The original sin: 2011 I am qualified to speak for and support this groups goals.  I will see to it that the Governor does a Blue Ribbon Study of Gilmer County education successes and work with you to stop this consolidation to one school causing the destruction of FOUR communities in Gilmer County. The children won’t be forced to travel.

Result: Change of plans. “I was never against consolidation! I can’t be part of this.  I’ve been elected and put in as President of the board.”  I’ll destroy you.


Local BOE President swears: I have local political influence and will see to it that intervention ends within the first year.  I will be Superintendent and promise to fire the High School Head Administrator.

Result:  Ron Blankenship stays three years and Gabe Devono is appointed by the state as Superintendent of Gilmer County Schools July 1, 2014. The President turns in his resignation but withdraws it. His public goodbye quote regarding Mr. Blankenship? He had “promised the Superintendent to never be an impediment to anything he wanted to do”. Later informed new Superintendent and the Board “they” had been “misled”.


BS continues collecting expense checks for many “principled closed door meetings” no one seems aware of but himself. Once more no communication with local BOE. Even the OEPA and WVBOE begin to see a problem with him. Superintendent approval is guaranteed as BS is put in place over multiple planning committees for more money.

Result: Board President actually says and believes there’s no need to speak with fellow board as he does not feel he “would ever do anything wrong”. Everything is under control. Name dropping constantly. All was done in the name of a local business owner per BS. Leading Creek goes live and more checks collected for Governance Board and RESA meetings with no report to the Board, no report to the public, no report, no accountability, no transparency, really, no board involvement whatsoever. Attempts to personally attack fellow board members in illegal executive session fail.


Sets up a board member to report on questioned educational statistics at the High School. Tells no one.

Result:  When the Head Administrator responds to the report and asks who wanted it done the Presidents participation is revealed.  His response was well yes I did but the board member “WENT TOO FAR!” taking no accountability for his own promotion of board dysfunction. In fact creating and supporting it.


Reports he has it on good authority Gabe Devono will be leaving June 30, 2015. He will be the next Superintendent.

Result:  No change in the takeover status. Gabe still here.


Insists on a move to Minnie Hamilton offices increasing rent to the BOE by four fold.  Funds for education go to support a financially distressed County Commission. Attempts to force an illegal executive session fails. 

Result: No cost savings.  More politics and the pretense of financial control goes back to WVBOE. Medical facility use is now diverted.  A chiropractic office is turned away.


No public information,in fact, board President supports the state appointed Superintendent’s position of no information to the board. The President lets Teachers and Staff know he does not believe control should be returned to the local board. They are not ready. Same thing is told the OEPA afterwards says he is satisfied with the recent audit.

Result: No change in intervention status. One elementary school on a riverbank, in a flood plain and students sent out of county. Money lost. Current attempts to hurt the head High School Administrator are done in the name of protecting made up reports of sexually abused sixth, seventh and eighth grades while the real goal is an attempt to decrease her paycheck in retaliation over an old disagreement going back to a vote of no confidence from the GSC professionals.  Even though he knows doing so endangers any possible future for a High School/Middle School. Seems not to matter, nothing good for the school system appears to matter to President Simmons.


Totally denies actual public board votes to expand minutes request information and items on an agenda took place. Sees and hears nothing that does not support a state agenda and keep him the only one to meet with the Superintendent, the SBA, the BOE or hear of any plans.  Publicly refuses to support expanded meeting minutes or answering the questions of anyone in public delegation or from the board time and time again.

Results:  Public anger, board exasperation. No information.


The Big Question: Why is someone who is very willing to throw Students, Teachers, Parents, BOE staff, BOE members and even local philanthropists under the bus to protect and glorify himself allowed to continue in a leadership position? Why support this farce?


Recommendation: No vote for Lying BS. Show some real support for the capable and honest members of our Board of Education. Send the message it’s time to go BS.

Dear Gilmer County Citizens,

I have never been as involved in any political campaign and election season as I have been on both a national and local level as I have been with Election 2016. As I have quietly observed the “political turmoil” unfold the vast amount of candidate disrespect that takes place from all offices is shameful. I was raised in this county and MANY MANY years ago I was proud to be able to call it home. This county has changed drastically and that is not something that has happened in the last 4 years.

I believe that every individual running for office should have an equal opportunity to do so. I also believe that every citizen of the county has the right to be fully informed of the truth. Those individuals that seek out the truth deserve to know it. I give kudos to The Gilmer Free Press for providing well researched information. I have seen posts on social media of citizens expressing their dislike for specific candidate(s), though this may not be viewed in an appropriate fashion to some at least they are speaking up. Contrary to a candidate’s recent Facebook post claiming childish lies about own-self on Facebook, these individuals are speaking the truth. Dislike how they are getting their point across if you would like but don’t bury your head in the sand over the truth. It is so scary to think that our county does not care about the things that are so important in this world anymore. We need honesty. We need integrity. We need respect.

I am not saying such a person is not a good person, personally. I do not know the person, but I am saying I have taken enough time to know that this person has not been forth right and up front about the tasks he performed while he held the position of a Gilmer County as an Elected Official several years ago. This person may make a good friend. This person may have done a terrific other jobs, but this person did NOT however follow the codes established by the ethics committee on the expenditures of public funds. Please keep in mind that this is not a rumor. It is a fact and can be verified in the courthouse. This person began this campaign by disrespecting the opponent(s) and by being dishonest and to me that is not a representation of a good and honest person.

I hope that people in this county want a person in office to do the job this person is running for and not just looking for someone to be a yes person and say the fluffy words that they want to hear. Check the verifiable facts at the courthouse.

Start voting today and stop in the courthouse just like I did if you have questions about what is and is not true. This is not a contest on slander and disrespect this is an attempt to maintain progress in the county.

Why am I receiving this report?

In compliance with the Safe Drinking Water Act Amendments, the Gilmer County Public Service District is providing its customers with this annual water quality report. This report explains where your water comes from, what it contains, and how it compares to standards set by regulatory agencies. The information in this report shows the results of our monitoring for the period of January 1st to December 31st, 2015 or earlier if not on a yearly schedule.

If you have any questions concerning this report, you may contact John Moore, General Manager at 304.462.4272. If you have any further questions, comments or suggestions, please attend our regularly scheduled board meetings on the 2nd Monday of each month at 6:00 pm at the 232 West Main Street, Glenville, WV. Where does my water come from?

Your water is purchased from Glenville Utility which uses a surface water source known as the Little Kanawha River.


Source Water Assessment?

A Source Water Assessment was conducted in 2003 by the WVBPH. The intake that supplies drinking water to Glenville Utility has a higher susceptibility to contamination due to the sensitive nature of surface water supplies and the potential contaminant sources identified within the area. This does not mean that this intake will become contaminated, only that conditions are such that the surface water could be impacted by a potential contaminant source. Any future contamination may be avoided by implementing protective measures. The source water assessment report which contains more information is available for review or a copy will be provided to you at our office building during business hours or from the West Virginia Bureau for Public Health (WVBPH) at 304.558.2981.


Why must water be treated?

All drinking water contains various amounts and kinds of contaminants. Federal and state regulations establish limits, controls, and treatment practices to minimize these contaminants and to reduce any subsequent health effects.


Contaminants in Water

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits of contaminants in bottled water which must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of these contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800.426.4791) or at www.epa.gov/safewater/lead. The source of drinking water (both tap and bottled water) includes rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals, and, in some cases radioactive material, and can pick up substances resulting from the presence of animals or from human activity.

West Virginia Hunters Check In 1,131 Fall Turkeys

SOUTH CHARLESTON, WV - Fall turkey hunters checked in 1,131 turkeys this fall from 33 open counties, according to Keith Krantz, wild turkey and upland game bird project leader for the West Virginia Division of Natural Resources (DNR).

Leading the state, Randolph County hunters reported harvesting 114 birds, followed by Greenbrier (81), Preston (71), Nicholas (63) and Pocahontas (62) county hunters. Preston County hunters have a two-week season while the others in the top five counties had four-week seasons. The 14 “traditional” fall hunting counties accounted for 56 percent of the total fall harvest, which was very similar to previous years.

All six DNR districts were open to fall turkey hunting in 2015. District 3 led the state with a harvest of 371 birds, followed by District 4 (208), District 2 (196), District 1 (185), District 6 (109) and District 5 (62).

“Fall turkey harvests are driven by a number of factors, including hunter participation, recruitment of turkeys into the population, and availability of hard mast,” Krantz said. “Harvest is relatively low in many of our nontraditional counties because hunters there were likely bowhunting for deer and not fall turkey hunting. Harvest numbers, therefore, may not reflect relative abundance of turkeys in those counties.”

DNR’s annual Mast Survey Report found oak mast to be spotty at best. which likely concentrated birds at localized food sources in many traditional counties. The hunter outlook part of the Mast Survey accurately predicted a turkey harvest similar to the 956 taken in 2014.

This is basically the process for an improvement plan. A school board specifies student achievement standards and it assigns a superintendent to work with central office staff and school administrators to produce a comprehensive plan for making needed changes. After putting a plan in place results are closely monitored by a school board while holding a superintendent personally accountable for achieving the standards.

All high schools in WV have ACT Profile Reports for each graduating class.

The only performance information typically cited in school districts is average ACT scores for graduating classes.

If you can get copies of Reports for your high schools read them to independently evaluate testing results for career and college readiness, science, technology engineering and math (STEM), and other categories.

Chances are that your local administrators gloated that average ACT scores for graduating classes are commendable to give your high schools passing marks, but other testing outcomes in the Reports may show otherwise.

It is doubtful if LSIC members for your high schools know about the Reports to be grounds for demanding academic improvement plans. Check Reports for high schools in your school district to make up your own minds.

This posting is very informative and it documents what can be done with innovative approaches to teaching math. For too long we were fed the party line that all was well in our schools for math and everything else. That myth prevailed because facts were hidden to hold down the County’s demands for accountability. Hats are off to Kelly Barr and Traci DeWall.

During intervention it was commonly known that school board members made repeated requests for all kinds of student progress information, but it was kept from them. That era has ended and the County’s school board is expected to focus on its top priority responsibility that is to continually improve student learning in our schools. Our kids can perform if they are given the chance.

Gilmer look at this Did You Know. If you look at the State’s data on Zoom Dashboard to review changes in mastery of math and reading for the GCHS’s 11th grade for the 2011 and 2017 testing years it is clear the you have a problem with your math program. In 2011 the math pass rate was 36.92 compared to 37.29% in 2017. Progress with reading was truly commendable. The pass rate went from 26.98 in 2011 to 64.41% in 2017. Why the lack of progress for math? We know that your school board members are trying to get information about plans for improvements for math and science, but is full disclosure of details any better than it was under intervention? Let us know.

It is a common occurrence for school administrators to carefully select one small piece of information to purposely give a school a rosy performance rating for student learning and to hide unflattering information from an LSIC and a local BOE. The way to prevent the censorship is for superintendents to routinely provide access to all testing results so performance evaluations for a school can be based on a full set of facts.

One problem to solve after the State’s neglect for six years of intervention is low student success at the GCHS for math and science. There is documentation on the ZoomWV Dashboard kept by the WV Education Department. The pass rate for GCHS students for M & S is in the 30s. What is the HS’s LSIC group doing to improve those scores? Does it have a detailed improvement plan for the school and if it does it should be disclosed. M and S under achievement underscores why it is important to know what the County’s LSICs are doing to improve our schools academically.

We 4-H supporters wish to express our appreciation to Mrs. Hurley and the other board of Education members with the 100% vote to hold and sell this trailer for 4-H use/utilization.  This new office space for the very nominal fee is much appreciated.

Kudos to Hurley for staying in contact with the past 4-H director and making sure all was well and agenda requirements were met.  We had heard we were not going to get the trailer.  Thanks goodness the fake news was totally wrong.

Moving out of the old infirmary building will be a real blessing.  The group has learned a valuable lesson.

Still keeping up on Gilmer County after ending of your intervention. Been reading your test score information too. Your Local School Improvement Councils are responsible for defining specific approaches for improving student performances. The WV Statute covering roles of councils is 18-5a-2. The Department of Eduction has details on its web site for how councils are selected, their responsibilities, and how elected school boards fit in. Too often the problem has been that detailed results for student performance testing were withheld from councils and their members do not know that there are student performance problems in critical need of correcting. The solution is to ensure that all council members are fully advised of testing results and the full range of their official responsibilities.

Positive press out of GSC is always good for the community and the College.

What is not good for the community and GSC is the ongoing telephone scam GSC has nothing to do with.

The phone will ring, there is a GSC entry on caller ID, and a 304-462 number is given. If you answer thinking that it is a legitimate GSC call you get surprised.

The caller, usually with a strange accent, will make a pitch for money and it is obviously a scam.

It is common for the caller to try to convince a person that a grand child or another relative is in bad trouble and thousands of dollars are needed quickly for a lawyer or some other expense.

When the 304 number is called back there is nothing there. It would help if GSC officials would alert the public to the cruel scam and to involve high level law enforcement to stop the nuisance calls.

We want investigative accounting for all the County’s school money spent on facilities during intervention. We are entitled to details for planning money, money paid out to architects, all money sent on Leading Creek, everything spent on the Arbuckle land plan and Cedar Creek, what was spent to get us at the new GCES, and a complete list for all money paid out for no bid work from start to where we are today.

Can someone explain to me why in Gilmer County schools projects were given to certain companies without any bid? Even when these companies kept screwing up, they kept getting paid for fixing their own screw ups? A good example is our supposed to be brand new elementary school. I hear these all the time. What is the real truth?

The posting about Boone is a wake up call for the Governor’s road vote coming up.

WV has a bad reputation for graft and corruption when public funds are involved. With the amount of money involved for the road building program with bond money there would be vast opportunities for waste and mismanagement.

Just look at wasted money in County school systems under WVDOE intervention while local control was eliminated. 

Governor Justice should inform voters what he would do to ensure that the new road money would be spent wisely with iron clad accountability for every penny spent.

There is an epidemic of misuse of County school funds in WV. We read about it all the time. That is what happens when finances are purposely packaged in ways to make it too complicated for board members to track and proper local level oversight cannot occur. This problem is one for Governor to solve.

The same is being asked of the commission.  Meeting minutes and videos used to be available until fall of last year.  Now we hardly ever see even the agenda, let alone ever seeing the follow up minutes.  WHY DID THIS INFORMATION STOP?? Is someone hiding something because it surely would seem so.  We need to know what’s going on in this town and the Free Press is one of the few ways we can do it.  PLEASE bring back the public meetings videos!!

Appreciation is given to the City for posting meeting minutes on the GFP to be an example of good government by keeping citizens informed.

Why can’t the same be done with school board meeting minutes? Everyone knows that during intervention what got on agendas was censored and what happened during meetings was kept to a minimum to avoid information getting into the public record.

With the State out of here a request is made to the school board to exercise its authority to ensure that citizens are kept informed.

With the uproar about the excess levy passing again, it does not have a chance unless it is proven that a much better job will be done in managing the County’s school money than occurred during intervention.

For an example, why was new playground equipment purchased for the new GCES when perfectly good equipment at abandoned schools could have been used?

Read the Sept 1st Gazette article about four WV school systems with major noteworthy gains in student proficiency in mastering subjects.

The Counties were Doddridge, Mingo, Taylor and Wayne. The proficiency increases were related to factors including curriculum changes, improved planning targeted to achieving specific goals,and use of modern tracking procedures to monitor results.

If other counties can do it Gilmer can too with the smallest school system in WV. For starters our administrators should learn what the four counties did and to adapt the practices to our school system.

It was insulting for some officials to claim that Gilmer’s citizens do not understand what is going on in our school system, they do not care, and nothing can be done about it anyway because of our poverty.

Citizens know more than they are given credit for and if the excess levy gains a chance of passing changes for the better must be demonstrated to voters.

This is why Gilmer County must go on its own way by setting high standards, deciding on ways to achieve them for all children regardless of their pedigrees and family net worth. Part of it must include real time, unambiguous progress reports to establish accountability for school system administrators and the County’s school board.

A-F was a hoax. A WV school could get failing grades for student learning to end up with an overall A or B. Any wonder that we were stuck at 50th place with that brand of State cover-up?

Yes, and in another year or two the grading system will change again.
