West Virginia Trooper Shootings May Prompt Arrest Changes

The fatal shooting of a West Virginia State Police trooper and the wounding of another could lead to changes in the State Police’s arrest procedures.

WV State Police spokesman Sgt. Michael Baylous says the agency reviews any critical incident to determine if changes are needed to improve safety.

Cpl. Marshall Lee Bailey and Trooper Eric Michael Workman were shot Tuesday night, August 28, 2012 during a traffic stop at the Wallback park-and-ride off Interstate 79.

Bailey died at the scene and Workman remains in critical condition.

Police say Luke Baber of Oak Hill, WV shot the troopers with a handgun hidden in his pants after he was put in their cruiser’s backseat.

Baber’s hands were handcuffed in front of him.

Baber was killed in a shootout with other officers.
