Gilmer County Board of Education Regular Meeting Minutes

The Board of Education of the County of Gilmer
Monday, September 11, 2017 – 6:00 p.m.
Central Office


The meeting was called to order at 6:00 p.m. by President, R.W. Minigh.


Members present: R.W. Minigh, Norma Hurley, David Ramezan, Mike Triplett, Carl Armour and Patricia Lowther, Secretary.

Others present: Nasia Butcher and Becky Minigh.


R.W. Minigh led the Pledge of Allegiance.

Norma Hurley moved that the Minutes of August 28, 2017 be approved. Mike Triplett seconded the motion. Motion passed 5-0.

Student Transfers-


Out-of-State Field Trips -



Volunteers, Aimee & Clinton Hartshorn, were approved on a motion by Norma Hurley with a second by Dave Ramezan. 5-0

After discussion and questions, the Treasurer’s Report was approved on a motion by Mike Triplett and a second by Norma Hurley, 5-0.


There has been no Calhoun-Gilmer Career Center or RESA 7 meeting since the last Gilmer County Board of Education meeting.


Service Animal Policy 3225- The policy was adopted on a motion by Dave Ramezan and a second by Carl Armour 5-0.


R.W. Minigh moved that the second bullet to the Administrative Rule to Volunteer Policy 4170 be modified. Dave Ramezan seconded the motion. 5-0. Superintendent will modify and publish the amended AR Policy.

The Special Education Policy 2419 was adopted on a motion by Dave Ramezan and a second by Mike Triplett. Motion passed 5-0.

Carl Armour moved that the board refrain from paying the premium renewal on the flood insurance for Troy Elementary due to the property being sold in the near future. Mike Triplet seconded. 5-0

The approval of a bus purchase was postponed until the September 25, 2017 board meeting.


Dave Ramezan moved that the board go into executive session to discuss personnel issues at 6:39 p.m. Motion was seconded by Carl Armour. 5-0

Norma Hurley moved to return from executive session at 7:48 p.m. seconded by Carl Armour. 5-0.

There was no action taken.

Dave Ramezan then left the room before Line 9 of the personnel property was addressed.

Carl Armour moved that Line 9, Janette Ramezan, be approved to the position of Homebound Teacher for the 2017-2018 school year on the recommendation of the Superintendent. Norma Hurley seconded the motion. 4-0.

Mr. Ramezan then returned. Norma Hurley moved that the remainder of the personnel agenda be approved as presented and recommended by the Superintendent. Carl Armour seconded the motion. Motion passed 5-0 as follows:

Leslie Campbell and Susan Chapman, Homebound Teachers for 2017-2018

Kathy Minigh, Substitute Teacher, 2017-2018

McKinley Buckley, Mentor Teacher, Social Studies, GCHS, 2017-2018

Ronnie Facemire, Mentor Teacher, 4th Grade, GCES, 2017-2018

Shelly Mason, Curriculum & Instruction Coordinator, GC Schools, 2017-2018

Nicholas Roberts, Aux. Mini Titan Football Coach, GCHS, 2017-2018


Mrs. Butcher distributed a spread sheet and explained the ACT scores to the board and pointed out areas of improvement since 2007. She shared successes of the FFA, Farm Show and the Marching Band.

Superintendent Lowther informed the board that the last of the auction items from the Central Office were being moved this week to Sand Fork and Troy Elementary for auction.

She discussed with the board the need for a special meeting on September 25th at 4:30 to discuss the upcoming Excess Levy election. Carl Armour moved to schedule the meeting with R.W. Minigh seconding the motion. 5-0.


Norma Hurley moved to adjourn the meeting at 8:06 p.m. seconded by R.W. Minigh. 5-0.

Apparently the 5 year, GC school news embargo, by the West Virginia Board of Education has been lifted ?  Hope so.
