Gilmer County Assessor, Gary L. Wolfe, would like to announce that William R Moodispaw, DVM, will be at the following named places on the dates listed below, to vaccinate dogs and cats AS REQUIRED BY WV CODE §19-20A-1.
All dogs and cats, which have reached SIX MONTHS OF AGE AND HAVE NOT BEEN VACCINATED WITHIN THE PAST 24 MONTHS, are required to be vaccinated before June 01, 2013.
The fee for rabies vaccination will be $8.00 according to WV Code §19-20A-1.
Due to Dr. Moodispaw’s schedule, he will only be at the following locations on the dates and times listed below:

Long past September 30, 2012 but at least its done. Doesn’t look good, spent more than was taken in for the year and the fund balance is way lower than in a long time so that explains how they got so broke. The audit will tell all. Hard to say why the Chief Inspector hasn’t put out the 2011 audit on the web, was told it was done and over?

It likely takes an accountant to figure these numbers out.
Can anyone say if it shows missing funds in the sheriff, or the county funds themselves?
We keep hearing the rumors about missing funds everywhere, as well as the commission spending most of the >reserve< funds?
We hear that there is >no< money to return the 911 Center to us as well?
Would be nice if the truth would come out about the county financial condition.
Taxpayers have the right to know.

PUBLIC NOTICE BOARD OF REVIEW AND EQUALIZATION
Pursuant to Chapter II, Article 3, Section 24, of the Code of the State of West Virginia, as amended, upon motion duly made and carried, the County Commission will meet for the purpose of reviewing and equalizing the assessments made by the Assessor of the County of Gilmer for the year 2013, beginning on the 22nd day of January 2013 at 9:00 AM, and continuing in session by appointment, extended through the 28th day of February 2013 (Saturdays and Sundays excepted).
The Commission shall proceed to examine and review the property books and shall add on the books the names of persons, the value of personal property and the description and value of real estate liable to assessment, if any was omitted by the Assessor. They shall correct all errors in the names of persons, in the description and valuation of property, and cause to be done whatever else may be necessary to make the valuation comply with the provision of the Chapter. But in no case shall any question of classification or taxability be considered or reviewed.
If any person fails to apply for relief at this meeting, he shall have waived his right to ask for correction of his assessment list for the current year and shall not thereafter be permitted to question the correctness of his list as finally fixed by the County Commission, except on appeal to the Circuit Court.
All persons who desire to appear before the Board to discuss current 2013 property assessments are invited to do so.

GILMER COUNTY COMMISSION UPDATES THE PUBLIC ON THE GILMER 911 CENTER - 01.08.13

The Gilmer County Commission wishes to thank the residents who attended the Gilmer County E-911 Center and Office of Emergency Management public update meeting, held this past Monday evening at the Gilmer County Recreation Center. The Commissioners confirmed that building the new center at the location of the current Gilmer County Health Center on Medical Drive is removed from the table due to poor soil conditions revealed by the Geo-technical survey results. Three possible options are being explored, with the one of them being the possibility of leasing space in the new WACO Center on Mineral Road. Based upon the citizen’s positive response toward locating the WACO Center, the Commissioners will aggressively pursue communications with Glenville State College to analyze data and figures to determine if this is a viable option, and look forward to sharing this information with the public at a future meeting.
The Gilmer County Commission is looking forward to the continued progress on establishing and building our own E-911 Center; which will also house the Office of Emergency Services, currently located at the WV Department of Highways. We pledge to aggressively advance toward the completion of this goal, and will not succumb to varied obstacles that are common to a project of this magnitude.
We pledge to continue to be fiscally responsible, and with the daily support and oversight of our County Administrator, we should be able to raise the bar of expectation. We realize the economic times we are living in and the need to carefully choose how and when tax payer dollars are spent. Therefore, we pledge to be prudent on spending, and have forward thinking vision and goals.
It is also our goal to improve the functionality and efficiency of the Courthouse facilities, through coordination of services and outside contracts, which will result in a cost savings.
We exist to serve the residents of Gilmer County, and pledge to do so in a way that will foster growth and bring an improved environment for all residents.
The Commission encourages the public to attend the regular Commission meetings on the 1st Tuesday of each month at 9:00 AM in the Commission Room of the Court House.

The filing period is from January 14, 2013 until January 26, 2013.
Forms for filing may be picked up at City Hall between 8:00 AM – 12:00 Noon and 1:00 PM – 4:00 PM, Monday thru Friday.

Interested firms must submit four copies of all requested information to Gilmer County Commission at 10 Howard St, Glenville, WV 26351 by 4:00 PM Thursday, November 15, 2012. The owner shall rank, in order of the preference, the firms deemed to be the most highly qualified to provide the serves required, and shall commence scope of services and price negotiations with the highest qualified professional firm for Design Build Performance Criteria Developer and Services.
Should the owner be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the committee shall undertake price negotiations with the third most qualified professional firm. Should the owner be unable to negotiate a satisfactory contract with any of the selected professional firms, it shall select additional professional firms in order of their competence and qualifications and it shall continue negotiations in accordance with these procedures until an agreement is reached.

Gilmer County Commission Taking Bids on 911 Center
The Gilmer County Commission is now accepting “pre-qualification” bids from qualified contractors for design and construction of a new Emergency 911 Dispatching Center in Glenville, WV.

All Gilmer County
Elementary Students will be able to eat Breakfast and Lunch for FREE, without
filling out an application. We do
not need an application for Elementary students.
However, Gilmer County High School
students will eat according to their status (Free, Reduced, or Paid).
Any High School student wishing to pay reduced prices or eat breakfast
and lunch for free must go through the application process, unless we have
already notified you that your children are direct approvals.
If you have a student in elementary and in high school, the elementary
student will eat free regardless of your status, we need an application if you
want the high school student to receive any benefits.
Gilmer County Schools today announced its policy for
(free and reduced price meals) (free milk) for participants who are unable to
pay the full price meals or milk served in schools, centers, institutions or
homes that participate in the National School Lunch, Breakfast Programs, the
Snack Program under NSLP, the Child and Adult Care Food Program, the Summer Food
Service Program or in the Special Milk Program.
Gilmer County Schools has adopted the following

participants for free and reduced price meals and free milk:

Application forms are being sent to some homes with a letter to parents,
guardians or adult household members.
All parents, guardians or adult household members wishing to apply for
free or reduced price meals or free milk may fill out the application form sent
home by the school, center, institution or home.
Additional copies of the application are available at all sites and
county offices. The information
provided on the application is confidential information to be used only for the
purposes of determining eligibility of the participant or sharing this
information with other agencies sponsoring USDA Child Nutrition Programs.
An application may be submitted at any time during the school year, but
must be submitted annually for continued eligibility.
Information given on the application may be verified at any time during
the school year by school or program officials.
So that the school or program officials can determine eligibility for free or
reduced price benefits, the household applying for a child must provide all of
the following information listed on the application:
Names of all household members; the last four-digits of the Social
Security number of the household member who signs the application or a statement
that the household member does not possess one; amount and source of income
received by each household member; and the signature of an adult household
member certifying that the information provided is correct.
Households currently receiving Food Stamps or TANF benefits for children
must indicate a Food Stamp/TANF Program Case Number for the household.
The signature of an adult household member is required to certify the
information provided on the application is correct.
Households with foster
and non-foster children may choose to include the foster child as a household
member, as well as any personal income earned by the foster child, on the same
household application that includes their non-foster children. Foster payments
received by the family from the placing agency are not considered income and do
not need to be reported. The
signature of an adult household member is required to certify the information
provided on the application is correct.
To determine eligibility for free or reduced price benefits for adult
participants, the household or adult participant must provide the following
information on the application: name of adult participant and adult
participant’s dependent(s) and spouse residing with the participant; the last
four-digits of the Social Security number of the adult household member who
signs the application, or a statement that person does not possess one;
participant’s income and dependent(s) and spouse’s income, if residing with the
participant; and the signature of participant or adult household member.
Food Stamp, TANF, (or in the case of Adult Day Care SSI and Medicaid),
households only have to provide the participant’s name and current Food Stamp,
TANF case number, SSI and Medicaid number and an adult household member’s
signature.
Eligibility status
remains in effect for one program year.
If there is a change in household size or income that would reflect an
increase in benefits for the program participant, reapplication is encouraged.
Under the provision of
the free and reduced price meal and free milk policy the school principal or
program director will review applications and determine eligibility.
If a parent, guardian, or adult household member is dissatisfied with the
decision, he/she may wish to discuss the decision with the principal or director
on an informal basis. If the parent,

GILMER COUNTY SCHOOLS PUBLIC RELEASE OF NATIONAL SCHOOL LUNCH AND SCHOOL
BREAKFAST PROGRAM SPONSORS ON FREE AND REDUCED PRICE MEALS AND FREE MILK
All Gilmer County
Elementary Students will be able to eat Breakfast and Lunch for FREE, without
filling out an application. We do
not need an application for Elementary students.
However, Gilmer County High School
students will eat according to their status (Free, Reduced, or Paid).
Any High School student wishing to pay reduced prices or eat breakfast
and lunch for free must go through the application process, unless we have
already notified you that your children are direct approvals.
If you have a student in elementary and in high school, the elementary
student will eat free regardless of your status, we need an application if you
want the high school student to receive any benefits.
Gilmer County Schools today announced its policy for
(free and reduced price meals) (free milk) for participants who are unable to
pay the full price meals or milk served in schools, centers, institutions or
homes that participate in the National School Lunch, Breakfast Programs, the
Snack Program under NSLP, the Child and Adult Care Food Program, the Summer Food
Service Program or in the Special Milk Program.
Gilmer County Schools has adopted the following
family size income criteria for use in determining the eligibility of
participants for free and reduced price meals and free milk:

Application forms are being sent to some homes with a letter to parents,
guardians or adult household members.
All parents, guardians or adult household members wishing to apply for
free or reduced price meals or free milk may fill out the application form sent
home by the school, center, institution or home.
Additional copies of the application are available at all sites and
county offices. The information
provided on the application is confidential information to be used only for the
purposes of determining eligibility of the participant or sharing this
information with other agencies sponsoring USDA Child Nutrition Programs.
An application may be submitted at any time during the school year, but
must be submitted annually for continued eligibility.
Information given on the application may be verified at any time during
the school year by school or program officials.
So that the school or program officials can determine eligibility for free or
reduced price benefits, the household applying for a child must provide all of
the following information listed on the application:
Names of all household members; the last four-digits of the Social
Security number of the household member who signs the application or a statement
that the household member does not possess one; amount and source of income
received by each household member; and the signature of an adult household
member certifying that the information provided is correct.
Households currently receiving Food Stamps or TANF benefits for children
must indicate a Food Stamp/TANF Program Case Number for the household.
The signature of an adult household member is required to certify the
information provided on the application is correct.
Households with foster
and non-foster children may choose to include the foster child as a household
member, as well as any personal income earned by the foster child, on the same
household application that includes their non-foster children. Foster payments
received by the family from the placing agency are not considered income and do
not need to be reported. The
