Glenville City Council Meeting Minutes

7:00 p.m.

The meeting was called to order at 7:00 p.m. by Mayor Dennis Fitzpatrick with Council members Fisher, Wiant, Bone and Taylor present. Councilwoman Dean was absent.

I. Call to Order

Public Comments


A. Approval of Minutes – August 06, 2018

The minutes from the August 6, 2018, meeting were reviewed. No corrections were noted and minutes were placed on file for audit.

II. Reports


Due to the holiday, the financial report will be presented at the October meeting.

Street Report

Glenville Utility has an older dump truck that possibly needs an engine and was recently donated to the City. After looking at the engine, it is believed the truck might only need a cam and lifters at an approximate cost of $1000. Mayor Fitzpatrick stated the Street Department needed a stamper which is used for pothole repairs at a cost of approximately $650. Councilman Wiant made a motion to approve the purchase of the stamper. Councilman Fisher seconded the motion. Motion passed.

Police Report

Chief Huffman reviewed the police report with council. He requested Executive Session regarding a personnel matter. Councilman Wiant made a motion to move into executive session at 7:03 p.m. Councilman Fisher seconded the motion. Motion passed. Councilman Wiant made a motion to move out of executive session at 7:10 p.m. Councilwoman Taylor seconded the motion. Motion passed. Councilman Wiant made a motion to hire Jacob Braniff as new officer in the police department to begin working the next Monday. Councilman Bone seconded the motion. Motion passed. Chief Huffman noted that Captain Joey Garrett had submitted his letter of resignation as police officer for the City of Glenville to accept a position with the WV State Police. Mayor Fitzpatrick accepted his letter of resignation with regret.

Glenville Utility

Mayor Fitzpatrick noted there were two leaks that were repaired on the water side, one on Walnut Street and the other on River Street. Nothing to report on the sewer side.

* GCHS Homecoming Parade

The GCHS Homecoming Parade is scheduled for Friday, September 21. Councilman Wiant made a motion to approve the GCHS Homecoming Parade on Main Street. Councilwoman Taylor seconded the motion. Motion passed.

* Pioneer Stage (Sept 22nd, 10:00-6:00); need to block streets

Pioneer Stage Grand Opening is scheduled for Saturday, September 22. Councilman Bone mentioned some of the events scheduled including jam sessions and lectures. Councilman Fisher made a motion to approve the Pioneer Stage Grand Opening Event on September 22. Councilman Wiant seconded the motion. Motion passed.

* Thank you National Night & Back to School Bash

Mayor Fitzpatrick provided a public Thank You to all those who assisted with National Night Out and Back to School Bash. This event went well and was well attended.

* Glenville Elementary Ice Cream Social (City Square 4:00-7:30) Sept 20th

Gilmer Elementary plans to hold an Ice Cream Social at the City Park from 4:00 p.m. to 7:30 p.m. on Thursday, September 20.

* Parking Permits (meters)

Mayor Fitzpatrick suggested selling yearly parking meter passes for downtown. He has talked with several business owners and they are in favor of this idea. The passes would sell for $150 per year to park at a meter but not a specific reserved space and possibly from the farthest block including the church block. These passes would be a hang tag and be registered for a specific vehicle. The City is also looking at providing passes to High Street which would run through Glenville State College. GSC Campus Security would sell and monitor these spaces for the City. Mayor Fitzpatrick will continue working on this idea.

* Municipal Fees going out in September

Municipal Fees statements will be mailed soon.

* Stamper for Street Department
