GLENVILLE CITY COUNCIL MINUTES

7:00 p.m.

The meeting was called to order at 7:00 p.m. by Mayor Dennis Fitzpatrick with Council members Fisher, Wiant, and Huffman present. Council members Dean and Taylor were absent.

Public Comments

None

A. Approval of Minutes – April 02, 2018

The minutes from the April 2 council meeting and April 17 Budget meeting were reviewed. One spelling correction was noted and minutes were placed on file for audit.

II. Reports

Financial

The book keeper was absent. Mayor Fitzpatrick reviewed the financial summary with council. The fiscal year budget is currently at 85.21% with revenue at 100% and expenditures at 84.39%. A request was made to transfer funds within line items as end of year adjustments. Councilwoman Huffman made a motion to move $500 from line item 433 - Camp Workers to 411 -Recorders Office; $5000 from line item 700 – Police Dept. to 440 – City Hall; and $200 from 442 – Audit to 703 – Canine Unit. Councilman Wiant seconded the motion. Motion passed. Councilman Fisher made a motion to approve the financial summary as presented. Councilman Wiant seconded the motion. Motion passed.

Street Report

Mayor Fitzpatrick provided the street report to council noting the City is making progress in tearing down the third house on College Street and demolition should begin within the next two weeks.

Police Report

Chief Huffman was absent. Mayor Fitzpatrick reviewed the police report with council. He noted that Chief Huffman has requested a new copier for the office on a 60 month lease at a monthly cost of $99. The monthly fee on the current copier is $83. Councilwoman Huffman made a motion to allow the police department to move forward with the contract on the new copier. Councilman Fisher seconded the motion. Motion passed.

Glenville Utility

Mayor Fitzpatrick provided the Utility report to council. There was a 1 ½ inch meter problem behind the laundromat that was repaired. Nothing to report on the sewer side.

Recorder

Nothing to report.

Mayor Comments

* Executive Session

Requested executive session at the end of the meeting. Mayor Fitzpatrick noted the Gilmer County Public Library has been rated number 7 in the State.

* Audit (4,000.00)

The audit has been finalized with the report signed and sent back with the best rating we can get. He received a letter regarding the audits for those in the Class IV Municipality stating only one state audit will occur every 3 years with students auditing in alternate years. The fee will be reduced to $2000.

* Updates: Safety Committee Meeting, Spring Cleanup, Rosie the Riveter

* The annual safety committee meeting was held.

* Completed the Spring cleanup around the City.

* Our Rosie the Riveter event went well and was well attended. Gary Coberly did a good job on this project.

* Noise Ordinance

A request was received regarding the City’s noise ordinance The Pub would like to have a band on June 22nd of the Folk Festival. Mayor Fitzpatrick provided written permission for The Pub to hold this event with no speakers or band outside. - Mon Power has a planned power outage on Saturday, May 19, from 800-200 but should only affect the stop light downtown. Councilman Wiant made a motion for council to move into executive session at 7:12 p.m. Councilman Fisher seconded the motion. Motion passed. Councilwoman Huffman made a motion for council to come out of executive session at 7:18 p.m. Councilman Wiant seconded the motion. Motion passed. Councilwoman Huffman made a motion to promote Dusty Rhoades to Street Dept. Supervisor and increase the hourly wage to $14 per hour effective July 01, 2018. Councilman Wiant seconded the motion. Motion passed. Mayor Fitzpatrick requested permission to attend two upcoming meetings and approval for travel reimbursement. He will be attending the WV Municipal League Board of Directors meeting on June 05 in Weirton and the WV Municipal League meeting in Charleston on June 30. Councilwoman Huffman made a motion to approve the mayor to attend the two meetings with reimbursement of travel expenses. Councilman Fisher seconded the motion. Motion passed.

III. Next City Council Meeting

The next council meeting will be June 04, 2018, at 7:00 p.m.

IV. Adjourn

Meeting adjourned at 7:21 p.m.
