        <p>Governor Joe Manchin challenged members of the state Board of Education Wednesday to be agents of change in public education in the Mountain State.</p>

<p>Manchin made a rare appearance before the board at its monthly meeting. &#8220;You must take the lead,&#8220; Manchin said.</p>

<p>The governor wants to call a special session of the legislature this spring to make major changes in education, but he says the effort would be wasted unless the state Department of Education and the state Board of Education are out in front.</p>

<p>&#8220;Take the leadership as a board,&#8220; Manchin urged. &#8220;Are you satisfied with the results?&#8220;</p>

<p>The governor says the state has been recognized for changing its standards in recent years, but education results don&#8217;t match the amount of money West Virginia taxpayers put out.</p>

<p>&#8220;The money is there, but the effort needs to be better,&#8220; Manchin told board members. &#8220;The administrative costs are too high.&#8220;</p>

<p>West Virginia&#8217;s application for federal Race to the Top funds was turned down last week. There&#8217;s a second round of funding available with applications due in June.</p>

<p>The governor wants to make major changes in education before then in a special session, but not without the state board.</p>

        <p>Doddridge County Sheriff’s Department is warning the Doddridge County residents about a white Dodge Caravan with Pennsylvania tags.</p>

<p>The men inside the van are perpetuating a potential scam, a Sheriff Deputies said. </p>

<p>“The scammers are approaching the homes of women and the elderly, then attempting to sell them various items ranging from medical supplies to paper towels.” </p>

<p>However, Sheriff Department said this is a excuse to get into people’s homes and potentially steal from them later. </p>

<p>The Doddridge County Sheriff Department encourages anyone who is approached by these men to call 911 immediately.</p>

        <p>The Braxton County Development Authority is receiving a federal grant of $150,000.</p>

<p>The federal money was approved by a Rural Business Enterprise Grant.</p>

<p>According to a news release from the U.S. Department of Agriculture Rural Development, the department serves as the lead federal entity for rural development needs and administers program assistance through its housing, business/cooperative, community and infrastructure programs.</p>

<p>Officials said the funds will be used to help in renovating space in an existing building to retain a current tenant, Triune Group.</p>

<p>The grant is expected to save seven existing jobs, according to the news release.</p>

        <p>Taxpayers who fail to pay municipal fines in West Virginia could receive lighter refund checks.</p>

<p>State Tax Commissioner Christopher G. Morris announced Tuesday that taxpayers who fail to pay municipal fines and other costs within 270 days will be subject to having their personal income tax refunds withheld or denied.</p>

<p>Municipalities that sign up for the legislatively mandated program will send lists of delinquent taxpayers to the state tax commissioner.</p>

<p>The State Tax Department will then notify affected taxpayers of the amount being withheld.</p>

<p>The West Virginia Office of Tax Appeals will hear all appeals.

        <p><b>Ingredients:</b><br />
4 boneless, skinless chicken breasts (about 1 1/4 pounds)<br />
1/4 cup all-purpose flour<br />
1 teaspoon salt<br />
1/2 teaspoon ground black pepper<br />
1 tablespoon extra-virgin olive oil<br />
1 tablespoon butter<br />
12-ounce package fresh pineapple chunks (1-3/4 cups)<br />
1/2 cup orange juice<br />
1/2 teaspoon cornstarch<br />
1 tablespoon brown sugar<br />
2 jalapeño chilies, seeded and minced<br />
2 cloves garlic, minced<br />
2 tablespoons chopped cilantro</p>

<p><b>Direction:</b><br />
Arrange chicken breasts in a single layer on a work surface and cover with plastic wrap.<br />
Using a heavy skillet or a rolling pin, pound them until flattened to about 1/2 inch thick.<br />
In a shallow dish, combine the flour, salt and pepper.<br />
Dredge both sides of each breast in the seasoned flour.<br />
In a large nonstick skillet over medium-high, heat the oil and butter.<br />
Add the chicken breasts and cook until they are well browned on both sides and no longer pink at the center, about 4 minutes per side.<br />
Transfer them to a plate and cover with foil to keep warm.<br />
Do not clean the skillet.<br />
While the chicken breasts are cooking, drain the juice from the pineapple into a measuring cup.<br />
Add enough orange juice to total 3/4 cup.<br />
Stir in the cornstarch, then set aside.<br />
Return the skillet to the stove over medium-low.<br />
Add the drained pineapple and brown sugar.<br />
Cook, stirring constantly, until the pineapple begins to brown, 3 to 4 minutes.<br />
Add the chilies and garlic and stir until the garlic is beginning to color, 1 to 2 minutes.<br />
Stir in the reserved juice.<br />
Bring the sauce to a simmer and cook until thickened and reduced slightly, 4 to 5 minutes.<br />
Stir in the cilantro, then serve, spooned over the chicken breasts. </p>

        <p>A salvage yard in Doddridge caught on fire when an employee was working on a car with a torch, and the sparks from the torch caused the fire.</p>

<p>It took the firefighters almost four hours on Tuesday to contain the fire at Nicholson&#8217;s Auto on Tarkiln Road in Doak, in Doddridge County.</p>

<p>The fire spread through a stack of cars, incinerating about 50 of them.</p>

<p>Firefighters from Salem, McClellan, Smithburg, West Union, and NutterFort fought the fire.</p>

&bull;&nbsp; 1834 - The Virginia General Assembly passed an act authorizing the following counties to erect gates across public highways: Kanawha County, Mason County, Wood County, Jackson County, and Cabell County.</p>

<p>&bull;&nbsp; 1834 - The Virginia General Assembly passed an act requiring the owners of dams to also construct locks on the Little Kanawha River from its confluence with the Ohio River to Bulltown.</p>

<p>&bull;&nbsp; 1856 - The Virginia General Assembly passed an act creating Roane County from parts of Kanawha County, Jackson County, and Gilmer County, with an election scheduled to determine whether the county seat would be at California (present-day Spencer) or the farm of Robert Luney.</p>

<p>&bull;&nbsp; 1881 - The West Virginia Legislature passed an act appropriating $1,339.23 to pay the first batallion of West Virginia volunteers for their service in &#8220;preserving the peace&#8221; during the coal strike in Fayette County in January 1880. It was approved by the governor on March 12.</p>

<p>&bull;&nbsp; 1889 - The New Mala Noche Mining Company was incorporated in West Virginia by the following: John Allan Mackinon, John Allan Mackinon, Jr., James M. Chapin, Oscar T. Earle, and James Gilmer, all of New York city. The company&#8217;s purpose was to operate mines in Mexico, with its main offices in New York city and Zactecas, Mexico.</p>

<p>&bull;&nbsp; 1891 - The West Virginia Legislature passed an act regulating elections and determining those offices for which the people could vote. It became law without the approval of the governor on March 18.</p>

<p>&bull;&nbsp; 1902 - An electric light plant opened in Shepherdstown, Jefferson County, establishing electric light in that town for the first time.</p>

<p>&bull;&nbsp; 1939 - The West Virginia Legislature passed an act requiring strip mine operators to acuire a permit from the Department of Mines and to post $50 in bonds for each acre of land disturbed for its reclamation.</p>

<p>&bull;&nbsp; 1956 - The West Virginia NAACP filed suit in the United States District Court in Charleston to force the Logan County Board of Education to integrate its schools more quickly. State NAACP President T. G. Nutter indicated at this time that similar suits were being considered against boards of education in Berkeley County, Jefferson County, Hardy County, and Boone County.</p>

<p>&bull;&nbsp; 1965 - A Chicao Daily News article reported that former West Virginia governor Marland was working as a cab driver in Chicago. The following month, Marland returned to Charleston as an associate director of James F. Edward Enterprises, headquartered in Chester (Hancock County). Presumably, Marland was considering another run for political office when he learned of his terminal illness later that year.</p>

<p>&bull;&nbsp; 1969 - Governor Arch Moore &#8220;fired&#8221; 2,627 striking road maintenance workers (the total was originally announced as 3,600).</p>

<p>&bull;&nbsp; 1983 - The Consolidation Coal Company and Eastern Associated Coal Company announced the layoff of 369 employees in Mercer County and Monongalia County. That same day, Eastern recalled 195 employees in Raleigh County.</p>

<p>Wages and salaries averaged $19.41 and benefits, $8.00.</p>

<p>Private industry costs for employees averaged $1.86 per hour worked for paid leave benefits and $2.25 for legally required benefits.</p>

There were 2.7 million job openings on the last business day of January 2010.</p>

<p>The job openings rate rose over the month to 2.1%, the highest the rate has been since February2009.</p>

        <p>House members passed a dozen bills Wednesday including one to extend deadlines for approval of subdivision and other land development projects. And Del. Harry K. White is assuring citizens that the budget bill approved by the House includes money to allow hundreds of senior citizens to remain in their homes instead of going to nursing homes.</p>

<p>The bill to allow optometrists to do some limited laser surgery emerged from committee and was read on the floor for a first time today. However, committee members removed the laser surgery provision and now the bill seems unsatisfactory to both sides in the debate.
