cafe, Controled Excentrics and the Elk Theatre will offer a Spring Art Show in downtown Sutton from 10:00 AM to 5:00 PM on Saturday and Sunday May 05-06, 2012 on the courthouse lawn and Fourth Street.
Local artisans, entertainers and food will be featured. Co-Op members get booth spaces for free, with a $25 refundable cleanup deposit.
Non-member artists are welcome to participate with a $35 booth fee.
Co-Op memberships are available for $48 a year.
Artists joining at the event receive a free booth.

Age 50, of Sutton, WV passed away May 02, 2012 at Braxton County Memorial Hospital.
He was born on August 17, 1961 in Sutton, WV.
He was the son of Earnest and Doris Arlene Morrison Stewart of Sutton. Russell was a coal miner.
He is survived by his Parents, , Brothers- Roger Stewart and wife Tammy , Robert Stewart and wife Becky all of Sutton, and Richard Stewart and wife Sandy of Tesla, Sister- Roberta Rose and husband Jim of Gassaway, Katina Asbury who called him her dad, and her three children who called him Grandpa and several Nieces and Nephews.
Funeral services will be held at 1:00 PM on Saturday May 05, 2012 at Greene-Robertson Funeral Home, Sutton, WV.
Burial will follow at Bug Ridge Community Cemetery, Sutton, WV.

Rheita Joyce Minney
Age 67, of Gassaway, WV, died April 29, 2012 with her family by her side.
She was born November 01, 1944 in Glenville, WV, a daughter of the late Teddy Earl and Alma Pearl Sprouse Greenlief.
Joyce attended Gilmer County High School and Glenville State College. She was a teacher for 28 years in Braxton County Schools. During her teaching career, she was very supportive and active in all Braxton County youth athletics and programs, frequently sponsoring and chaperoning student activities; a cheerleader coach, sponsor for Student Council, sponsor of the National Junior Honor Society and a member of BCEA, WVEA and NEA.
In retirement, she and her husband Dan were members of PALS.
She was an active member of Glenville Baptist Church.
She enjoyed playing bingo with friends, had an extensive bowling family, loved games of any sort and was devoted to all types of family gatherings. Her zest for life and her love of family created many memories for both family and friends, and she will be sadly missed. She is lovingly remembered by her siblings and their spouses, Mary Sue and Walter Roe, Betty Wright and the late Willard “Hep” Wright, Phyllis and Leon Starkey, Pat and Ken Clutter, Larry and Mary Greenlief, and Nancy and Tom Minney.
She is survived by her beloved husband of 47 years, Daniel Minney of Gassaway; her son and daughter-in-law, Donald and Pat Minney of Comfort, WV; seven grandchildren; and 17 great-grandchildren, whom she cherished.
She was preceded in death by her sister, Wanda Boggs; and her brothers, Bill, Jack, and Fred Greenlief.
Service will be 11:00 AM Thursday, at Richard M. Roach Funeral Home, Gassaway with Rev. Allen Donaldson officiating.
Burial will be in the Stalnaker Cemetery, Glenville.
Friends may call from 6:00 to 9:00 PM Wednesday at the funeral home.

WV House Majority Leader Attends Burnsville Lions Club Breakfast
House Majority Leader Brent Boggs (D-Braxton) and his wife Jean were honored to join the Burnsville Lions Club on Saturday, April 21, 2012 at a fundraising pancake breakfast at the 79er Restaurant in Burnsville.
The Lions Club was raising money to benefit various vision projects.

“I commend the Burnsville Lions Club for the active role they play in their community,” Boggs stated. The Lions Club recently cleaned up around the Burnsville Community Building and planted flowers in the flower beds around the building. They also assisted in the Burnsville Christmas parade, purchasing, packaging and distributing candy to area children after the parade. “Lions Clubs throughout the 34th District, the state and the world do much to help in their communities,” Boggs remarked. “I commend the Burnsville Lions Club members and all Lions on their efforts to make their communities a better place to live, work and play- their volunteer efforts are certainly noticed and appreciated.”
