Congressman Nick Rahall: Community Counts in Postal Closures

The U.S. Postal Service recently announced that it is considering closing 85 post offices in southern West Virginia. These are among the 150 in West Virginia – and roughly, 3,700 nationwide – that the Postal Service has determined may be subjects of discontinuance studies, the first step in the closure process.
The potential closures would affect roughly one in four postal facilities in our region, and follow an aggressive schedule to consolidate mail processing and distribution operations that have impacted Huntington and Beckley, and now Bluefield. These additional potential closures threaten further disruption of postal services, inconveniencing and burdening businesses and residents alike.
Needless to say, these announcements have caused a lot of concern. I have heard from many constituents about how our towns and communities depend on the Postal Service as the only convenient and realistic option for safely retrieving and sending mail – whether a monthly benefit check, vital prescription medication, or a parcel pickup or mailing for a routine business transaction.
West Virginians know better than most that our post offices are neighborhood gatherings spots and can be the heart of communities. When the Postal Service schedules a public meeting in some areas, I think they are surprised to learn that the only place available to host such meetings is the local post office.
The Postal Service has considerable discretion in deciding whether to close a post office. However, its authority is not unlimited. The Postal Service must consider the impact on a community, on postal workers, and on mail delivery services. Further, it is prohibited from closing a post office solely for operating at a deficit.
I have been active in opposing these closures and consolidations, meeting with the Postmaster General and garnering the support of the Members of the West Virginia and Virginia Congressional Delegations. Recently, along with the other Members of the West Virginia Congressional Delegation, I wrote a letter to the Postmaster General, laying out my arguments against these postal closings, and echoing the concerns that I have heard from constituents in the past few weeks.
I also wrote, along with the rest of the Delegation, to the Postal Regulatory Commission, which exercises oversight of the Postal Service, noting the statutory protections for rural post offices.
Federal law requires the Postal Service to “provide a maximum degree of effective and regular postal services to rural areas, communities, and small towns where post offices are not self-sustaining,“ declaring that “no small post office shall be closed solely for operating at a deficit.”
The law also requires that there be “postal facilities of such character and in such locations, that postal patrons throughout the Nation will, consistent with reasonable economies of postal operations, have ready access to essential postal services.“ The Postal Service must “provide prompt, reliable, and efficient services to patrons in all areas and shall render postal services to all communities.”
In my letter, I asked that the Postal Service not look just at the foot traffic and financial balance sheets for each post office, but also at the impact of a closure on the community, on postal workers, and on mail delivery services.
These efforts will help but they may mean little unless the Postal Service hears from the public. There will be an opportunity for public comment and participation related to each potential post office closing and it is vitally important that we exercise that right.
The Postal Service needs to hear about the importance of our postal facilities to residents and businesses. We need to tell them about mail theft in rural areas, requiring residents to have mailboxes at the local post office. They need to hear that it’s inconvenient, to say the least, to have to drive to the next town, 20 miles to 30 miles into the hills, just to pick up the daily mail or to purchase a money order.
And do not let them tell you these closings are necessary in order to balance the Postal Service’s budget. Closing these post offices nationwide is projected to save $200 million annually, while the deficit for the Postal Service is projected to be $8 billion in this year alone. I keep telling Postal officials that no matter how hard they look, they are not going to find $8 billion in our little post offices.
These potential closures are not a done deal. In the coming weeks and months, I will continue my strong and vocal opposition to postal consolidations and closures in our area. I hope you will join me.

Rockefeller Statement on Potential Post Office Closings
Senator Jay Rockefeller released the following statement after the U.S. Postal Service announced it is studying the possibility of closing 150 post offices in West Virginia as part of a cost-cutting initiative.
“I am concerned about the impact these potential closings will have on post office customers, especially in rural communities. I want to be absolutely certain that rural states haven’t been unfairly targeted. If that’s the case, I’ll be pressing post office officials to look more closely at their criteria to make sure the process is fair. For example, West Virginia stands to lose more post offices than California. That’s a red flag for me. Rural communities must continue to have access to postal services.”
“Finally, I encourage concerned West Virginians in areas that have been identified for closure to call the Appalachian District of the Postal Service to share their concerns and have their voices heard. The Postal Service needs to know directly how these possible closings are going to impact West Virginians.”
Manchin Statement about USPS Plans to Potentially Close 150 Post Offices in WV
U.S. Senator Joe Manchin (D-WV) issued the following statement about the U.S. Postal Service’s plans to study 150 post offices in West Virginia for potential closure as part of an effort to close a $20 billion budget gap.
“While I understand that families and businesses are facing tough financial choices in a difficult economic climate, I urge the Post Office to make every effort to maintain services to the people who need them most,” Senator Manchin said. “I grew up in the small town of Farmington – with just several hundred people – and I speak from experience when I say that rural post offices serve as a critical lifeline to communities. As an elected representative, I receive dozens – sometimes hundreds – of letters a day from my constituents, many of whom can only reach me by writing a letter. While I understand that tough choices are necessary in this difficult budget climate, I urge the Post Office to make every effort to maintain their services.
“With respect to this terrible announcement, the Post Office needs to explain why it seems that West Virginia faces a disproportionate burden of these closings when compared with other states, as well as how the post office will continue to serve rural communities. I plan to reach out to the Postmaster General and ask him to explain this decision and what steps can be taken to minimize the negative effects this action will have on our families.”
Background:
In April, officials from the United States Postal Service attended regional open meetings in West Virginia communities whose post offices are facing potential closure, and representatives from Senator Manchin’s staff were on hand to help facilitate these community workshops. There, local residents had the opportunity to communicate creative proposals that might help preserve postal service.
Senator Manchin has previously joined his colleagues in the West Virginia Congressional delegation to call on the Postmaster to explain why a disproportionate number of area mail processing studies are occurring in West Virginia.
NWS: Excessive Heat Warning Remains in Effect from Noon to 8:00 PM Today – 07.21.11
• Heat Index Values: 105-107.
• Timing: Noon Thursday to 8:00 PM Thursday evening.
• Impacts: Heat illness will be possible for people spending an extended amount of time outdoors or engaging in strenuous outdoor activities. This would be especially true for the elderly. Pets are also vulnerable to heat related stress and should be checked on to make sure plenty of water and shade are available to them.
Precautionary/Preparedness Actions :
• An excessive heat warning means that a prolonged period of dangerously hot temperatures will occur.
• The combination of hot temperatures and high humidity will combine to create a dangerous situation in which heat illnesses are likely.
• Drink plenty of fluids.
• Stay in an air-conditioned room.
• Stay out of the sun.
• Check in on relatives and neighbors.
• Take extra precautions if you work or spend time outside.
• When possible reschedule strenuous activities to early morning or evening.
• Know the signs and symptoms of heat exhaustion and heat stroke.
• Wear light weight and loose fitting clothing when possible and drink plenty of water.
To reduce risk during outdoor work, the occupational safety and health administration recommends scheduling frequent rest breaks in shaded or air conditioned environments.
Anyone overcome by heat should be moved to a cool and shaded location.
Heat Stroke is an emergency - call 9 1 1.

G-InMyOpinion™: We MUST Make a GOOD Investment
Planning for the future can come in many different forms - investing money, prioritizing needs and even setting a strategy for the unexpected.
If you could choose to make an investment to better your future, you should.
In contrast if there are better alternative choices you should not.
If the choice is managed well now and is vital you should.
And if the choice is currently mis-managed with waste, corruption, and illegal practices you should not.
The levies come at a cost to taxpayers. Keep in mind again, however, that this is an investment in all of our futures.
You should ask will the returns on these investments benefit the county for many years to come?
On Tuesday, November 2nd Gilmer Countians have the choice to make an investment for all of Gilmer County with the vital levies and proposed school levy.
The taxpayers’ investment will be divided in the following categories:
Levies with NO INCREASE in current taxes:
■ Gilmer County Senior Citizens
■ Gilmer County Health Department
■ Gilmer County Public Library
■ Gilmer County Extension Service
Levy with AN INCREASE in current taxes:
■ Gilmer County Schools’ construction of two new schools
Using the above criteria Gilmer Countians should vote YES for:
√ Gilmer County Senior Citizens
√ Gilmer County Health Department
√ Gilmer County Public Library
√ Gilmer County Extension Service
And vote NO for:
X Gilmer County Schools construction of two new schools

Born April 10, 1940 in Gilmer County son of the late Albert Arthur “Art” & Verna Marie Smith Fisher.
In his younger years Charles worked with his dad & brothers in the timber business.
In 1959 Charles went to work at the Ford Motor Co. at the Lorain, OH facility & once married moved his new bride there.
In 1968 they returned to Cedarville WV.., where he worked for Royal Oil & Gas.
Those who knew Charles will remember him best for the work that he did for our Lord & Savior Jesus Christ. He has been a wonderful husband, father, Grand-dad, brother, counselor, & friend for all who knew him.
Charles loved gospel music & especially loved listening to his four children sing. He also enjoyed spending time with his family, hunting, & tending to his garden. Most of all, Charles Loved the Lord & dedicated his life to him. This we know by the way he led his life & from the words he wrote in the front page of his bible. “I regret that I have but one lifetime to preach the gospel of my Master.”

2 sisters & 3 brothers survive: Linda Cook of Normantown WV, Reta Matz of Clarksburg, WV, Farrell Fisher of Cedarville, WV, Burl Fisher of Normantown, WV, & Elder Larry Fisher of Perkins, WV, Several nieces & nephews survive as well.
Along with his parents, Charles was preceded in death by 2 brothers Earl & Dale Fisher, Mother-in-Law Eva Opal Blake Dobbins, & Father-in-Law Sherman Dobbins.
Charles will be missed, but we can find comfort in knowing that he is no longer suffering & that he is now home with the Lord.
Funeral Services will be conducted at 1:00 PM Thursday, February 11, 2010 at the Mt. Carmel Baptist Church with Elder Mike Richardson & Elder Richard Westfall officiating.
Burial will follow in the Mt. Carmel Cemetery. Calling hours will be 5-8 PM Wednesday at the Ellyson Mortuary Inc. Glenville, WV, & 1 hour prior to church services Thursday afternoon.
