West Virginia State police is looking for Robert E. Carpenter of Gilmer County, WV and Michael W. Radcliff of Lewis County, WV.
Both men are scamming local businesses along I-79, according to West Virginia State Police.

Smith admitted that he manufactured meth.

Despite New Substance-Abuse Bill, Meth Lab Busts in West Virginia Occurring at Record Pace
West Virginia law enforcement officials are seizing methamphetamine labs at a record pace in 2013.
They have seized 200 meth labs to date, nearly approaching the 288 they shuttered in all of last year.
Law enforcement is on a pace to seize about 570 labs this year, despite a new law intended to slow the proliferation of meth labs.
The size of meth labs has gotten smaller as the number of busts has spiked.
Still, the smaller meth-making operations are just as toxic as larger, traditional labs

G-otcha™: Federal Guilty Pleads for Assault and Introduction of a Prohibited Object
• JOHN THOMAS CHINNICI, age 27; VICTOR AVILES, age 32 and ALEX TEJADA, age 31, former inmates at FCI Gilmer entered pleas of guilty to “Assault.”
On June 30, 2011, CHINNICI, AVILES and TEJADA assaulted another inmate by punching, kicking and stabbing him eight times with prison-made knives.
CHINNICI, AVILES and TEJADA were each sentenced to 12 months imprisonment and remanded to the custody of the United States Marshal.
This case was prosecuted by Assistant United States Attorney Brandon S. Flower and was investigated by the Special Investigative Services Staff at FCI Gilmer.
• ZSA ZSA DEE FIELDS, age 45, of Detroit, Michigan, entered a plea of guilty to “Introduction of a Prohibited Object - Marijuana.”
On December 17, 2011, FIELDS provided marijuana to an inmate at FCI Gilmer.
FIELDS was sentenced to 18 months probation.
The case was prosecuted by Assistant United States Attorney Brandon S. Flower and investigated by the Special Investigative Services at FCI Gilmer.
G-otcha™: Lewis County Resident Entered Guilty Plea to Providing a False Statement
LAWAN GADDY, age 24, of Lewis County, West Virginia, was sentenced to 21 months imprisonment to be followed by three years of supervised release.
GADDY entered a plea of guilty on December 14, 2012, to “Providing a False Statement to a Federal Firearms Licensee in the Acquisition of a Firearm” on September 20, 2011.
GADDY, was remanded to the custody of the United States Marshal pending designation to a Federal institution.
This case was prosecuted by Assistant United States Attorney Zelda E. Wesley and investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Weston Police Department.

G-otcha™: Federal Guilty Plea for Illegal Firearm Possession by Starcher
A Roane County man who broke into a camper van and stole several firearms pleaded guilty to being a felon in possession of firearms.
Robert Allen Starcher, age 29, of Spencer, WV, entered into a guilty plea in federal court in Charleston.
On January 01, 2012, Starcher broke into a camper van that was located in Walton, Roane County, WV, and took four rifles and two shotguns that were inside.
Following the burglary, Starcher took the firearms that he had stolen from the camper, along with other stolen goods, and traded the items for an SUV.
Starcher was prohibited from possessing firearms because of multiple prior felony convictions.
Starcher was convicted in September 2007 in the Circuit Court of Ritchie County of transferring stolen goods.
Starcher was also convicted in January 2007 in the Circuit Court of Calhoun County of grand larceny.
Starcher also had prior felony convictions in Gilmer and Braxton counties from 2006.
Starcher faces up to 10 years in prison and a $250,000 fine when he is sentenced on August 15, 2013 by United States District Judge John T. Copenhaver, Jr.
This case was brought as part of Project Safe Neighborhoods.
Project Safe Neighborhoods is a nationwide commitment to reduce gun crime in the United States by networking existing local programs targeting gun crime.
G-otcha™: Federal Court: Bank Employee Indicted for Embezzlement of Nearly $250,000
• DEBORAH D. RADCLIFF, age 41, of Weston, West Virginia, was named in an eight-count Indictment charging her with one count of “Embezzlement by a Bank Employee” and seven counts of “Structuring.”
According to the Indictment, while serving as the branch manager of the Weston branch bank of Huntington National Bank from July 01, 2011, to November 05, 2012, RADCLIFF embezzled and misapplied $247,249.88 from depositors’ accounts and engaged in acts of structuring to cause the bank to fail to file a Currency Transaction Report for currency transactions of $10,000 or more.
To execute the scheme, RADCLIFF utilized her position as branch manager to issue or direct to be issued cashier’s checks from funds withdrawn from depositors’ accounts issued in the name of the depositor.
RADCLIFF would take possession of the cashier’s check, forge the name of the depositor and cash the checks for her own personal benefit.
The ages of the alleged victims ranged from 56 to 90 years, with all but one alleged victim 64 years or older.
The Indictment also seeks the forfeiture of a money judgment of the $247,249.88.
If convicted, RADCLIFF faces up to 30 years imprisonment and a $1,000,000 fine on the embezzlement count and up to 10 years imprisonment and a $500,000 fine on each of the structuring counts.
This case will be prosecuted by Assistant United States Attorney John C. Parr and was investigated by the Federal Bureau of Investigation.
• SHANE O. BRANTLEY, age 36, of Sutton, West Virginia, was named in a one-count Indictment charging him with “Felon in Possession of a Firearm” on April 25, 2012, in Braxton County.
If convicted, BRANTLEY faces a maximum exposure of 10 years imprisonment and a fine of $250,000.

Around 12:30 AM, Wednesday, Glenville Police pulled over a white Mitsubishi Eclipse driven left of the center line on Mineral Road.
Smith was acting nervous and he admitted that he had marijuana pipes that he had used to smoke marijuana in the car.
After search police found ingredients to make meth.
(A can of starter fluid, Advil Flu and Body Ache containing pseudoephedrine, Zippo butane fuel, and a Ziploc bag containing what appeared to be crushed up pills.)
Upon further search the officer found a green plastic bag containing pipe cutters, a jar full of white powder with lithium strips in it that tested positive for traces of meth, a bottle of lighter fluid, aluminum foil tubing, a cold pack busted open, and a bag of salt. |
West Virginia Convictions Mount for Distracted Driving
In the first 10 months since a West Virginia law banned driving while texting or talking on a hand-held cell phone, 125 offenders have been convicted of doing just that.
The Legislature passed Governor Earl Ray Tomblin’s distracted-driving bill last year.
Drivers caught texting while behind the wheel face fines of $100 for a first offense, $200 for a second violation and $300 for subsequent offenses.

G-Comm™: Hoppy’s Commentary - U. of C. Handles a Scandal

The arrest this week of three University of Charleston basketball players is disturbing.
Sure, college kids get in trouble all the time, but these “student athletes” are accused of jumping two men outside a Charleston bar early Sunday morning and robbing them. Charleston police say Terrell Lipkins, Robbie Dreher and Quincy Washington are also “persons of interest” in the severe beating and robbery of a Boone County man last week.
These are serious crimes, and it’s important to note that the three have a presumption of innocence. Still, this is an embarrassment for the University of Charleston, a respected state institution.
Normally when these kinds of stories break, colleges go into media lockdown. Schools and coaches have practiced methods of dealing with such controversies.
They say they have no comment or that it’s an internal matter or that they’ll wait until the police finish their investigation. The hypocrisy is that the schools rely upon, and even expect, the press to gush at their success, but then cooperate in a conspiracy of silence at their failures.
For that reason, the response by University of Charleston officials is refreshing and encouraging.
Within hours after the arrests, President Ed Welch had released a categorical statement condemning the alleged crimes, adding that the students had been kicked off the basketball team and out of their residence halls.
Later in the day, Welch and Coach Mark Downey held a no-holds-barred news conference where they answered questions from newspaper, TV and radio reporters.
It was particularly awkward when Downey and Welch had to explain how the school had recruited Dreher, even though he had left Winthrop University after being charged with third-degree criminal conduct. He later pleaded guilty to second-degree assault and battery.
Welch said the review of Dreher’s background was “much more than we’ve ever done for anyone else we’ve admitted.” (I’m not sure if that’s reassuring or more troubling.)
Both Welch and Downey apologized to the university and the city of Charleston, and Downey took responsibility.
“I’m around these kids quite a bit and I take responsibility,” Downey said.
As he should. Now he and President Welch need to decide what kind of basketball program they’re going to have to represent their university.
The press conference lasted about a half-hour, with Welch and Downey taking every question. Welch made sure to ask if the press had any more questions before he left.
You can look at the picture of the two on the Metronews website and see that it was painful and embarrassing for them, but they did it. They didn’t hide behind a press spokesman or send out a feckless statement.
It’s doubtful colleges and universities across the country took note, and even if they did, most would not be willing to venture from the safe cocoon of “no comment” when bad news breaks.

Two FCI Gilmer inmates entered pleas of guilty and were sentenced on April 10, 2013, in United States District Court in Clarksburg before Judge Irene M. Keeley.
• DAVID BOGGS, age 29, entered a plea of guilty to “Possession of a Prohibited Object” on July 12, 2012, when the staff at FCI Gilmer found suboxone strips hidden inside an envelope of mail sent to inmate BOGGS.
BOGGS was sentenced to 12 months imprisonment to be served consecutively with his current 155-month sentence.
This case was investigated by the Special Investigative Services Staff at FCI Gilmer.
• DWAYNE GILMORE, age 37, entered a plea of guilty to “Fraud and Related Activity in Connection with Access Device” between December 01 and 31, 2011, when defendant participated in a scheme to defraud multiple Sears stores of merchandise.
GILMORE was sentenced to 15 months imprisonment to be served concurrently with his currently 85-month sentence and ordered to make restitution of $11,276.15 to Sears.
This case was investigated by the United States Secret Service and the Special Investigative Services Staff at FCI Gilmer.
These cases were prosecuted by Assistant United States Attorney Brandon S. Flower.

The late Mingo County Sheriff Eugene Crum made it his mission to clean up the county’s pervasive drug problem.
He wanted residents to live without fear that illegal drugs were being sold in their neighborhoods.
He wanted to cut off the flow of drugs that he said often were coming from prescriptions from out-of-state doctors.
Many say he was largely successful in achieving those goals in his short time in office.
He was gunned down earlier this week in a downtown Williams parking
His funeral is Sunday, four days after the 59-year-old sheriff was shot to death in a downtown Williamson parking lot where he ate his lunch each day.

The father and son of the victims killed in a Calhoun County fire spoke out behind bars Monday night.
Benjamin Jackson said he is still grieving and heartbroken because he couldn’t say goodbye to his loved ones.
Aryanne, age 5, Patricia, age 6, Ryan Jackson, age 7, and their grandmother, Darlene Gooslin, died in a fire last month.
The funerals for the grandmother and her grandchildren were held Saturday.
Jackson and his brother, David, survived that fire and were taken to the hospital. But after leaving the hospital, Benjamin Jackson was arrested.
When Benjamin Jackson was taken to the hospital after being severely burned, police said they found a small amount of meth in his pocket. As the investigation continues into what caused the tragic fire that killed four of his family members, he said drugs had nothing to do with it.
“I loved them more than anything,“ Jackson said of his family.
Waking up to screams for help, Jackson picked up his 7-year-old son Ryan and ran through the flames toward the door. Seconds later, his brother, David, came running out on fire. He said when he tried to knock out a window to save his two daughters - Aryane and Patricia - Ryan ran back inside and hid under the bed. The next thing he remembers is waking up in the hospital a few days later.
“I thought I still had one kid left. I didn’t know that he ran back in the house until I woke up,“ he said.
On Thursday, Jackson checked himself out of the hospital - wanting to prepare for and attend the four funerals.
“I just keep thinking and wishing I could have done something different, or it might have been different,“ Jackson said.
Police said it’s what Jackson had in his pocket when he was rushed to the hospital that has landed him in jail—15 grams of meth, coffee filters and a smoking device. Jackson does not deny those allegations, but he details an addiction he said he can’t overcome.
“I might have been arrested for some drug charges, but the drugs had nothing to do with this accident,“ he said.
Jackson is aware of talk around town that the fire was sparked by a meth lab. State Police and the state Fire Marshal’s Office won’t comment on that specifically but said they are investigating all possibilities. Jackson said he’s hurt and upset by the speculation.
When asked if there was any drug activity in the home, he said, “No, there was nothing like that around my kids.“
Now a grief-stricken father and son is coming to terms with a tremendous loss is behind bars.
“I wished it hadn’t ended like this,” Jackson said. “I wish there was something different I could have done.“
Investigators said an official cause for the fire has not been determined, and if they find evidence of a crime that information will be handed over to the Calhoun County Prosecutor’s Office. Jackson is charged with misdemeanor drug possession, and hopes to soon post his $3,000 bond.

Nicholas County Prosecuting Attorney P.K. Milam says Salwa Amin, age 24, from Charleston, WV failed a drug test this week.
Because of that, her bond was revoked and she was booked at the Central Regional Jail on Wednesday.
Amin, who is part of the popular MTV reality series that is filmed in Kanawha County, was arrested on drug charges in February along with two others, Shawn Booker, age 42, of Detroit and Jason Jones, age 31, of Summersville.
They were all charged with possession with intent to distribute heroin and oxycodone and conspiracy.
The evidence against the three could be presented to a Nicholas County Grand Jury in May.
MTV has scheduled “Buckwild” for a second season.

Lewis County Sheriff Department arrested fifteen individuals, including 14 adults and one juvenile on Monday, March 25, 2013 as part of a roundup of people accused of dealing drugs.
This is part of the Lewis County Sheriff Adam Gissy’s champain to clean up the county from drugs.
Those arrested are:

• Melissa L. Neal of Jane Lew, WV is charged with two counts of possession with intent to deliver.

G-Comm™: Hoppy’s Commentary - Two Steubenville Teenagers Convicted of Rape

Two Steubenville High School student athetes have been convicted of raping a 16 year old girl last summer.
In Jefferson County Juvenile Court Sunday morning, visiting Judge Tomas Lipps saw enough evidence to prove that Trent Mays and Ma’Lik Richmond were diliquent of the crime. Delinquent is the juvenile court equivalent of guilty.
Richmond will spend a minimum of one year and Mays will serve a minimum of two years in detention.
For the first degree felony rape conviction, both teens were ordered to be admitted to Department of Youth Services for a minimum of one year or a maximum of until they turn age 21.
In addition to his rape conviction, Mays was also found delinquent of transmitting nudity oriented pictures of a minor. He will serve one year or a maximum of until he turns age 21 for the charge. Both of his felony sentences will run consecutively.
The judge ordered the teens to receive appropriate treatment for the crimes and not to be released by the DYS until a court has determined that the teens can register as juvenile sex offenders.
The judge also said the teens are not allowed to have any contact with the victim until they turn 21.
Both teens pleaded not guilty of raping the girl at a party on August 11, 2012. The charges stem from a police report that was filed by the victim’s parents in Steubenville, OH on August 14.
After the sentence was handed out, Mays and Richmond apologized to the victim’s family for what they had done.

An Upshur County, WV, man lied to his 16-year-old stepdaughter about a death in his family before taking her and her 7-month-old daughter from their home in Rock Cave, WV, leading West Virginia State Police to issue an Amber Alert on Tuesday night.
WV State Police lifted the alert just after 9:00 AM Wednesday morning when they arrested Margel F. Tenney, 57, of Rock Cave, on I-79 southbound near Jane Lew, Lewis County, WV.
Tenney learned that he was under investigation by WV State Police for an alleged sexual abuse, and it was at that time that he picked up 16-year-old Shaina Tenney and her daughter, Grace Tenney, from their home in Upshur County, according to a press release from the West Virginia State Police.
Margel Tenney drove the girls about 37 miles northeast to a gas station in Belington, WV, where he traded his Dodge Truck for a 2003 Ford Taurus. They traveled from there to White Hall, WV, near Fairmont, WV.
In Fairmont, Tenney purchased a trac phone at a Walmart at 7:21 PM.
From there, they went to Ohio before travelling back to Buckhannon, WV, in Upshur County.
At 9:00 AM Wednesday a WV trooper on patrol in the northbound lanes of I-79, near the Stonewood, WV, exit, noticed a vehicle traveling at a slower than normal rate in the southbound lanes, which matched the description of Tenney’s Taurus.
The trooper initiated a traffic stop with the vehicle in the southbound lanes near Jane Lew, WV, with the assistance of troopers from surrounding counties.
Troopers found Margel Tenney along with Shaina and Grace Tenney and Margel Tenney’s son in the vehicle. The two girls were found in good condition, and Margel Tenney’s son was interviewed by troopers and released from custody.
Shaina and Grace Tenney were transported to Lewis County Child Protective Services.
They told police Margel Tenney told them there was a death in the family, and that was the reason for the travel. It wasn’t until Wednesday morning that they learned about the alert.
Margel Tenney was charged with two counts of sexual abuse, second degree, which were unrelated to Tuesday’s incident. |

G-otcha™: Second Arrest Made in Roane County Overdose Death
A second person is behind bars in connection with the overdose death of a Raone County woman Friday, March 01, 2013.
Law enforcement oficers arrested Chad Renzelman, who is from Washington state, Monday, March 04, 2013, and charged him with first degree murder and delivery of a controlled substance.
Police say Renzelman mailed LSD to Todd Honaker, who then gave the drugs to his wife Renee, which killed her.
Honaker faces the same charges as Renzelman.
Police say the two men apparently knew each other from college.
Renzelman is a chemist at a nuclear power plant in Washington.
Renzelman allegedly sent LSD or acid to the Honakers, according to court documents.
It is believed that both of the Honakers used the drug.
The three apparently knew each other from online interactions.
Within the next 10 days, Renzelman is expected to be extradited to West Virginia.
Honaker will appeared in court Tuesday morning at 10:00 AM for his preliminary hearing.

Child Protective Services said they discovered deplorable conditions inside their home.
Both are from Troy, WV.
Child Protective Services workers found the house covered in dog feces and urine.
Fourteen dogs reportedly live in that home.
The children were found suffering from scratches and scarring from the animals, and malnourished.
A witness reported that she observed the children being knocked down by one of the dogs.
She also stated that the dog was “attempting to have sexual intercourse with the children, which caused some of the scratching.“

Both are from Troy, WV.
Child Protective Services workers found the house covered in dog feces and urine.
Fourteen dogs reportedly live in that home.
The children were found suffering from scratches and scarring from the animals, and malnourished.
A witness reported that she observed the children being knocked down by one of the dogs.
She also stated that the dog was “attempting to have sexual intercourse with the children, which caused some of the scratching.“

This Roane County man is behind bars and facing murder charges after a drug overdose.
Police say Renee Honaker, age 30, died from an overdose after her husband, Todd Honaker, age 34, of Spencer, supplied her with drugs.
The incident happened Friday around 7:00 PM.
Police believe Todd Honaker was under the influence of the drug at the time of the incident.
Honaker is charged with first degree murder and delivery of a controlled substance after police say he did not act to help his wife from dying. |

Calhoun County woman was indicted for the death of her infant daughter earlier this year. Calhoun County judge ordered a 60-day evaluation instead of
sentencing on Monday, February 25, 2013. she was charged with murder and child abuse resulting in the death of her 2-month-old girl. Autopsy results showed the infant died of blunt force trauma to the head in February 2012. The infant had sustained a skull fracture and a broken arm. The infant died a couple of days later. If convicted, she could face between 10 and 40 years in prison. She told the Calhoun County judge that she was sorry! |
